INTERDEPARTMENTAL AGREEMENT FOR YOUTH EDUCATION ENGAGEMENT SERVICES
BETWEEN THE MARICOPA COUNTY EDUCATION SERVICE AGENCY AND MARICOPA COUNTY
BOARD OF SUPERVISORS
1. PARTIES:
The Maricopa County Education Service Agency (MCESA) and the Maricopa County Board of
Supervisors (BOS) agree that MCESA will provide youth engagement services as agreed herein.
2. PURPOSE:
The Transitioning Juveniles through Successful Transition (TJST) worked with justice system
providers, mental health organizations, workforce development, youth services, school districts,
and other organizations to implement a systemic program to coordinate support services for
students who become justice-involved. This pilot program was slated to be evaluated during the
fiscal year 2016 budget development cycle to determine the outcome of the pilot. However,
there was insufficient data for evaluation. At the request of the BOS, MCESA worked with Adult
Probation, Juvenile Probation, and the Office of Management and Budget to realign the
program’s goals more directly with education. This Interdepartmental Agreement (IDA)
identifies the new goals and services.
3. SERVICES:
MCESA will perform the following three services beginning October 1, 2015: Education
Intervention, Education Liaison, and Education Capacity Building. Results will be shared
annually during the budget development process.

youth with enrolling in K-12 education, and mobilizing IEP or 504 plans, as needed.
Education Capacity Building
Youth education engagement school and district capacity building services will be provided to

schools and districts in the zip codes with the highest rates of referrals to Courts, data will be
used to re-evaluate annually to adjust districts and schools receiving services.
4. Metrics:
The following metrics will be used to measure progress:
The outcome and input measures listed above will be used to evaluate program success.
To study the impact on youth, pre-post data from school disengagement screening tool and data on new
offenses will be monitored for all participants in the Education Intervention component.

4. BUDGET:
The proposed pilot program budget for the October –June of FY 2016 and a full year in FY 2017 is
$1,311,050. $148,834 of the pilot program budget is currently funded in the MCESA grant budget from
prior year Secure Rural Schools/Forest Fee revenue. The Maricopa County Board of Supervisors agree to
appropriate $838,219 from Detention Fund contingency and $323,997 of FY 2015 Secure Rural
Schools/Forest Fee revenue to support the continuation of the pilot program. These amounts are
exclusive of any other funding MCESA may choose to utilize for the YEES pilot program from savings in
its current appropriated base budget to pay for items such as the Check and Connect, training, space
costs and other operational expenses. No additional County funds will be requested or provided for the
duration of the pilot program.
