Project Summary:
1. This is a request for a Military Compatibility Permit (MCP) with a Plan of Development for
the West Valley Regional Water Reclamation Facility (WVRWRF) by EPCOR. The site
consist of approximately 40 acres and is located approximately ¼ mile north of
Camelback Rd. and ¼ mile east of Alsup Ave. in the Glendale area. The property is
zoned RU-43 and AD-2 with MAAMF overlay zoning district. The site is also within the
statutorily defined high noise or accident potential zone of Luke Air Force Base,
specifically within the 70 and 75 LDN.
2. The facility will accommodate up to 8 million gallons per day (MGD), with Class A+ level
effluent quality to serve the Loop 303 Service area. The effluent will be utilized for non-
potable resuse applications to include agricultural irrigation water, turf irrigation ground
water recharge and reuse within the wastewater treatment process. A MAG 208 Water
Quality Plan has been amended for the facility and is pending final approval by the
Environmental Protection Agency.
3. The facility will be built in phases (2016 – 2038) depending upon growth in the area. The
initial phase will process 0.150 MGD. The report states when flows reach 70% of
capacity, the next phase of construction will be implemented. The facility will employ 3-
4 for Phase A with build out to include up to 12 employees.
4. The facility will include recharge basins that surround the facility and use underground
piping to deliver treated effluent to the basins. The site plan includes the required
Arizona Department of Environmental Quality - 350’ setback from all property lines.
Phase A and full build out site plan identify the 350’ setback designation. The facility will
comply with full odor and noise controls for headworks structure, bioreactors, clarifiers
and digesters.
5. The WVRWRF includes a service area that extends from Camelback Rd. north to Peoria
Ave. and Litchfield Rd. west to Citrus Rd. The facility will serve an area of approximately
10,822 acres of undeveloped land. The initial phase includes 17 property owners who
have coordinated with EPCOR for sewer service. The report states there is no existing
reclaimed water infrastructure within the service boundary area, therefore WVRWRF will
have the ability to offer reclaimed water for reuse applications such as agricultural or
commercial uses. Shown on the next page is a graphic provided by the applicant with
the service area and projects.
Agenda Item: 1 – MCP2014003
Figure 1 - Phase 1 Land Owners within the service area.
6. Access will be provided from Alsup Ave. via a 20’ wide utility and access easement
along the southern property line, and a 30’ wide sewer and access easement along
the northern property line. EPCOR is working on the recordation of the sewer, utility, and
ingress/egress easements and establishing the required 25’ x 25’ sight visibility triangles
at Alsup Ave. on the adjacent properties. Phase A parking will include 6 standard
parking spaces and 1 ADA accessible space, with completion of the project to include
19 standard and 2 ADA spaces. The parking stalls exceed the MCZO standard of 9’ x
18’ and comply with the City of Glendale parking dimensions of 10’ x 20’. The applicant
is requesting a reduction in the number of parking spaces based upon the proposed
use and the limited number of employees for the facility. Landscaping will not be
provided with the initial phases of development, the narrative states landscaping will be
provided at build out to include desert landscaping along the southern region of the

block wall and access easement. Planting will comply with the Arizona Department of
Water Resources Drought Tolerant/Low Water Use.
7. The site will be secured with an 8’ chain link fencing to secure the initial phase. A 6’
CMU wall on top of a 2’ berm will be constructed during subsequent phases along the
southern property line to buffer the site from Camelback Rd. The site plan shows that
upon completion the 8’ chain link fencing will be constructed at the property lines. A
sign is proposed to include the ownership of the facility, name and emergency contact
information to consist of 16 sq. ft. signage area for phase A to be placed at the
southern entrance. A monument sign is proposed at build out to include 20 sq. ft. in
area at a height of 5’. The site will include 13 buildings/structures with 138,571 sq. ft.
which accounts for 7.9% lot coverage. The buildings will be varied heights with the
maximum elevation of 25’.
8. The site is bisected by the 70 and 75 LDN, as part of the application. The applicant is
proposing a 0’ setback from the noise contours to mitigate any potential impacts with
future permitting. Staff supports the request for a 0’ setback from the noise contours.
Staff notes the proposed development meets the Rural-43 zoning district setbacks, and
no buildings/structures are proposed within the AD-2 zoning district. The narrative report
includes discussion of the WVRWRF treatment process along with flow charts for the
initial phase and build out.
Public Participation Summary:
9. The applicant complied with the Maricopa County Public Participation Process with the
required posting of the property and notification by first class mail to the adjacent
property owners within 300’ of the subject site and interested parties. The Public
Participation Results report stated there was correspondence received by EPCOR from
an adjacent property owner concerned about reducing property values. The County
has not received any opposition or support to the application.

Subject site within the 70 & 75 LDN of Luke Air Force Base.
Adopted Plans:
16. White Tank/Grand Avenue Area Plan: The subject site is designated as Military
Compatible.
17. City of Glendale: The City of Glendale General Plan designates the site as Luke
Compatible Land Use Area. The Glendale General Plan describes this designation as
areas that are delineated by the 1988 JLUS 65 Ldn noise contour. The plan supports the
state legislation related to the operations of the military facility and discourages
residential and other noise sensitive land uses within the Luke Compatible Land Use.

