I am not only the proud parent of a Welcome Home graduate of the Vancouver, Canada program I am also volunteering as the Educational Director of the facility in Gilbert. I know first hand the benefits of the program and the uniqueness of opportunities for young men and their families dealing with the awful issues of drug/alcohol addiction. As a long time educator in the East Valley I have seen the effects of the progression of drug addiction in the behaviors of the young addicts. Usually the story is not a happy one. On the other hand those young men who participate in the Welcome Home program are respectful, dedicated and exemplary young adults as they deal with their personal issues:The young men who attend the educational program now see the value of dedicating their two years at the Ranch to activities that benefit themselves, their families and their community. I am proud to be associated with this organization. I urge a passing vote on the petition for a 30 year use permit for this program. It is essential to have permanence and stability for the sake of long term success of each young man in attaining a lifetime of sobriety and a credit to their community. The purpose of this application is to request a Special Use Permit (SUP). The previous SUP for this site was Z-2007024 as revised May 15, 2007 and is active until 2017. Based upon recommendations from staff, the proposal is a new SUP instead of an amendment. Description of Proposal a. The proposal will accomplish 3 major items. i. Extend the Feed Store use for 30 years and add a Farmer's Market component to the site. ii. Allow for large public gatherings at the equestrian arenas and other gathering places within the site for 30 years. iii. Acknowledge that the component of the current SUP that allowed equestrian and agricultural uses is no longer needed because the site is now classified agricultural at the Assessor's office and such uses are now allowed. 1. The reason behind the 30 year request is to allow the heavy financial investment to be amortized over a long period of time. The cost of the land and the cost to get the site up and running is in the millions of dollars. 2. We are willing to meet with Sun Groves residents every 5 years and assess the impact of the large events held at Welcome Home Ranch, if the Board of Supervisors thinks it is necessary. The purpose of this meeting is to hear any concerns from the Sun Groves residences regarding if we are following the stipulations of our SUP. b. The applicant purchased the farm from a bank short sale in June 2012. The property and many of the stipulations from Z-2007024 were either not in compliance or had not happened. The new property owners continued the active equestrian and agricultural operation. In December 2012, both parcels 304-85- 047A and 304-850007R received agricultural tax exception from the Maricopa County Assessor's Office. In September 2013, the Maricopa County Planning Department approved the Certificate of Agricultural Exception under LU20130065. In August 2013, Maricopa County processed a temporary use permit under TU2013012 to allow for special uses. c. Description of Facility i. Welcome Home Ranch is an equestrian and agricultural facility on 25.16 acres. The SUP will only be the Feed Store located at the northwestern corner of the site, the Farmer's Market located in the same area, and the use of the site for public gatherings. ii. Arena Events 1. The Welcome Home Ranch will host a variety of activities for private, public & civic use. The events could be both large and small, including rodeos, gatherings for church groups, BBQs, seminars, weddings, family reunions, and gardening and agricultural related events. d. Description of Operation i. The Feed Store accommodates not only the equestrian individuals, but also serves the needs of pet owners and agricultural enterprises with equipment and nutritional products. The Feed Store provides top quality feed. ii. The Farmer's Market will be an extension of the Feed Store and will sell what the farm produces as well as from around the area. iii. The equestrian operation and agricultural venue has large open air stalls and block barns for horse boarding. The site has lighted covered and open air arenas, and several stalls considered portable fencing. iv. In response to several public outreach meetings, and hearing the concerns from some of our neighbors about possible events held at Welcome Home Ranch, the following is proposed: 1. Events over 1,500 attendees — max 10 per year. 2. Events over 750 attendees and under 1,499 attendees — max 20 per year. 3. Events under 749 attendees — no limitations. 