The information that is common to consultant design contracts is located in the Scope of Services — General Conditions, located in the MCDOT Project Development Manual — Volume II (Project Management). Not all of the tasks described in that document are necessary on every project. The project specific Scope of Services is presented in this section and includes information specific to this project in addition to the general information provided in the General Conditions. Any information relating to the project which is not covered fully in the General Conditions shall be included in this document. This document will be added in front of the General Conditions and the two will serve as the complete Scope of Services of a project. Guideline for Conflicts If conflicting criteria or procedures are presented in the scope of services or the references, the general order of precedence in resolving a conflict will be the following: 1. The Scope of Services — Project Specific; 2. The Scope of Services — General Conditions; 3. The MCDOT Roadway Design Manual; 4. MAG adopted Design Concept Guidelines for Roads of Regional Significance where applicable and reasonable; 5. Other MCDOT publications; 6. Flood Control District publications; 7. AASIITO publications; and 8. All other approved publications listed or used. Confirm the resolution with the Project Manager. The Project Manager, in consultation with the affected parties, will make the final determination in the resolution of conflicts. Project Specific The sections listed below are general and are for example purposes only and are not intended to be a list of all required sections for a particular project. Each project will have its own particular sections as dictated by the project requirements and as decided on by the Consultant with the approval of the Project Manager. Project No.: TT497 Contract No.: 2014-034 Revised: April 2015 Page 3 of 11 Scope of Services Project Specific SCOPE OF SERVICES - PROJECT SPECIFIC Project Overview Project Location The project is located along Olive Avenue between Citrus Road and Cotton Lane in unincorporated Maricopa County. The project limits lie within the planning area for the City of Glendale. The approximate length of anticipated improvements along Olive Avenue is 1-1/2 miles. Improvements along both Citrus Road and Cotton Lane are also anticipated to extend approximately 1/4-mile in both the north and south directions from the intersections with Olive Avenue. Project Background Olive Avenue is a prominent east-west roadway in the central portion of Maricopa County connecting the White Tank Mountain Regional Park to north-south routes such as SR 303L, SR 101L, US 60 (Grand Avenue) and 1-17. With continued growth in Maricopa County, the roadway has continually been inundated with increased amounts of traffic causing the major intersections within the project limits to approach failure from a level of service standpoint. MCDOT completed a Seopintg and Design Report (SDR) for the Olive Avenue corridor in June of 2014 to investigate the various issues present along this corridor and recommend improvements to Olive Avenue and intersecting roadways within these project limits. The TT497 Olive Avenue project is the final design of the roadway between Citrus Road and Cotton Lane based on the recommendations set forth in the June 2014 SDR. Project Purpose The purpose of the TT497 project is to widen Olive Avenue to 4 through lanes (2-lanes each direction) and a center paved turn lane to better support regional traffic flow in accordance with the Maricopa Association of Governments (IVIAG) 2032 traffic modeling. In addition to widening Olive Avenue, the intersections of Citrus Road and Cotton Lane with Olive Avenue will be signalized and widened to provide for additional turn lanes to improve the intersections to acceptable operational levels of service based on future traffic projections. The purpose of the final design phase of the project will be to prepare final plans, specifications and estimates for the proposed improvements along the roadway, including the preparation and coordination of utility relocation plans along the corridor necessitated by the widening of the roadway. Length of Services The project time will be two (2) calendar years from issuance of the design Notice to Proceed. 100.2.1.4 Kickoff Meeting Exhibits Consultant shall create exhibit sheets depicting the various project features (roadway, on-site/off-site drainage, traffic, utility and right-of-way) recommended during scoping for the TT404 Olive Avenue project. Exhibits are anticipated to be produced at 1"=100' scale and comprised of sufficient detail to provide kickoff meeting attendees with a complete overview of the final design elements for the TT497 project. It is anticipated that 6 sheets will be prepared as part of this task. 100.3.1 Design Criteria A majority of the Design Criteria presented in Table 1-1 of the Olive Avenue SDR shall be carried forward into final design of the TT497 project. However, Consultant will work with Project Manager to determine if revisions are necessary to key design criteria related to the following: Project No.: TT497 Contract No.: 2014-034 Revised: April 2015 Page 4 of 11 Scope of Services Project Specific • Roadway Typical Section (Painted Center Two Way Left Turn Lane Width) — 16' currently listed • Cut/Fill Slopes (dependent on potential Seethe Corridor designation) — 4:1 maximum currently listed Should either of the key design criteria listed above require revision, Consultant shall update Table 1-1 from the SDR and provide to project team at 1' progress meeting following project kickoff. 