Outstanding Concerns from Reviewing Agencies:
19. N/A
Staff Analysis:
20. The subject site is located within a Class 1 county island surrounded by the City of
Glendale. The MCP does not represent rezoning like a SUP, but is merely implementing
the existing zoning district overlay in place to protect Luke Air Force Base. The Glendale
General Plan identifies the region as Luke Compatible Land Use Area. Luke Air Force
Base issued a letter via the County’s Use Compatibility Consistent Determination process
that the proposed uses are compatible and consistent and therefore would not impact
base operations.
21. The City of Glendale provided an e-mail stating their interest in annexation of the
subject site into the City. No other comments were provided from the City on the site
design. Staff believes the proposed facility will provide sewer service to the west
Glendale area which consist of approximately 10,822 acres and will result in
development or rural properties within the service corridor. Staff believes that military
airport and ancillary military facility compatibility is preserved with the application.
Finally, staff notes that reviewing County agencies do not have any objections to the
request.
Recommendation:
22. Staff recommends the Commission motion for approval of MCP2014003, with conditions
‘a’ – ‘h’ for the following reasons:
• The proposal is consistent with the Military Compatibility land use designation
identified in the Comprehensive Plan and White Tank/Grand Avenue Area Plan.
• Luke Air Force Base states the proposed use is compatible and consistent with
the high noise or accident potential of the military airport or ancillary military
facility.
• County agencies have no objections.
Provided the following conditions are met:
a. Development of the site shall comply with the site plan entitled, “Military
Compatibility Permit with Plan of Development”, consisting of two (2) full-size
sheets, dated revised February 20, 2015, and stamped received February 20,
2015, except as modified by the following conditions.

b. Development and use of the site shall comply with the narrative report entitled,
“West Valley Regional Water Reclamation Facility”, consisting of thirty (30) pages,
dated revised February 19, 2015 and date stamped received February 20, 2015
except as modified by the following conditions.
c. The following Planning Engineering comments shall apply:
1. The final grading design for the site shall be such that all developed
portions of the site, with the exception of the wastewater recharge basins,
will drain to the storm water retention basin(s).
2. The maximum retention basin depth (measured from the basin bottom to

4. Engineering review of the planning and/or zoning cases is for conceptual
design only and does not represent final design approval nor shall it entitle
applicants to future designs that are not in conformance with Section

5. Detailed Grading and Drainage Plans showing the new site improvements
must be submitted for the acquisition of building permits.
d. All outdoor lighting shall conform to the Maricopa County Zoning Ordinance.
e. Development and use of the site shall comply with requirements for fire hydrant
placement and other fire protection measures as deemed necessary by the
applicable fire department.
f. Recordation of the 20’ ingress/egress/utility access easement for the southern
boundary and the 30’ ingress/egress/sewer easement for the northern boundary
shall be provide to Planning and Development for compliance with this
condition. A copy of the recorded 25’ x 25’ sight visibility triangles for

for initiating a revocation of this Military Compatibility Permit as set forth in the
Maricopa County Zoning Ordinance.
h. The granting of this change in use of the property has been at the request of the
applicant, with the consent of the landowner. The granting of this approval
allows the property owner to enjoy uses in excess of those permitted by the
underlying zoning existing on the date of application, subject to conditions. It is,
therefore, stipulated and agreed that revocation of this Military Compatibility
Permit due to the failure to comply with any condition does not reduce any
rights that existed on the date of application to use, divide, sell, or possess the
property and that there would be no diminution in value of the property from the
value it held on the date of application due to such revocation. The Military
Compatibility Permit enhances the value of the property above its value as of
the date the Military Compatibility Permit is granted and revocation results in the
same value of the property as if the Military Compatibility Permit had never been

SECTION 2. Purpose of Request
Request for approval of a Military Compatibility Permit with a Plan of Development for the
WVRWRF. This water reclamation facility services the Loop 303 Service Area by treating
wastewater to Class A+ level effluent quality. The treated effluent will then be utilized for
reuse purposes, including groundwater recharge.
SECTION 3. Description of Proposal
3.1 Requested Uses
Regional water reclamation facility including recharge facility.
3.2 Business Operations
The facility will be continuously operated. It is estimated that the site will have between three
to four employees onsite.
3.3 MAG 208 Status
The City of Glendale and Maricopa County have requested that the Maricopa Association of
Government (MAC) 208 Water Quality Management Plan be amended to include the West
Valley Regional Water Reclamation Facility with an ultimate capacity of eight million gallons
per day. As stated in a letter dated December 10, 2014 from the Maricopa Association of
Governments, the State Water Quality Management Working Group has recommended the
approval of the amendment of the MAG 208 by the Arizona Department of Environmental
Quality Director noting EPCOR's commitment to zero impact to Luke Air Force Base. The
Arizona Department of Environmental Quality (ADEQ) has approved the MAG 208 and has
forwarded the document to the Environmental Protection Agency (EPA) for final approval.
3.4 General Project Description
The West Valley Regional Water Reclamation Facility is a wastewater treatment facility which
treats wastewater from the incoming sewer to a level of quality that will allow it to be
considered "reclaimed water" once treated. This high quality effluent is then suitable for non-
potable reuse applications such as agricultural irrigation water, turf irrigation, reuse for
operations within the wastewater treatment process, and for groundwater recharge
operations. The higher water quality and water reuse component are the designating
characteristics that allow the facility to be called a Water Reclamation Facility (WRF) instead of

a Wastewater Treatment Plant (WVVTP). This designation is favored by the regulatory
agencies such as ADEQ and Maricopa County Environmental Services Department (MCESD).
The EPCOR VVVRWRF will be designed and built in six phases when required as determined by
the pace of development in the service area. The initial phase, Phase A, will consist of a 0.150
million gallons per day (MGD) facility which is based upon the projected initial demand for
service in the area. Future phases of the WRVIA/RF will be built well in advance of the flows.
Typically when flows reach 70 percent of the in-service capacity, design for the next phase
beings. Table 1 below demonstrates the planned phasing as the facility increases from 0.150
million gallons per day to a maximum capacity of 8.0 million gallons per day. The Site Plans
indicate the expected structures that will be built or expanded during each Phase.