4. An event will be defined as one function and not in terms of days, for example, Gilbert Days Rodeo is a 3 day program, but will be one event. e. Hours of Operation i. The hours of operation for the Feed Store are from 8:00 AM till 6:00 PM from Monday through Saturday. The Farmer's Market will be the same hours. Arena lights are used only occasionally and are turned off by 1 1pm. Sound will also be off by 11pm. f. Signage i. There are two entries on Val Vista. The one closer to Hunt Highway has a formalized thematic entry. The second, closer to the northern boundary of the site is a metal gate. g. Well and Septic Systems i. The private well on site provides potable water. ii. The bathrooms are also on septic. III. Relationship to Surrounding Properties a. Land to the South of Welcome Home Ranch is undeveloped vacant desert, owned by the Gila River Indian Community. b. The Maricopa County Flood Control District canal runs along the eastern border of the property (there is a strip of Roosevelt Water Conservation District property between Welcome Home Ranch's eastern boundary and the canal). c. To the north is a residence/ranch and then vacant land. d. A housing development on the west side of Val Vista Drive is the Sun Groves Community. e. Welcome Home Ranch has discouraged illegal dumping, target shooting and alcoholic consumption by underage individuals. This had been a long standing problem to the south and east of the location in prior years. f. The acreage subject to a SUP includes pasturage along the entire western border along Val Vista Drive. These pastures extend approximately 200 feet into the property from the roadway. This creates a low activity green buffer area between the road and the working areas of the property. In addition to the 200 feet, there is approximately 100' ROW for Val Vista. The approximate 300 foot distance from the Sun Groves community serves as a generous buffer zone. TV. Location and Accessibility a. Welcome Home Ranch is located on the northeast corner of Val Vista Drive and Hunt Highway, in unincorporated Maricopa County. b. There are two access points to the property off of Val Vista Drive. Val Vista Drive is an improved minor arterial that terminates at Hunt Highway. Hunt Highway is paved west from Val Vista Drive. Hunt Highway east of Val Vista has not been maintained and is a very rough dirt road. Hunt Highway ends just east of Welcome Home Ranch at the Maricopa County Flood Control District canal. c. Riggs Road, one mile to the north, is a main arterial carrying traffic from I-10 to Queen Creek. V. Circulation System/Traffic Impact a. A Traffic Analysis by a professional traffic engineering company, BPS Group, was conducted for the property and is attached as an addendum. On page 9 of the analysis, under Conclusions it states, "The traffic analysis for the event traffic yielded a level-of-service "A" during the morning and evening peak hours of traffic. Therefore, no improvements are recommended for the planned Gilbert Days Rodeo event traffic." b. Welcome Home Ranch generates an average of less than 40 trips at peak hour demand during the week and 60 trips at peak hour demand on weekends. This site is located at the end of Val Vista Road. There is no traffic that goes south into the Gila River Indian Community at Hunt Highway. There is also no traffic that heads east of Val Vista on Hunt Highway due to the East Roosevelt Canal and the Maricopa County Flood Control District channel. The road is not paved east of Val Vista and the gate is locked at the canal. Because of the fact that this site is at the geographic corner, and there is not much traffic generated in this area, there have not been any issues with left turns into the site. The percent of vehicles leaving the site and turning left onto Val Vista is projected to be less than 25%. And since Val Vista has such low traffic volumes, there would be enough gaps in traffic to accommodate the left turn onto Val Vista. The projected right turns onto Val Vista for vehicles leaving the site is around 75%. c. The width of the southernmost entrance is 20' and northernmost entrance 25' and both can accommodate vehicles pulling horse trailers. The southernmost driveway will be the primary access road carrying 60% to 70% of the traffic burden. d. The posted speed limit on Val Vista is 45 mph. Current traffic conditions are such that a vehicle pulling into the site does not back up traffic. Val Vista has relatively low traffic volume in this area according to the Arizona Department of Transportation. Because of the tight curve at Hunt Highway and Val Vista, both northbound and southbound traffic on Val Vista generally travels at or below the posted speed limit. e. The two entrances to Welcome Home Ranch are covered with an all-weather surface (decomposed granite). There are no paved roads due to the danger of horses slipping on the pavement. f. Large events of over 1,500 people in attendance will be required to have uniformed officers from the Maricopa County Sheriff's onsite to help with traffic control and the two Sun Groves community access roadways along Val Vista Drive, East Waterview Drive and South Sun Groves Blvd, will have "Local Traffic Only" signage placed at the intersections. VI. Parking a. The property has the capacity to park 620 vehicles on site. Vehicle parking will be on the inside of the site on the back fields, around the covered arena, and some parking in the front fields along Val Vista Drive. Note however, that the property is only able to handle approximately 2,000 people and this translates into approximately 500 vehicles. b. The Gila River Indian Community has been approached to see if vehicles can be parked along the south side of Hunt Highway for large events. This request has been approved and the permit has been issued for Gilbert Days Rodeo for November 2014. The approved parking plan is located in the addendum. The Gila community permitting process is lengthy (7 month process) and Welcome Home Ranch will utilize this process for events like Gilbert Days Rodeo. c. No vehicles will be allowed to park on the Val Vista Road Right of Way for any events. VII. Dust Control a. A $35,000 water truck has been purchased and will be used for dust control on the site. A water trailer has been purchased that will be pulled by a truck for dust control. As noted earlier, the two vehicle entrances have an all-weather surface (decomposed granite) to suppress dust. The arena has a new sprinkler system that will spray in the riding areas. VIII. Development Schedule a. Welcome Home Ranch is currently operational. b. The Feed Store is operational under the current use permit. The Farmer's Market will be ready upon approval of this application. IX. Community Facilities and Services a. Welcome Home Ranch is located near the municipalities of Chandler, Gilbert, Queen Creek, and the Gila River Indian Community. b. The City of Chandler's eastern border is the west side of Val Vista Drive, directly across from Welcome Home Ranch. c. Welcome Home Ranch is in the Town of Gilbert's Planning Area. d. I'm not sure if you are still working on the 30-year special use permit for Welcome Home Ranch, but if so, I would like to express my concern with the possibility of a permit with no limits to the size or type of entertainment events and parties that can be held. It would make more sense to set some stipulations especially regarding size, alcohol, type of events, and noise levels. I'm concerned for our property values, as well as the safety of our neighborhood. Sun Groves has an elementary school and many parks where small children play. This is not an appropriate area for large events, and traffic would try to cut through our neighborhood to bypass waiting in lines. Events like this give our community character and bring people together. As a resident of Sun Groves, the community next to Welcome Home Ranch, We hear events going on at Basha High School, which I believe most residents expected prior to moving in. I don't see the noise or possible extra traffic as being a nuisance or an inconvenience. Having experienced events held there in the past, I really didn't notice any difference in either. If for some reason these events do draw in huge crowds, I will consider it a privilege to live in a place where traffic like that is only experienced every once in a while and mostly on weekends, as opposed to people in other parts of the city that live near grocery stores, malls, auto-malls, etc. and have to experience it all the time! The traffic on Val Vista can't handle more vehicles. It has increased drastically in the last 3 years. Are they going to have an emergency evacuation plan? Those of us that enter Sun Groves neighborhood (Val Vista and Sun Groves) are not going to be able to use that entrance during events. 30 years is way too long of a permit to know how this will effect us, traffic, and crime in our area. Traffic was already backed up during their October pumpkin events last year. They want to serve alcohol during Gilbert Days, but they are a drug and alcohol rehab facility. We were told there was a zero drug and alcohol tolerance. We are going to get even more "ranch" traffic through our neighborhood and there was &ready an issue with one of the workers parking in front of my house (investigated by an undercover detective and was highly suspicious). We have Navarrete Elementary and Basha High School very close to the ranch. They accept patients to reduce criminal sentencing. They offer peer to peer counseling. I have yet to meet or hear about a certified counselor on site 24/7. We have drug deals on the corner of Val Vista and. Hunt in the middle of the day all the time. They are not advertising the facility in anyway to allow patrons of events know that they are a drug and alcohol rehab facility. I can't find any statistics on how many people actually stay in the program. I can only find that hundreds have entered the program and 25 patients "graduated". I would imagine that when patients want to leave the facility, they end up running away and on our streets. I would think a large event would provide an. easy way for those patients to escape into our neighborhood undetected. 1 After doing a little research on the facility, I noticed they own two properties m Mesa that are halfway houses (are these people going to be working at the facility?) The foundation also just purchased land just north of Bash High School. Will this be a halfway house also? This foundation is in no way benefiting our community. They are taking the patients from other states in the U. S. and bringing them here. We have no idea what their criminal past is. Why would Maricopa planning allow a drug and alcohol rehab facility hold large events when they are falsely advertising what their facility is? Patrons of Gilbert Days and other events should have the knowledge of what this facility really is instead of them advertising themselves as a "life skills academy". The Welcome Home Ranch website DOES NOT list it is a drug and alcohol rehab facility. I firmly believe people taking their children to a community event should be made aware that this is a rehabilitation center. I believe a rehab facility should be for recovery, not for large community events. I realize they have stated to homeowners that they want to host the Gilbert Rodeo and its only once a year, but they will not be spending a lot of money just for once a year event. I am afraid they will be doing a lot more then stated and the traffic, parking, noise, will be a problem and also bring my house value down. I think a year to year or 3 year permit might be OK since then we can stop if it causes a problem for us homeowners. The ranch has been there before our subdivision I realize that BUT it was just for stables. I am so shocked that a rehab facility will be doing events, rehab is a place to get a way and deal with what they need to deal with not worry about working for events. I wanted to follow up on a few items: 1) 300 ft is not very far when you consider the permit they are applying for is to hold outdoor events with bands and loudspeakers. 