The Maricopa County Board of Supervisors is scheduled to conduct a public hearing regarding the
proposed amendments to the Maricopa County Air Pollution Control Regulations as described below.
Following the public hearing, the Board of Supervisors is requested to adopt the proposed amendments.
AQ-2013-002-Rule 345 (Vehicle and Mobile Equipment Coating): The Maricopa County Air Quality
Department (department) is proposing to revise Rule 345 so that it is clear, concise, and understandable
particularly for the owners and operators of vehicle coating operations. The volatile organic compound
(VOC) emissions from paints and clean-up materials used in the vehicle coating operations react in the
presence of sunlight to form ground-level ozone, a major component of “smog” which is hazardous to
human health and the environment. The Phoenix area is classified as Marginal nonattainment for ozone
as determined by violations of the National Ambient Air Quality Standards (NAAQS). The proposed
revisions to Rule 345 will clarify and simplify rule requirements, which encourages compliance with the
rule and leads to the control of air emissions.