MCP APPLICATION NARRATIVE
3.5 Detailed Process Description
3.5.1 Preliminary Treatment
As the influent sewer enters the property though an underground pipeline, it will first enter the
influent pump station and be pumped to the headworks facility which consists of a mechanical
bar screen which removes screenings from the wastewater and a backup manual bar rack
designed to remove larger debris, in case the mechanical bar screen is off-line. Screenings will
be conveyed to a roll-off dumpster for proper disposal.
In future phases, a grit removal system will be installed in order to ensure that larger particles
such as sand, gravel, or other heavier solid materials do not cause undue mechanical wear
and increased maintenance on the downstream equipment.
3.5.2 Secondary Treatment
During Phase A, screened influent wastewater will be sent directly to the bioreactors while in
Phase 1 and beyond, the influent wastewater will be conveyed to the equalization basins and
pumped by the equalization pump station to the bioreactors.
The equalization basins/pump station will artificially create relatively steady flow conditions for
downstream processes. The equalization basin will be sized to attenuate the daily flows
between peak hour and maximum day conditions for three hours.
Following preliminary treatment, the remaining sewage will still contain particulate and
dissolved organic material. The secondary treatment process aims to remove these remaining
organic materials from the water through the activated sludge process.
In the activated sludge process, bacteria metabolize the wastewater organics, producing new
growth. To do this the aerobic bacteria must be provided with oxygen to breath and release
carbon dioxide. The continuing life cycles of the bacteria provide more and more bacteria,
given the mixed liquor a sludge-like appearance. Aerating the wastewater will allow the
enormous population of bacteria to change the waste organics into microbial cells. The mixed
liquor is continuously transferred to a clarifier for gravity separation of the biological floc, and
discharge of the clarified effluent. Most of the settled bacteria are returned to the aeration

tank for reseeding while a portion are wasted regularly to maintain a proper balance of
bacteria and food.
Wastewater treatment by the activated sludge process in the aeration tanks is aimed at
oxidation and removal of soluble or finely divided suspended material, This is accomplished in
the aeration tanks by aerobic organisms during the time the settled sewage is detained in the
aeration tank. Soluble or finely divided suspended matter is intended to be stabilized in the
aeration tanks by bacterial oxidation to carbon dioxide, water, and new cellular material. This
increased volume of cellular material can be easily settled and removed as sludge in the
secondary clarifiers.
The secondary sedimentation process, occurring in the secondary clarifiers, settles bacterial
floc from the activated sludge mixed liquor, producing high quality water overflowing the
clarifier weir termed secondary effluent. The thickened activated sludge is withdrawn from the
bottom of the tank and either returned to the aeration tanks to maintain the activated sludge
culture or wasted to the centrifuges as required by the operation of the process.
3.5.3 Tertiary Filtration
Secondary effluent is sent to the filter influent pump station where it is then pumped to the
filtration area for tertiary treatment. The purpose of filtration is to provide a final treatment
stage to raise the effluent quality before it is discharged or reused. Filtration acts to remove
much of the residual suspended matter which may still be present in the water.
Secondary effluent enters the filters through a common channel. Opening of the appropriate
gates or valves will divert the flow to each filter. Influent flows by gravity to the partially-
submerged filter discs. Solids are separated from the water by the filter media mounted on the
two sides of the discs. The solids are retained within the filter discs while only the clean water
flows to the outside of the discs and into the collection tank. This allows for the effective
removal of large solids and floatable material.
3.5.4 Disinfection
Filtered secondary effluent will be disinfected by flow-paced doses of sodium hypochlorite
within the chlorine contact basin. The chlorine contact basins are sized to ensure that some

defined percentage of flow remained in the basin for the design contact time as required by
ADEQ to ensure effective disinfection. During Phase A, a single pass basin will be used and as
phases are constructed, the chlorine contact basins will eventually become three-pass systems
with serpentine flow which improve the chlorine contact time.
A sodium bisulfite feed system will also be installed at the site to be used to dechlorinate the
treated effluent which will be discharged to surface waters.
3.5.5 Treated Effluent Discharge
The finished water will be of high quality, meeting ADEQ Best Available Demonstrated Control
Technology (BADCT) and A+ standards, making it suitable for reuse applications. As
demonstrated in the process flow diagrams of Figures 2 and 3, under Phase A, effluent will be
used for three purposes including non-potable reuse for plant operations as sent through the
non-potable water (NPW) pump station, discharge to surface waters, or groundwater recharge
through onsite recharge basins. For Phases 1 thru 6, reuse water may be piped to potential
effluent users.
3.5.5.1 Recharge Basins
The WVRWRF will typically discharge to onsite recharge facilities which will be designed to
handle the maximum month capacity and daily peak flows. Under Phases A and 1, the
recharge area will be located to the east of the proposed structures. Ultimately, the recharge
basins will surround the treatment facilities. Underground piping will deliver the treated
effluent from the chlorine contact basins to the active recharge basins through a loop system.
The recharge facilities could include covered recharge basins to provide avian controls. The
Wildlife Services Division has determined that the proposed location and site layout may create
a potential bird strike hazard and has made recommendations in accordance with the U.S. Air
Force Bird Aircraft Strike Hazard (BASH) team to minimize this risk. These recommendations,
include:
• Implementing a minimum slope of 5:1 for new water basins to reduce bird use;
• Covering basins with netting, a wire grid system, or floating balls;

