The SHI is an online self- assessment and planning tool which schools can use to improve their health and safety policies and programs. MCDPH's work with local schools led to an understanding about the health and wellness needs of school staff, as it impact school culture and environment and academic achievement. MCDPH hopes to help the schools address these gaps, understanding they need guidance and recommendations for addressing staff health and wellness in ways which are cost effective, sustainable, and impactful. Objectives • Conduct a literature review of best practices, model policy strategies, and impact of health and wellness policies and programs on academic achievement and/or school culture. • Conduct an environmental scan to assess current school health and wellness priorities and existing policies within Maricopa Schools and to identify models and other best practices which address school staff health and wellness. • Collect information, opinions, and perspectives from school staff on health and wellness policies and practices. • Develop a comprehensive report and present results highlighting findings, trends, and recommendation to MCDPH staff. Scope of Work 1. Conduct literature Review HRiA will research published literature on school staff health and wellness policies and programs. The focus of the literature review will be to identify: (1) best practices and model policy strategies for addressing school staff health and wellness; and (2) qualitative or quantitative data on the impact of school staff health and wellness on students, academic achievement, and/or school culture. Searches will be conducted in the public health, education, and public policy/administration literature. Sources will include peer reviewed journals, media (newspaper and radio), websites, and reports; as well as documents from professional associations, policy papers, dissertations, and conference presentations. HRiA will work with MCDPH to identify additional resources to include in the literature review. The key literature review findings will be summarized in a written report. 2. Conduct Environmental Scan HRiA will conduct an environmental scan to identify current school/district-level policies and national best practices and model policy strategies to address school staff health and wellness. The environmental scan will include a review of online resources, and "gray literature" (e.g. reports, presentations, conference abstracts, etc.) to identify models and best practices. As part of the environmental scan, HRIA will conduct up to five (5) consultations with national experts, leaders of model policy strategies, representatives of relevant state of national organizations, and/or other individuals with relevant expertise. Potential participants will be identified either by recommendation from CDPH or through the literature review and environmental scan. Consultations will last 45=60 minutes and will be conducted via telephone by FfRiA staff using a semi-structured interview guide developed by HR1A and reviewed and approved by MCDPH. HRiA will prepare summary notes of each consultation. 3. Data Collection To ensure the input and perspectives of school staff and other local stakeholders, HRiA will conduct key informant interviews and focus groups with teachers and other school staff representing at least 15 different school districts in Maricopa County. Information gathered through these methods will be critical for MCDPH to understand the needs of the community and develop comprehensive, effective policies and practices. • Interviews. HRiA will conduct up to 20 key informant interviews using a semi-structured interview guide developed by HRIA and reviewed and approved by MCDPH. The guide will include a script and protocol for ensuring confidentiality and obtaining verbal consent for participation. Interviews will be conducted by phone and will last 30-45 minutes. MCDPH will assist HRLA in identifying schools and potential participants. HRiA will be responsible for contacting participants, scheduling and conducting the interviews, and preparing summary notes. Aggregated summary notes will be provided to MCDPH. • Focus Groups. HRiA will conduct up to six (6) focus groups in Maricopa County. Each focus group will be no more than 90 minutes in length and will be conducted by HRiA staff using a semi-structured focus group guide reviewed and approved by MCDPH. The guide will include questions similar to the key informant interview tool and a script and protocol for ensuring confidentiality and obtaining verbal consent for participation. MCDPH will assist HRiA in identifying schools and potential participants for the interviews. HRiA will be responsible for contacting participants and scheduling and conducting the interviews. HRiA will record each focus group and prepare summary notes of each discussion. Summary notes will be provided to MCDPH. 4.
