The proposed use is for a portion of the Maricopa Trail, a four foot wide recreation trail connecting our county parks.
This portion is identified as a piece of Segment 11. We propose to build this trail inside the easement for roadway
purposes obtained by the Maricopa County Department of Transportation in 2003 (AZA-31224). The proposed trail will
be south of the existing roadway. The easement is 674.55 feet long and we require a 10 foot wide easement for the
entire length to accommodate construction and maintenance.
The current plan calls for construction of this trail during the spring of 2016. All funds for this project were authorized by
the County Board of Supervisors in 2004 for the specific purpose of acquisition and construction of the Maricopa Trail.
The estimated construction cost for this project is $4,000.00. This is a non-fee easement to be granted by the BLM and
the only cost associated with this request are for construction of the trail. We are coordinating with the Maricopa County
Department of Transportation to work inside their existing easement and amend that easement with the BLM.
There are no known environmental or cultural concerns specific to this land.

requested.
This trail will be constructed by a Trails Job Order Contractor under the direction of the Maricopa County Parks and
Recreation Department, who will design and lay out the route for the contractor. All funds for this project were
authorized by the County Board of Supervisors in 2004 for the specific purpose of acquisition and construction of the
Maricopa Trail. The trail will be maintained by volunteers and Parks personnel. We are seeking to build and maintain
this trail in perpetuity.

13a. Describe other reasonable alternative routes and modes considered.
Other options include keeping the trail on the roadway and crossing the river atop the bridge. Another alternative is to
use Arizona State Land.
b. Why were these alternatives not selected?
The roadway presents a safety issue for travelers because it is too close to the road. The Arizona State Land issue is
cost, State Land charges fully appraised value for the easement.
c. Give explanation as t o why it is necessary to cross Federal Lands.
The route in the river below the bridge gives us a safe alternative and a grade separated crossing of Happy Vally
Parkway.
14. List authorizations and pending applications filed for similar projects which may provide information to the authorizing agency. (Specify number,
date, code, or name)
This is the first application of this type for the Parks and Recreation Department. We are asking to amend AZA-31224,
dated 10/31/2002, which is a Department of Transportation easement for roadway purposes only.
15. Provide statement of need for project, including the economic feasibility and items such as: (a) cost of proposal (construction, operation, and
maintenance); (b) estimated cost of next best alternative; and (c) expected public benefits.
This project is needed in order to complete the Maricopa Trail, a continuous 310 mile loop around Maricopa County
that connects our Parks. a) Construction cost $4000.00, maintenance by volunteers at no cost. b) Next best alternative
cost is also $4000.00 c) Expected public benefits include no cost recreation and a continuous non-motorized route.
16. Describe probable effects on the population in the area, including the social and economic aspects, and the rural lifestyles.
This trail route will benefit the local population by giving them alternative safe non-motorized travel routes to
neighborhoods and shopping.
17. Describe likely environmental effects that the proposed project will have on: (a) air quality; (b) visual impact; (c) surface and ground water quality
and quantity; (d) the control or structural change on any stream or other body of water; (e) existing noise levels; and (f) the surface of the land,
including vegetation, permafrost, soil, and soil stability.
a) No change to existing earth conditions because it will be built with native material b) Minimal visual impact as route
is down in river bed and away from traffic. c) There is no existing surface water and no impact on ground water d) The
trail will be constructed on the surface so no structural change e) No change f) No existing vegetation, soil compacted,
18. Describe the probable effects that the proposed project will have on (a) populations of fish, plantlife, wildlife, and marine life, including threatened
and endangered species; and (b) marine mammals, including hunting, capturing, collecting, or killing these animals.
There will be no effects on any animals.
19. State whether any hazardous material, as defined in this paragraph, will be used, produced, transported or stored on or within the right-of-way or
any of the right-of-way facilities, or used in the construction, operation, maintenance or termination of the right-of-way or any of its facilities.
"Hazardous material" means any substance, pollutant or contaminant that is listed as hazardous under the Comprehensive Environmental
Response, Compensation, and Liability Act of 1980, as amended, 42 U.S.C. 9601 et seq., and its regulations. The definition of hazardous
substances under CERCLA includes any "hazardous waste" as defined in the Resource Conservation and Recovery Act of 1976 (RCRA), as
amended, 42 U.S.C. 6901 et seq., and its regulations. The term hazardous materials also includes any nuclear or byproduct material as defined
by the Atomic Energy Act of 1954, as amended, 42 U.S.C. 2011 et seq. The term does not include petroleum, including crude oil or any fraction
thereof that is not otherwise specifically listed or designated as a hazardous substance under CERCIA Section 101(14), 42 U.S.C. 9601(14), nor
does the term include natural gas.
There will be no hazardous material.