• If the basins are not able to be covered, contract a Wildlife Damage Management
Biologist to patrol the basins and harass or lethally removal potential wildlife
hazards;
• Contract with a Wildlife Damage Management Biologist to conduct an assessment
and monitoring of the facility to track and mitigate potential wildlife hazards and
develop a wildlife hazard management plan for the facility.
The first two recommendations provided to EPCOR by the Wildlife Services Division of the US
Department of Agriculture will be implemented throughout the design process to help 'mitigate
the potential hazard for bird strikes related to Luke Air Force Base operations. EPCOR will
coordinate with the Wildlife Services Division as necessary.
The recharge basins depth is sized to handle the effluent flow in addition to a 100 yr, 2 hr
storm event precipitation (2.18 in)
3.5.6 Solids Handling
During Phase A, waste activated sludge and scum from the secondary clarifiers will be
comingled and sent to dewatering sludge roll off bins. During Phase 1 and through build out,
the waste sludge and scum will first be sent to digesters before being pumped to the roll off
containers or additional future dewatering equipment.
Aerobic sludge digesters thicken the waste sludge to a higher solids concentration to reduce
the volume necessary for dewatering. Dewatering will occur in filter roll-off containers during
Phase A and Phase 1. Polymer is injected into the wasted sludge to improve and expedite the
dewatering process. The containers, which are steel and lined with filter cloth that retains
solids, allow liquid to pass through the filter cloth and out through any of the four drain ports
per container, from where it is discharged back into the plant influent pump station. Once the
dewatering container becomes full, the dewatered solids are trucked to a landfill for proper
disposal.
As the facility develops, a more sophisticated solids handling structure will be added which will
include mechanical dewatering equipment or mechanical thickening followed by dewatering
equipment such as belt filter presses or centrifuges and an electrical room. These units will be

located in the future solids handling facility, as demonstrated on Exhibit-2, located to the west
of the roadway. Dewatered biosolids will be landfilled.
3.5.7 Noise Et Odor Controi
3.5.7.1 Odor Control
Arizona Administrative Code R18-9-B202 establishes BADCT requirements for noise and odor
control. The BADCT requires a minimum 350 foot setback if full noise, odor, and aesthetic
controls are provided for a facility that is 1 MGD or lager. The WVRWRF will maintain a 350
foot setback and will employ full odor and noise control on all necessary basins and equipment
in the process train. Odor control is only required on basins which produce odors, therefore
process units and structures downstream of the secondary clarifiers and, chemical storage,
finished water (effluent) storage and pumping, support facilities such as operations and
maintenance building, and electrical gears can be placed outside of the 350 foot setback while
the headworks structure, bioreactors, clarifiers, and digesters should all be located within the
setback boundaries. During Phase A, odor control will be provided by canister-type units. A
granular activated carbon canister will be provided to remove odorous constituents at the
influent pump station, headworks, and screenings dumpster. Additionally, two clay
impregnated media canisters will be installed to treat the foul air produced at the bioreactor,
clarifiers, and dewatering roil-off containers.
During Phase 1, a two-stage biological odor control system will be utilized to remove odors as
well as greater than 99% of the hydrogen sulfite (H2S) from the process. The first stage is a
biotrickling filter system which will utilize biologically active synthetic media with nutrient
addition. The second stage is an activated carbon polishing unit to complete the system. The
system shall also include a water recirculation system to maintain biological growth on the
media. The system will remove foul air from the equalization basin, bioreactor, clarifiers,
sludge holding tank, and dewatering filter roll-off.
During Phase 6 / Build Out, additional odor control units will be provided to handle the
additional capacity. As demonstrated on the attached Site Plan, odor control will be provided

near the headworks/equalization basins/bioreactors and also closer to the clarifiers and solids
handling in order to ensure that no nuisance conditions exist at the facility.
3.5.7.2 Noise Control
Due to the close proximity to the Luke Air Force Base, the WVRWRF will most likely experience
high noise levels associated with approximately 165 flights per day, with some as low as 300
feet above ground level. Noise control requirements are dictated by ADEQ, Arizona Revised
Statues (A.R.S) Relating to Military Airports, and Occupational Safety and Health Association
(OSHA) standards.
ADEQ requires that BADCT requirements for sewage treatment plants are followed to prevent
any environmental nuisance conditions in regards to noise pollution. As with ADEQ odor
control requirements, if proper noise controls are not employed then a facility must respect a
1,000 foot setback requirement. If full noise controls are installed then this setback is reduced
to 350 feet. ADEQ defines full noise controls as those which reduced noise due to the
operation of a sewage treatment facility to lower than 50 decibels (dB) at the facility property
boundary on the A network of a sound level meter or a level established in a local noise
ordinance. Equipment that is used on site will be specified with sound enclosure and/or will be
housed in buildings to attain the required sound levels at the property boundary.
All buildings and noise control measure will be designed in accordance with A.R.S. 28-8482
which provides building code standards specific to facilities located in the vicinity of a military
airport of ancillary military facility which is more stringent than the BADCT requirements
previously described. In accordance with A.R.S. 28-8482, sound attenuation will achieve a
maximum interior noise level of 45 decibels (db) at the time of final construction within
portions of the administrative building which will be used as office space.
This sound level is equivalent to a 25-30 dB reduction from the noise contour levels of 70 dB
and 75 dB in which the site facilities are located.
In addition to noise abatement requirements per ADEQ and the A.R.S., noise level
requirements from OSHA will also be followed. Under OSHA regulations, the maximum
allowable interior sound level must be reduced from 135 dB to below 80 dB when a plane is in

