Re: IRS Status - Kiwanis Club of New River
Required for REQUEST FOR PROPOSAL - Gaming Distribution Tohono O'odham Nation
To whom it concerns.
Kiwanis Club of New River’s IRS status is covered under the Southwest District Kiwanis
Foundation group exemption (23-7393201); see the attached letter for that Foundation. The
mission of that organization is to operate and maintain a youth camp in New Mexico; to provide
scholarships and support for youth education programs; and to maintain group exemptions for
Kiwanis Clubs in the Southwest District of Kiwanis International
Kiwanis Club of New River’s subordinate number within the Southwest District Kiwanis Foundation
74-2565260.
Attached document has :

subordinates that include Kiwanis Club of New River group number 74-2565260 -

Don't Throw Away Your Tax-Exempt Status
Many of the local Kiwanis ,3lub foundations that are covered by the
Southwest District Kiwanis Foundation group exemption have nr:rt been
required to file any report urith the IRS because their normal anmnl
revenues are less than $25,()00. That is now changed.
Beginning in 2.008, all tax-e'xempt organizations will have to file a report
with the IRS. Local lCwanis Club foundations with normal annuirl revenues
of more then $25,000 will continue to file either Form 990 or Forrn 990E2.
Kiwanis Club foundations rvith normal annual revenues of $25,0t10 or less

If you do n'ct file, your foundation will lose its tax-exempt status and will no

group exemption. Next yearr, as part olfl the annual group exemption
renewal, each club lbundation will be required to confirm tharf it has
Iiled the required report v,ith the IRS in order to remain parrl of the
group exemption. If you lose your tax-exempt status, you can n(:, longer
represent to donors that conrributions are tax deductible. In additi.on, income
earned in your foundation's endowment or other accounts may bc,come
subject to income tax. Make, sure you file by the February 15 dea, iline.
You will find instructions fcrr filing the e-Postcard and other relat,;d

Re: REQUEST FOR PROPOSAL - Gaming Distribution Tohono O'odham Nation
a) Needs and how this proposal’s request addresses that need.
1) We need a shade structure for key equipment (fort, slides, and swings) in our Children’s
Playground area. The playground equipment has no shade and is therefore too hot for the
children to use during the day; which is when they would be using it. A shade structure would
block much of the sun's harmful UV rays and keep playground temperatures up to 30 degrees
cooler. The shade will help us encourage outdoor play that is essential to the development of
all children.
2) For our community event area, we need tables, chairs and the equipment to move them to the
area that they will be used. We have none now. To have an event (e.g. education, fund
raising, social gatherings) that will promote our mission to help children, we must borrow or
lease the necessary tables and chairs from businesses located six to twenty miles away. That
requires finding someone with a truck and volunteers to load / unload. Often, we cannot find
an available truck and/or volunteers on the same time frame that we need to transport the
tables/chairs. As a result, we are not able hold as many events as we would like to.
b) Population who will benefit from the proposal if approved.
Families with toddlers and school age children will benefit from having a shade structure over the
Children’s Playground fort, slides and swings. Having shade will encourage more use and
mitigate potential damage from UV rays and heat exposure. Having children play more outdoors
will address obesity issues, build social skills, and develop an appreciation for being outdoors.
Children in our area, and those served by Kiwanis International, will benefit from our having
readily available chairs and tables for events that promote Kiwanis values and programs. Events
help families and other community members to connect with others—and get involved in projects
that change lives. Kiwanis is all about making friends—and making an impact—in our local
community.
Our New River Kiwanis Park is in a residential rural setting with no other public parks, downtown
area, civic auditorium or community centers within 20 miles (excluding Anthem Community which
is closed to non-Anthem residents). About 30,000 residents live in the unincorporated Maricopa
County area of New River and Desert Hills; they live within an eight (8) mile radius of the park and
about 25% of this population is under the age of 18 years old.
Kiwanis Club of New River was incorporated in 1988 and has been serving the community at the
New River Kiwanis Community Park located at 48606 N 17th Avenue, New River, AZ 85087. In
the beginning, the Park property was leased from the Bureau of Land Management. Then, in
2003, the Maricopa County Parks and Recreation Department received a Recreation and Public
Purposes patent for the Community Park and confirmed that Kiwanis Club of New River would

continue to be the Park property custodian organization. As a condition of the patent, the land can
never be used for commercial development; it will always be a community park.
The Club’s founders began the Club because they saw a great need in our rural area for a
community park with activities in which families could participate. Like most Kiwanis Clubs, ours
also contributes time and funds for additional club programs and activities managed locally and
internationally to help families and children. As one of our first Park projects, we developed three
baseball diamonds (fields). Since then, the Club has grown steadily and made improvements at
the Park. We have developed an equestrian arena, added the playground, and last year, created
a shaded community event area.
It this proposal is funded, the Club will be able to provide more activities for the children of our
community. The shade structure over the playground equipment will offer a safer and cooler area
for the youngest children to play in while their older siblings play ball or ride horses. The tables
and chairs will make it feasible to have more community events for the whole family where the
children can play in the adjacent playground area.

g) Priority area:
Child Advocacy.
Kiwanis Club of New River is a nonprofit (501(3)c) chapter of the Kiwanis International dedicated
to changing the world, one child and one community at a time. The Club’s main focus is on
helping children in our community with scholarships for school, providing leadership training, and
promoting their healthy well being. We have our Bringing Up Grades (BUGS), and Terrific Kids
Programs. We also sponsor a High School Kiwanis Key Club that helps teenagers with
volunteering opportunities in their communities.
The shaded canopy will be another way for us to show families in our community that children are
our number one priority and therefore, providing a shaded playground for healthy activities is very
important. Having readily available chairs and tables will enable us to have more events that
recognize the achievements of our BUGS and Terrific Kids programs, as well as hold community
events to attract volunteers and funding to maintain the facility and expand our programs.
h) County with which an agreement will be made with if funds are granted.
Maricopa County. We understand that if we receive notification that our proposal has been
accepted by the Nation, we need to enter into an agreement no later than September 30, 2015
with Maricopa County to accept the grant funding from the Nation on our behalf. We have
already spoken with our Maricopa County District Supervisor Andy Kunasek who has
encouraged us to apply.
