entitled “Banner Boswell Medical Center: Exterior Sign Package”, consisting of
sixty three (65) 8 ½ x 11 sheets, dated received on June 26, 2015, except as
modified by the following conditions.
b. Development of the site shall comply with the Narrative entitled “Banner Boswell
Medical Center”, consisting of one (1) page, dated received on June 26, 2015,
except as modified by the following conditions.
c. Development of the site shall comply with the Site Plan entitled “Banner Boswell
Medical Center: Sign Location Plan”, consisting of one (1) 8 ½ x 11 sheet dated
received on June 29, 2015, except as modified by the following conditions.
d. The proposed exterior sign upgrades must meet the location and size specifics as
provided in the conditioned sign plan unless the signs can meet the zoning
requirements required in the Maricopa County Zoning Ordinance (MCZO).
e. The following Drainage Engineering condition shall apply:

1. Show on the building permit plans clear sight triangles to demonstrate that
the signs conform to Section 1111.4.2 of the Maricopa County Zoning
Ordinance.
f. The granting of this change in use of the property has been at the request of the
applicant, with the consent of the landowner. The granting of this approval
allows the property to enjoy uses in excess of those permitted by the zoning
existing on the date of application, subject to conditions. In the event of the
failure to comply with any condition, and at the time of expiration of the zone
change, the property shall revert to the zoning that existed on the date of
application. It is, therefore, stipulated and agreed that either revocation due to
the failure to comply with any conditions, or the expiration of the zone change,
does not reduce any rights that existed on the date of application to use, divide,
sell or possess the property and that there would be no diminution in value of the
property from the value it held on the date of application due to such
revocation or expiration of the zone change. The zone change enhances the
value of the property above its value as of the date the zone change is granted
and reverting to the prior zoning results in the same value of the property as if the
zone change had never been granted.

Project Summary:
1. The request is for a zone change from C-2 to C-2 CUPD to allow for altered standards of
external signage in a commercial zoning district. The subject site is the Banner Boswell
Medical Center campus in Sun City which encompasses approximately 60 acres. The
applicant is requesting to upgrade the existing external signage on the property for
aesthetic purposes as the signs are aging and many are difficult to read and follow
directions.
2. The applicant has provided a detailed sign package indicating the location of each
replacement sign. The applicant is also going to be removing 28 existing signs. The
replacement signs quantity is as follows according to the type of sign: 27 identity signs
(only), 11 identity/directory signs, and 19 directory signs (only). The sign package
provided shows some signs which exceed the standards of commercial signage as
provided in the Maricopa County Zoning Ordinance (MCZO) Chapter 14. The sign
package will be conditioned to meet the provided new signage specifications for
each sign upgrade provided unless the sign can meet commercial signage regulations
of Chapter 14 in the MCZO and other zoning regulations.
3. The sign chart on the next page shows the altered standards requested by the
applicant. The locations are reflective of the sign package that is included as an
attachment to this report.

4. The C-2 CUPD table on the next page provides the proposed signs that are requested
for deviation from the regulations for commercial signage standards. There are a total
of 18 signs (8 wall signs, 1 perimeter wall sign, and 9 directory signs) that do not meet
the MCZO requirements for commercial signage standards. The reason requesting a
change in signage and variations to the zoning standards is to create a unified signage
package, provide an aesthetic upgrade to the facility, and help with directions/visuals
for people on the medical campus.

6. May 7, 2015: Z2015025 was continued by the Planning and Zoning Commission (P&Z) to
the May 21, 2015 hearing due to additional information needed.
7. May 21, 2015: Z2015025 was continued indefinitely by the P&Z to allow time for
additional information needed for the request.

8. The applicant has complied with all requirements for Citizen Participation for a Zone
Change request. Staff has received no opposition or support as of writing of this report.

Outstanding Concerns from Reviewing Agencies:

Staff Analysis:
12. The upgrade to the signage of the Banner Boswell Medical Center is considered an
aesthetic upgrade to the signage of the site. Staff is in support of this change and
requires the CUPD zone change to the site due to the request for some the signs to
exceed the commercial signage standards as regulated by the MCZO. Staff will require
that the signage match the sign package as provided by the applicant unless the
sign(s) can meet underlying C-2 zoning requirements. Signage will also be required to
meet the Site Visibility Triangle (SVT) requirements.
13. Staff has received memos from two areas of interest for this location: Arizona
Department of Transportation (ADOT) and Luke Air Force Base (LAFB). Both entities have
no objections to the request and their memos are included as attachments to this
report. Reviewing County Agencies have no outstanding concerns for the proposed
zone change request.
Recommendation:
14. Staff recommends the Commission motion for approval of Z2015025 with conditions ‘a’ –
‘f’ for the following reasons:
• There is no public opposition to the proposal.
• The proposal is an aesthetic upgrade to the existing signage on the property.
• Reviewing County agencies have no concerns.

In 2008 Banner Health acquired Walter 0. Boswell Memorial Hospital. Banner Health
would now like to update the signage on their campus.
The existing signs are showing their age and this proposed sign project will have a
positive aesthetic impact on the Medical Center, surrounding parcels, and the community.
Every effort has been taken to design this new sign package to ensure substantial
conformance to the existing approved sign package. It allows for a unified and consistent
appearance for the entire project, while providing the necessary way-finding that is .
critical to both vehicular and pedestrian traffic.
This request is for a Zone change from C2 to C-2CUPD in relation to the existing sign
standards. The purpose of this request is not only to install new signage but allow Banner
Health the ability to install signage in the future without amending the existing Special
Use Permit each time. The total quantity of ground signs for the project is being reduced.
The overall square footage of signage for the project is minimally increased. See Sign
Matrix for clarification. We have provided the locations, sizes, and materials for all
exterior signage. Ground signs will be consistent with existing sign height and will be
placed outside of site visibility triangles.
All signage within this project will be subject to review and approval by Banner Health
and will be permitted as required by Maricopa County.

The Maricopa County Environmental Services Department (MCESD) has reviewed
documents received from the Maricopa County Planning and Development
Department for the above referenced project. This project is a request for a Banner
Boswell Medical Center signage modification; Water & Wastewater — no info
provided, but changing signs should have no effect on water or wastewater service;
Stormwater - While the parcel is located in the urbanized unincorporated area, the
disturbed area is estimated to be much less than one acre and is therefore, not
regulated by the Maricopa County Stormwater Quality Program.
Based on the above, MCESD raised no objections to the Planning & Development
Department in Accela Automation on March 12, 2015 and will allow the project to
proceed at this time subject to the following stipulations:

It should be noted that several other Maricopa .County agencies must review and
recommend approval of this project. Final approval authority for this project rests

Dear Mr. Banker
Thank you for the opportunity to comment on the rezone application for Banner Boswell Medical
Center. The site is located on 60.2 acres at 10401 W. Thunderbird Rd. in Sun City AZ. The request is a
stipulation modification to alter signage standards at the medical center. The site is located
approximately 1.5 miles outside the 1988 JLUS 65 Ldn, "high noise or accident potential zone," as
identified by A.R.S. § 28-8461 and is within the "territory in the vicinity of a military airport," also
defined by A.R.S. § 28-8461.
The proposed activity described in the application narrative, at the location listed above will not
negatively impact the flying operations at Luke AFB. Since this site is located within the "territory in the
vicinity of a military airport," it will be subjected to noise from approximately 24,500 flight operations
per year, with some as low as 1,500 feet above ground level. We recommend a review of the Luke AFB