the vicinity. The administrative building will therefore be designed to achieve an average
sound level between 70-75 dB during typical work hours. To meet these requirements the
following guidelines will be followed:
• Minimum of R18 exterior wall assembly
• Minimum of R30 roof and ceiling assembly
• Dual-glazed windows
• Solid wood, foam-filled fiberglass or metal doors to the exterior
It is requested that a 0' setback from the 70 and 75 LDNs (which represent the Day-Night
Average Levels for noise pollution) be granted for this parcel. As the site develops, these
setbacks would allow for additional flexibility in locating proposed structures and buildings
anywhere within the site boundaries.

SECTION 4. Relationship to Surrounding Properties
4.1 Explanation of how the proposed development will benefit the community or
area
The EPCOR Water Arizona Inc. (EPCOR) Loop 303 West Valley Regional Water Reclamation
Facility will be located with the "Loop 303 Project Area" which extends roughly from
Camelback Avenue to Peoria Avenue, and from Cotton Lane to Litchfield Road. The 303
Service Area includes the Luke Air Force Base and is comprised of primarily undeveloped rural
land currently being used for agricultural operations. The Luke Air Force Base is located about
025 miles north of the proposed location for the WVRWRF which places the parcel within a
designated proximity of a military airport, therefore requiring the site to obey specific
requirements according to the Arizona Revised Statues.
The existing wastewater infrastructure in the area consists of septic systems serving rural
residential properties and recreational destinations including the Falcon Dunes Golf Course and
the Wildlife World Zoo. The only existing gravity sewer system located within the proposed
service area is the Russell Ranch master planned community, which is owned and operated by
EPCOR Water. The WVRWRF will provide wastewater treatment service for approximately
7,000 acres of agricultural lands to be developed over the next twenty to thirty years. Within
the boundaries of the proposed service area there is no existing reclaimed water infrastructure
(conveyance or storage) and the facility will have the ability to offer reclaimed water to
potential agricultural or commercial customers in the future.
4.2 Discussion of recent changes in the area that support the application request
Phase 1 of the 303 Service Area consists of 20 parcels with development plans that will require
wastewater service in the near future. Phase 1 landowner parcels are shown in Figure 3, and
their designated land uses are shown in Figure 5. The land use plan is based on feedback

from the Loop 303 Corridor landowners, the City of Glendale's Master Planning Amendment
and planning staff, and Luke Air Force Base Compatible Land Use (LCLU) Plan. The planned
land uses include schools, parks, business parks, commercial, industrial, mixed use, limited use
and single family residential.
Other lands located within the proposed 303 Service Area are anticipated to develop
subsequent to the Phase 1 parcels. Feedback has not been available from these landowners,
which will be identified as Phase 2 development for the purposes of this report. Therefore,
land use designations have been assumed for these Phase 2 parcels based on the City of
Glendale's Master Planning Amendment and planning staff, and the LCLU Plan. Phase 2
parcels are shown in Figure 4 and their designated land uses are shown in Figure 5.
Other lands that are not a part of the Loop 303 Corridor boundary but are located adjacent to
the proposed service area have been designated as Out-Parcels that have the potential for
future wastewater service. Land use designations have been assumed for these out-parcels
based on the City of Glendale's Master Planning Amendment and planning staff, and the LCLU
Plan. Wastewater from the existing Russell Ranch community, which is identified in Figure 4
as OP-W04 and OP-W05, is currently treated at the Russell Ranch Water Reclamation Facility
(RRWRF). In accordance with the RRWRF MAG 208 amendment, the long term solution for
wastewater from Russell Ranch will be to treat it at the new WVRWRF.

The estimated service area growth over a 30-year period based on the wastewater flow
projections is shown in Table 3. The flow phasing was developed based on limited data
available from property owners and on-going planning associated with the existing
communities.
In addition, the WVRWRF is undergoing the 208 permitting process administered by EPA with
delegation to ADEQ and Maricopa County. This process requires sponsorship from local MAG
representatives. Both Maricopa County and the City of Glendale have sponsored this facility
and ADEQ has approved the plan and transmitted it to EPA for final approval.

