THIS PROCURMENT IS A SINGLE SOURCE BECAUSE (attach additional page if needed):
The County has had a long standing relationship with CASS and has provided funding assistance to CASS since
2003. CASS is the largest emergency shelter in the state and Maricopa County that serves homeless individuals.
Maricopa County has an interest in ensuring the continued availability of indoor, overnight shelter located on the
Human Services Campus in downtown Phoenix. Each day, almost 1,000 homeless individuals congregate in and
around 12th Avenue and Madison Street in Phoenix. The County has invested significant resources in establishing
the Campus as a "one stop shop," with an array of human services for homeless individuals provided by non profit
agencies. Having shelter services is an essential component of the Human Services Campus, and without shelter
almost 500 additional people would be sleeping outdoors, in the streets, and surrounding neighborhoods nightly.
Currently, CASS is the only shelter operator on the Human Services Campus.

that need emergency shelter and those that need shelter are referred to CASS.

The County has had a long term financial relationship with CASS, In addition to the County, CASS is
funded by the City of Phoenix, State of Arizona, and Valley of the Sun United Way. These four entities
pool funding to keep CASS operating and providing essential services. This historical funding,
documentation on the costs of operation, County General Fund appropriation, and understanding of
the other funders share of costs provide the basis for providing $450,000 from the County for the
CASS contract.
