Request for Proposal

Tohono O’odham Nation
Maricopa Community Alliance Against Substance Abuse
Youth Mentorship Program
$35,000.00
Explain perceived need and how proposal will address the need
According to the CDC 85% of children who exhibit behavioral problems come from
fatherless homes. 71% of high school drop outs are from fatherless homes per the
National Principals Report on the state of high schools. Per a report by Rainbows for All
God’s Children 75% of adolescents in chemical abuse centers are in homes with no
father. This coincides with a summary from the Census Fatherhood statistics which
stated “children who live absent their biological fathers are, on average, at least two or
three times more likely to be poor, to use drugs, to experience educational, health,
emotional and behavioral problems, to be victims of child abuse, and to engage in
criminal behavior than their peers who live with their married biological (or adoptive)
parents.”
Research shows us that children from fatherless homes account for:
63% of youth suicides
71% of pregnant teens
90 % of homeless and runaway children
70% of juveniles in state operated institutions
85% of all youth who exhibit behavior disorders
80% of rapists motivated with displaced anger
71% of high school dropout rates
75% of all adolescents in chemical abuse centers
85% of youth sitting in prison
2008-2012 American Community Survey:
14% of Families with children in the City of Maricopa, have no father present.
Additional research states that children with one on one mentors are:
• 46% less likely to use drugs
• 33% less likely to use violence
• 53% less likely to drop out of school
• 59% more likely to improve their grades

Youth with mentors also show lower rates of teen pregnancy, suicide, and gang violence
How program will address the need
The strategies of the Youth Mentoring Program are directed to and support the
prevention of a variety of negative behaviors impacting our youth, which include gang
affiliation and substance use.
Goal: Increase social connectedness by participating youth with family, school, and
community.
Objectives:
By the end of the program year 25% of program participants will have a decrease in
behavior infractions as measured by school records.
By the end of the program year 25% of program participants will increase a grade by
one letter, as measured by school records.
By the end of the program year 75% of participants will identify one safe adult in the
community they can turn to as measured by a satisfaction/post survey
Program Description: The Youth Mentorship Program pairs competent caring adults with
deserving youth in need of a healthy mentorship relationship.
The project is comprised of two components: individual and group mentorship.
Individual Mentoring includes a CAASA staff or a qualified, approved adult volunteer
meeting with a student of Maricopa Elementary or Maricopa Wells Middle School.
Mentoring Groups are comprised of participating youth, led by an adult mentor to
complete homework, eat a meal or work on a planned recreational activity. Mentoring
Groups meet after school once a week and are open to youth who first participate in the
individual mentorship program. These youth are provided additional time for positive
socialization with their peers and with positive adult mentors. The Mentoring Group will
also be open to youth who are evaluated by the school administration to benefit from
the group process for academic or behavioral issues or those who are waiting for an
available slot in the individual mentoring program. Recreational activities will be planned
by CAASA staff and community volunteers who would like to volunteer but cannot
commit to once a week.
Performance Measures: CAASA will work with school staff to evaluate objectives 1 and
2 with school records. CAASA will implement a satisfaction and post survey to program
participants for objective 3.

Describe the population that will benefit from the proposal
While city data indicates 14% of homes are single parent homes, school data for our
pilot school reported 48% of school households are single parent, with 95% of those
homes having no father present.
75 youth attending schools in the Maricopa Unified School District in grades 1-8 will
Participate in the program through a referral process established in partnership with the
school administrative staff.