MCP APPLICATION NARRATIVE
SECTION 5. Location and Accessibility
5.1 Location
The proposed site is approximately 40 acres of the existing parcel 501-61-014D and is located
0.25 miles north of Camelback Avenue, 0.25 miles east of Alsup Avenue, and roughly 0.25
miles south of the southern end of the Luke Air Force Base airstrip.
5.2 Accessibility
It is proposed that the site be accessible from North Alsup Road. See Section 7 — Circulation
System for addition information regarding site accessibility. A chain-link, rolling gate will be
provided to secure the site and the fire department's access lock at the primary entrance to
the south. A Knox Box will be used to keep the fire department access keys safe and secure.
Both the primary access road (located at the southern end of the property) and the future
secondary access road (located at the northern end of the property) will be constructed to
meet fire department requirements with a width of 20 feet. Access at the primary access road
will be marked for Fire Department use.
The current landowner of the parcel also owns the neighboring properties to the north and
south of this parcel. Negotiations for the approval of easements are currently underway in
conjunction with the land purchase agreement in order to ensure that the proper 20'
commercial roadways can be constructed and 25' by 25' sight visibility triangles will be
recorded on the parcels per the request of Maricopa County. To meet these requirements,
proposed easements include a 30' access and utility easement along the northern property
boundary and a 20' utility and access easement along the southern property boundary. These
proposed easements are demonstrated on the site plans included as Appendix 6.
5.3 Parking
Parking for the three to four employees which are expected to work onsite will be provided
outside of the Administration Building. Currently, four parking spots and one handicap
accessible parking spot will be provided to the south of the building. The Maricopa County
Zoning Ordinance (MCZO) requires parking spots to measure 9' by 18'. However, due to the
potential annexation of the site by the City of Glendale and its larger parking spot size
requirements, the design will be based on the more stringent requirement. The City of

Glendale requires parking spots to measures 10' by 20'. A parking detail demonstrating these
dimensions has been provided on the attached Exhibit-1 and Exhibit-2 Site Plans,
Per MCZO Chapter 11, Section 1102.1.4, the ratio for office and commercial uses of 1 parking
spot per 250 square feet of floor area shall be followed (see Scenario 1 of Table 4). However,
due to the nature of the facility as a water reclamation facility there will be a limited number of
expected employees, no public access on the site, and minimal areas which could be
considered occupied for office and/or commercial uses. For these reasons, it is requested that
a reduction in parking be implemented for this project during Phase A so that only the
occupied building square footage be used to determine the number of required parking spots
instead of the total square footage of all structures located onsite (See Scenario 2 of Table 4).
Additionally, a further reduction is requested during the Build out Phase to reflect the number
of estimated employees which will be onsite. The number of employees expected during both
Phase A and Phase 6/Built Out was conservatively determined based on the EPA Publication
MO-1 dated March 1973 entitled "Estimating Staffing for Municipal Wastewater Treatment
Facilities" (See Scenario 3 of Table 4).
The table below demonstrates the occupied square footage during Phase A and Phase 6 (build
out) as well as the number of parking spaces required for the 250:1 ratio and the number of
parking spaces requested as shown on the attached Exhibit 1 and 2 Site Plans.

SECTION 6. Relationship to State Statute
Based on a letter dated July 15, 2014, Luke Air Force Base determined that the proposed
WVRWRF is compatible and consistent with the high noise or accident potential of the air force
base operations. The property falls inside the 1988 JLUS 70-74 and 76-79 LDNs and a small
portion falls within the APZ One. The land use proposed complies with A.RS. 28-8481 and
Chapter 10, Section 1010 of the Maricopa County Zoning Ordinance. The Occupied structures
fall within the 1988 JLUS 70-74 and 76-79 LDNs.
SECTION 7. Circulation System
The facility will be accessible from N. Alsup Road and will have minimal traffic impact on the
surrounding area. It is expected that regular vehicle traffic to the site will include two daily
pickup trucks, once or twice weekly sludge disposal trucks, and weekly/biweekly chemical
delivery. During the early phases of the site, a small roundabout will be created onsite as a
means for trucks to enter and leave the facility. In future phases, the road will be looped for
easy access and exit of the larger site. This road can be seen in Figure 2 and run towards
Alsup via a 20' commercial road. All access roads will be designed to handle the expected
regular traffic at the site as well as be accessible for emergency vehicles, such as fire trucks. A
secondary road further to the north is also planned for future emergency access as needed
and is shown in Figure 2.
SECTION 8. Development Schedule
Table 5 below demonstrates the projected phasing schedule until build out capacity of the
facility. Construction phasing in terms of total capacity was detailed previously in Table 1.

SECTION 9. Community Facilities and Services (schools, parks, etc.)
The Loop 303 Corridor consists primarily of undeveloped rural land which is currently being
used for agricultural operations. Facilities located near the proposed WVRWRF include the
Mabel Padgett Elementary School which is located about 2 miles to the south east, the Arizona
Motorsports Park located less than 0.5 mile to the east, and the Falcon Golf Club located about
1 mile to the east.

Potable water will be provided onsite for both drinking water requirements at the Operations
Building and for fire hydrants located onsite. Backflow preventers will be installed at the
Operations Building to ensure the safety of the potable water entering the facility and fire
riser.
10.2 Fire Protection
The dry fire hydrant for Phase A will be located within 250 feet of the Operations Building, as
shown on the attached Exhibit-1 Site Plan. Additional fire hydrants are located on the Exhibit-
2 Site Plan for Phases 1 through 6.
Due to the low available fire flow at the site through the water line provided by Adaman
Mutual Water Company, a fire flow storage basin will be constructed onsite south of the Phase
A bioreactor (see the Site Plan). This storage basin will provide about 266,000 gallons of
reclaimed water storage to meet the minimum fire flow requirement of 1,500 gallons per
minute for 2 hours which is equivalent to 180,000 gallons. During the Phase 1 expansion, the
storage basin will be repurposed as additional capacity for the bioreactor and an additional