100.4.1 Design Exceptions Consultant has identified an alternative for the east end interim connection between the ultimate alignment of Olive Avenue and the existing Olive Avenue alignment that may require a Design Exception to the County's compound curve criteria as stated in the Roadway Design Manual (RDM). Per the RDM, when utilizing compound circular curves, "the radius of the flatter circular arc should not be more than 50 percent greater than the radius of the sharper circular arc". As preliminary designed by Consultant, the compound curve system at the east end of the project to match back into existing Olive Avenue would not meet this RDM suggestion. Consultant will work with Project Manager to determine if preliminary design by Consultant is approved and if so, if a Design Exception for the project should be submitted. If a Design Exception is required, Consultant shall prepare MCDOT standard Design Exception forms and provide required backup information for evaluation of proposed design exception by MCDOT Management Committee. 100.5.1 Progress Meetings Progress meetings shall be held once a month for the duration of the project. An estimated 18 meetings are anticipated based on the project schedule. Monthly meetings are anticipated to occur with the "core" project team to ensure that the project clearances are moving forward in accordance with the project schedule (right-of-way, utilities and environmental). It is anticipated that 2 of the progress meetings will serve as comment resolution meetings (Sections 1000.1.3.5 and 1000.2.3.5 of the General Conditions of this Scope of Work) with the larger project team including the roadway and drainage reviewers. These meetings will be scheduled for the regularly scheduled progress meeting after all Pre-Final and Final PS&E comments have been received and reviewed. The meetings shall be held at MCDOT's office. Meeting dates and schedule will be coordinated with the Project Manager at the onset of the project and shared with the project team at the Kickoff Meeting (Section 100.2 of the General Conditions of this Scope of Work). The Consultant will have 3 representatives in attendance at each meeting. 100.5.1.4 Progress Meeting Exhibits Consultant shall update the exhibit sheets depicting the various project features (roadway, on-site/off- site drainage, traffic, utility and right-of-way) as the design progresses for the TT497 project. Exhibits will be updated to reflect modifications to the proposed design elements as well as to include any additional features that are anticipated to be a topic of discussion at any progress meeting. 100.6 Project Administration Consultant shall coordinate regularly with numerous stakeholders as part of the TT497 Olive Avenue project to ensure the project schedule is maintained and all stakeholder issues are adequately resolved during the design process. The following stakeholders are anticipated to be actively involved in the project, requiring regular communication and coordination: • MCDOT Functional Groups • PWRED • City of Glendale • BNSF/ACC Project No.: T497 Contract No.: 2014-034 Revised: April 2015 Page 5 of 11 Scope of Services Project Specific • Utility Owners o MWD o APS • Adjacent Property Owners/Developers Consultant will copy Project Manager on all correspondence with any project stakeholder and regularly update Project Manager with status of stakeholder issue resolution via the use of an Action Item Matrix and/or Project Progress Report. 100.6.1 Final Design Deliverable and Matrix of Responsibilities Table 1 depicts the division of responsibilities between the Consultant, MCDOT, and other involved stakeholders such as sub-consultants, utility providers, etc. for the project deliverables. Lin International (T.Y. Lin) by completing Quality Assurance/Quality Control (QA/QC) on the Pre-Final and Final roadway signing and pavement marking plans. • Attend a kick off and up to ten (10) progress/comment resolution meetings with representatives of the Maricopa County Department of Transportation (MCDOT). BACKGROUND: With the Scoping Design Report (SDR's) complete for the Olive Avenue project, MCDOT has moved forward with an approximate 1.3 mile street improvement project on Olive Avenue between Citrus Road and Cotton which includes widening the roadway to a five-lane section and providing the appropriate tie-ins at Citrus Road and Cotton Lane cross streets. Within in the project limits, two traffic signals will be designed to incorporate the widened roadway cross section. The traffic signals at the intersections of Olive Avenue/Cotton Lane and Olive Avenue/Citrus Road will be designed to MCDOT standards. The &coping traffic signal design that was finished as part of the Olive Avenue SDR listed above will be used as a base for final traffic signal design. Page 1 of 6 SOMME ENGINEERING, TIM LI.0 The project design team includes TY Lin International (TY Lin) (project management, survey, roadway and drainage analysis/design, roadway signing/pavement marking design, clearances) and Southwest Traffic Engineering, LLC (SWTE). SWTE has been tasked with providing a traffic signal design and QA/QC within the project