Head Start Budget Narrative FY 2015-2016
$1,951,856 Volunteers – Parent and non-parent volunteers who assist in the program, either as
classroom teacher assistants or office assistants. In addition, volunteer time is
captured from parents when engaged in In-Home Curricula tasks and Family Literacy
Activities (In-Home Curricula Tasks are assigned by the teacher/home visitor to
enhance the child’s experience in the Head Start). Also includes volunteer time from
Policy Council members when they attend Policy Council meetings or Policy Council
Committee meetings. All volunteers, except Policy Council volunteers, are budgeted
at $18.89 per hour, which is the FY 15 average wage paid to Teacher Aides,
including all fringe benefits outlined in this budget narrative, (FY 15 valuation will
be based on average wage, including fringe benefits paid to Teachers Aides in FY
15). Policy Council volunteers are budgeted at $49.99, which is equal to the FY 15
wage paid to the Head Start Director, including the value of fringe benefits described
in this budget narrative (FY 16 valuation will be based on average wage, including
fringe benefits paid to Head Start Director in FY 16). In FY 14, the program
generated more than $5.3 million in volunteer in-kind (HS and EHS included in this),
and expects to generate a comparable amount in FY 15. The FY 16 budget is based
on an average of 10 hours per month of parent volunteer time (119.800 parent
volunteer hours), with the remaining hours provided by non-parents (1,611 hours).
The program has a Volunteer Assistant that supports program staff in working with
volunteers and recruits volunteer support and donations from the community.
Valuing Volunteer In-Kind - Parent and non-parent volunteers without technical or
professional skills, or are not donating technical or professional skills, are valued for
in-kind purposes based on the average wage the program currently pays for teacher
aides, including the value of all fringe benefits provided by Maricopa County as
outlined in the program budget that OHS has approved. This rate is used for non-
technical, non-professional volunteer services regardless if the services are provided
in the classroom, at the socialization site, in a program administrative office, or at
home.