MCP, MCP2014003
The Maricopa County Environmental Services Department (MCESD) has reviewed
information concerning the above referenced project provided by the Maricopa
County Planning & Development Department. This project is for a military
compatibility permit (MCP) for a proposed water treatment/reclamation facility to be
located approximately 0.25 miles south of Luke Air Force Base airstrip.
The documents submitted do not discuss water or wastewater service, but these
services will presumably be provided by EPCOR. The MCP should have no effect on
water or wastewater service. The parcel is not located in the urbanized
unincorporated area, and therefore, is not regulated by the Maricopa County
Stormwater Quality Program.
Based on the above, MCESD raised no concerns to the Planning 8,, Development
Department in Accela Automation on January 6, 2015 and will allow the project to
proceed at this time subject to the following stipulations:
Stipulations: None.
It should be noted that several other Maricopa County agencies must review and

RE: MCP2014003 West Valley Regional Water Reclamation Facility
The Maricopa County Department of Emergency Management (MCDEM) has
reviewed the materials relating to the request for a Military Compatibility
Permit for the proposed water reclamation facility (WRF) on 40 acres south of
Luke Air Force Base.
The applicant states that the proposal will include facilities for chlorination I
deciorination processes. Any hazardous chemical used or stored in the
workplace that requires a safety data sheet (SOS) must file a report to their
State Emergency Response Commission (SERC), Local Emergency Planning
Committee (LEPC) and local fire department
Facilities with chemicals in quantities that equal or exceed the following
thresholds must report:
• For Extremely Hazardous Substances (EHSs), either 500 pounds or
the Threshold Planning Quantity (TPQ), whichever is lower.
• For all other hazardous chemicals, 10,000 pounds.
Facilities provide either a Tier 1 or Tier 11 form 2. Tier 11 forms require basic
facility identification information, employee contact information for both
emergencies and non-emergencies, and information about chemicals stored
or used at the facility:
• The chemical name or the common name as indicated on the IVISDS.
• An estimate of the maximum amount of the chemical present at any
time during the preceding calendar year and the average daily amount,
• A brief description of the manner of storage of the chemical.
Hazardous chemicals are any substances for which a facility must maintain a Safety Data
Sheet (MSDS) under the OSHA Hazard Communication Standard, which lists the criteria
used to identify a hazardous chemical. SDSs are detailed information sheets that provide data
on health hazards and physical hazards of chemicals along with associated protective
measures and are normally obtained from the chemical manufacturer.
2 Most states require the Tier II report form.

Re: UC2014006, EPCOR West Valley Regional Water Reclamation Facility (WVRWRF)
Dear Mr. Holm
Thank you for the opportunity to comment on the Use Compatibility and Consistency
Determination Application for the EPCOR WVRWRF. The project calls for a water reclamation
facility on 40 acres of the easternmost section of parcel 501-61-014D located east of Alsup Ave
and north of Camelback Rd. The property falls inside the 1988 JLUS 70-74 and 75-79 Ldns, and
a triangle falls within APZ one, "high noise or accident potential zone" as defined by
A.R.S. § 28-8461 and is within the "territory in the vicinity of a military airport" also defined by
A.R.S. § 28-8461.
The proposed WVRWRF will provide wastewater treatment service for approximately
7,000 acres of agricultural lands to be developed over the next 20 to 30 years. The project will
update the plan for wastewater treatment facilities in the West Valley. The plans indicate the
Loop 303 Regional Water Reclamation Facility will ultimately be a 6 to 8 million gallon per day
treatment facility. The physical plant might occupy approximately 10 acres at full build-out and
the recharge operations may ultimately take up a large portion of the remaining 40 acres
depending on the recharge technique that is used; it is our understanding based on both
description and past meetings, no buildings or structures will fall within APZ one.
Luke's initial concerns regarding compatibility of this project with our flying operations
stemmed on the potential use of open air water pools as part of the recharge technique and the
negative impact that could have. During a meeting between EPCOR and Luke AFB on
15 January 2014, Luke expressed safety concerns in the area of aviary abatement. During the
meeting EPCOR agreed to abatement, such as netting or other means, if there are open air water
pools as part of the recharge technique, which alleviated Luke's concerns on the issue. Another
concern was whether or not the physical plant or other structures would be built above ground in
APZ one. A.R.S. § 28-8461 provides that no aboveground buildings or structures can be built in
APZ one. As we understand the planning phase to site, design, and construct the physical plant
and any other structures will not be built in APZ one.
Based on the proposed activity as described in the EPCOR narrative, at the location
described above, along with assurances of aviary abatement also mentioned in the narrative, the
wastewater treatment plant is compatible and consistent with the high noise or accident potential
of a military airport or ancillary military facility, and will not negatively impact the flying
operations at Luke AFB.
Since the water treatment facility will be located within the "territory in the vicinity of a
military airport," it will be subjected to high noise from approximately 165 flights a day, with
some as low as 300 feet above ground level. We recommend you review the sound attenuation
requirements found in A.R.S. § 28-8482. In addition, a strong notification program on the part
of the applicant will be essential in inform potential users of the property about Luke AFB
Operations.
Please note that construction plans and oversized construction equipment for this property
may be influenced by requirements from the FAA and may require submittal of an FAA Form
7460-1, Notice of Proposed Construction or Alteration.
If there are any questions, please contact my Community Planner, Mr. Barbara Plante, at