limits. The traffic engineering design will conform to MCDOT CAD and plan sheet layout standards. Moreover, the design of the project will be completed using Microstation drafting software. Based on these guidelines, the following tasks are assumed: TASKS: Task I: Site Reconnaissance/Data Collection The SWTE team will visit the project site and collect data to include existing roadway signing and pavement markings, and obtain an onsite understanding of the nature of the proposed traffic signals and verify that no changes have occurred in the field, since the completion of the SDR, that may impact the traffic engineering design. TY Lin will provide SWTE with a current updated base plan, in electronic format (Microstation), for the improvements within the project area, that includes, right of way constraints, edge of existing and proposed pavement, existing and proposed roadway signing, existing and proposed structures, existing and proposed pavement markings, existing and proposed drainage features, and existing and proposed utilities at the intersections of Olive Avenue/Cotton Lane and Olive Avenue/Citrus Road. The survey data will include all of the tracks and equipment associated with the adjacent railroad facilities. Task 2: Traffic Engineering Design Using the scoping traffic signal design completed for the Olive Avenue SDR, SWTE will prepare Pre-Final, Final, and sealed traffic signal design plans at the intersections of Olive Avenue/Cotton Lane and Olive Avenue/Citrus Road. The traffic engineering design plans will be inserted into the overall TY Lin plan set. At this time, no railroad pre-emption or crossing gate design will be included as part of the scope of services. The traffic engineering design will also include responding to design review comments from MCDOT on the Pre-Final and Final engineering plan submittals. Page 2 of 6 11III Soomisrfavoc Mani% Ile Traffic Signal Design: SWTE will prepare traffic signal plans at the intersections of Olive Avenue/Cotton Lane and Olive Avenue/Citrus Road showing the location and layout of the proposed below and aboveground traffic signal control equipment. These plans will include the proposed traffic signal pole locations, pull box locations, conduit run locations, mast arms, traffic signal heads, vehicle detection, pre-emption equipment, conductor schedules, and proposed intersection geometries. The traffic signal plan view sheets will be laid out at 1:20 scale. The traffic signal plans will also include the placement of a traffic signal conduit running between the traffic signal controllers located at each intersection to a pullbox adjacent to the railroad. This 'run' will provide for a pre-emption connection between the traffic signals and railroad warning systems once they are identified. The traffic signal plan set will include the following assumptions and sheets: Olive Avenue/Citrus Road Traffic Signal Layout Sheet 1 Sheet Includes: Phase Diagram Pull Box Schedule Pole Foundation Schedule Estimated Traffic Signal Quantities Pole and Conductor Schedule 1 Sheet Includes: General Notes Conductor Schedule Metro Street Sign Layout Pole Schedule Olive Avenue/Cotton Lane Traffic Signal Layout Sheet 1 Sheet Includes: Phase Diagram Pull Box Schedule Pole Foundation Schedule Estimated Traffic Signal Quantities Pole and Conductor Schedule 1 Sheet Includes: General Notes Conductor Schedule Metro Street Sign Layout Pole Schedule Total Traffic Signal Sheets 4 Sheets Page 3 of 6 IAA 11I1 IP CO) scumwEsrTaunc ENGINEEING. LLC As part of the traffic signal design, two Electrical Service Request Letters will be completed for the intersections of Olive Avenue/Cotton Lane and Olive Avenue/Citrus Road and provided to MCDOT for submittal. The Electrical Service Request Letter includes coordination with the power company to establish a power source for the proposed traffic signals. The Electrical Service Request Letter will be submitted to MCDOT Final Plans. In addition, SWTE will work with TY Lin and the power company to verify that overhead power lines will not be in conflict with the proposed traffic signal equipment. This coordination will not include the preparation of an overhead utility clearance report. SWTE will assist TY Lin with coordination efforts (in regards to possible railroad pre- emption analysis and design and crossing gate design) with the adjacent railroad owners. This coordination will be limited to phone calls and up to two meetings in Phoenix, AZ. No analysis or design will be completed as part of this task. Special Provisions/Opinion of Probable Cost: SWTE will prepare Opinions of Probable Cost and Special Provisions for the Pre-Final, Final, and sealed traffic signal traffic engineering design. Quality Assurance/Quality Control (QA/QC) Reviews SWTE will assist TY Lin by completing QA/QC on the Pre-Final and Final roadway signing and pavement marking plans. In addition, SWTE will be available to TY Lin staff to answer questions regarding the roadway signing and pavement marking design. SWTE will review, mark-up and document all red-line comments on the roadway signing and pavement marking plans as well as attend comment resolution meetings to clarify/rectify design comments. Task 3: Project Meetings SWTE will attend up to eleven (I1) project/comment resolution meetings, if required, with representatives of MCDOT, TY Lin, and the project team to the traffic engineering design.