Re: Protest of and Opposition to request by EPCOR, in Case No. MCP2014003,
which seeks to Develop Water Reclamation Facility
Dear Ladies and Gentlemen:
I write, as the president of Arizona Motorsports Park LLC, to oppose and object to the request by
EPCOR, in case number MCP2014003, to develop and operate a sewage treatment and water
reclamation facility at a 40 acre parcel located approximately one quarter mile north of
Camelback Road and approximately one quarter mile east of Alsup Avenue, in the Glendale area
(the Site). Arizona Motorsports Park LLC owns two parcels of real estate, totaling
approximately 146 acres, which sit immediately adjacent, to the east of, the EPCOR Site. Those
parcels have the following parcel identification numbers:
i.) Parcel Number 501-61-006D (containing approximately 67.87 acres); and
u.) Parcel Number 501-61-007 (containing approximately 78.03 acres).
Arizona Motorsports Park LLC opposes the proposed development of the sanitary sewage
treatment and water reclamation facility at the EPCOR Site, and requests that this Commission
deny that request for the following reasons:
1. Odor issues. EPCOR proposes that the facility will receive millions of gallons of
raw sewage each day, which will be treated at the Site. The County's staff report
notes that odor controls will be utilized. However, even small amounts of foul
odors are unpleasant and can rain perceived air quality. I have never witnessed a
sewage treatment plant that was odor-free. Indeed, every sewage treatment plant
that 1 have been near has had unpleasant sewage-type odors, despite their odor
control efforts. EPCOR proposes to locate this facility directly adjacent to my
place of business (Motorsports Park). Accordingly, despite efforts by EPCOR, I
anticipate that there will be foul odors that will adversely affect the use and
enjoyment of my company's adjacent property.
Note, those who use my company's property do so for an enjoyable recreational
purpose. That enjoyment would be diminished significantly if there are foul
odors present, and therefore I anticipate that customers will not wish to use my
company's business. This is likely to damage my business and to damage my

own use and enjoyment of my company's property. Moreover, future
redevelopment of my company's property into different residential or commercial
uses could be adversely affected if the air in the area smells. This would diminish
the value of my company's property.
Accordingly, unless EPCOR can unconditionally guarantee that its operation will
be absolutely "odor-free," the facility should be moved to another location at least
a quarter mile farther away from my business. Indeed, there are hundreds of acres
of nearby undeveloped land and farmland in the immediate area where this
facility could be located. Such a move would add sufficient distance from my
business that it may prevent adverse impact to my company and its operations and
the value of its property. Accordingly, I respectfully request that EPCOR' s
request for this use of the Site be denied unless either a) EPCOR absolutely and
=conditionally guarantees that there will not be any odors whatsoever emanating
from the Site and its facility, and agrees to pay damages to my company if such
odors exist, or b) EPCOR be required to locate the facility at least a quarter mile
away from my company's property in nearby undeveloped farmlands.
2. Potential adverse effects on groundwater resources. EPCOR apparently proposes
to treat sanitary wastes to render the resulting water fit for use for non-potable
water uses. However, I note that the facility proposes to recharge local
groundwater directly at this Site. Because my company's property lies
immediately adjacent to the Site, it is likely that groundwater recharged into this
area will migrate over and could affect groundwater resources lying beneath the
Motorsports property. The Motorsports property is currently zoned in a fashion
that would allow it to be redeveloped in the future into commercial or residential
parcels of one acre in size each (in areas not lying in the prohibition area
surrounding the local Air Force base). However, if the groundwater discharged
from the proposed facility is not completely free of contaminants (including
chemical contamination, microbes or other biological contaminants and
importantly, residual amounts of medicines that may have been flushed into
sewage systems), that water may adversely affect groundwater resources and
prevent onsite wells to be used in locations on the Motorsports property. As a
result, the future development of the Motorsports property may be adversely
affected and its value may be diminished. Consequently, the EPCOR request
should be denied unless EPCOR unconditionally guarantees that that no
contaminated water will migrate under any portion of the Motorsports property
and unless EPCOR agrees to pay damages to my company in the event there is
any such migration of contaminated groundwater.

3. Adverse effect on property values. As noted, the currently proposed location for
this facility at the Site lies directly adjacent to my company's private property. It
is anticipated that EPCOR' s facility will adversely impact the value of my
company's property. It is likely that odors will emanate from EPCOR's proposed
facility to my company's property, thereby damaging its use and value, both now
and in the future. As well, noise from the operations that are conducted at
EPCOR's facility and the appearance of a large industrial sewage treatment
facility will adversely affect the value of my company's property for both its
current uses and for potential future uses for industrial, commercial or residential
purposes. There are other open, properties lying west of the Site which are in
more undeveloped, rural settings and therefore are less likely to be adversely
affected.
For all of the above reasons, I respectfully request that this Commission deny EPCOR' s request
to develop the Site as a sewage treatment/water reclamation facility. Instead, I respectfully
request that EPCOR be required to relocate its proposed facility at least a quarter mile away from
my company's developed parcels, in an undeveloped, rural or farming location. At a minimum,
EPCOR should be required to assure that there will be absolutely no odor, visual or noise
impacts on neighboring properties because such impacts may adversely affect the use, enjoyment
and value of nearby properties, and EPCOR should be required to pay damages if there are any
odors, migration of contaminated water, visual or noise impacts on my company's property.