2) I live only 850 feet away and can hear their rooster crow every morning — so I am pretty sure I would hear a band playing until 11 PM clear as a bell. 3) How can I testify at these hearings? We bought this home (as did my neighbors) because it was a quiet neighborhood in which to raise our kids. These people knew the zoning when they purchased the property and now want to turn it into a much more commercial enterprise with noise and traffic concerns. There is plenty of land that is not situated right next to a major housing development that they could have picked if this was what they wanted to do. In all honesty — I do not think there would be a lot of objections to the farmers market on the weekends — however the idea they will have loudspeakers and possibly bands/DJ's, Speakers blaring away until 11 PM on any given night is very concerning. Most of us have kids, we all work and get up early. The fact they even ask shows they have no regard for their neighbors to the west. Thank you again for responding. 1 (and my neighbors) look forward to hearing how we can testify at your hearings. Sincerely, Charles Schubert 480-326-6074 6627 S. Since then, Sun Groves has become a thriving "family, neighborhood" community. The impact ANY large gathering would have at the SW corner of our community would be scary. Needless to say, with only two lanes out of that corner, (Hunt Hwy and Val Vista) traffic would be a big problem. Frustrated motorists stuck in traffic would look for opportunities off of those two roads and that would lead them into Sun Groves, most likely onto Sun Groves Blvd. or S Hillcrest. Additionally, it is now reported that Shea Homes will be building a tract on Val Vista just up the street from WHA. This will further impact traffic. Importantly, emergency responders would have delays in and out of our neighborhood. The fact that MCSO responds to incidents WHA is also a great concern as they will have longer response time than Chandler or Gilbert PD. In closing, I sincerely hope that the County will NOT grant a 30 year LARGE GATHERING permit. Robb Smith 4633 E. I kindly ask that the approval of such a permit be put on hold until further research is done and the ramifications it could have on the neighboring community of Sun Groves. Many of the residents in this community believe that without the necessary studies and possible modifications to the area needed, large scale events could have harmful effects on the neighbors and residents of this community. We believe that the traffic that would be a direct result of such events would not only be a huge inconvenience to the surrounding residents, it could potentially bring other dangers as well; such as persons who may be drinking getting into cars and driving through our residential area, automobile/pedestrian accidents, etc. Concerns about our residential streets becoming bypasses as there is only one way in and out, a one lane Val Vista road, is also a concern. We believe that the potential for people to use our Sun Groves streets in an effort to bypass all the traffic that will occur is great. It is our opinion that a traffic impact analysis study be done prior to ANY such permit approval. We understand that Welcome Home Ranch has some procedures that they would like to put in place but we also know that there are some things that may be out of their control or scope to handle. This permit request is very vague in describing what a large public event will/could look like and many residents are just not that comfortable not knowing exactly what we are talking about here. Right now it is Gilbert Days (which is still a very large event with thousands of attendees) but there is nothing stopping it from being a much larger event in the future. We would like the County to take this into consideration before giving a blanket acceptance to this permit. 30 years is an awfully long time. There are many suggestions that we as residents would like to make as well as questions to be asked. ¶ know I'd love to see a forum where perhaps we could have the County, Welcome Home Ranch, The Sun Groves Association board and management company, the residents of Sun Groves and the Chandler Police Department hold and information session in where we can all discuss how such events will be handled thereby allowing all interested parties to come to an agreement and all be on the same page; one unified group working together for the betterment of our community. Thank you for the opportunity to express our concerns and I look forward to hearing from you soon. As this case currently stands, Maricopa County reviewing agencies are still reviewing and will have comments for the applicant. lf you wish to have your email as an opposition email for this case relating to a Super Majority vote of the Board of Supervisors, please reply back with your parcel number. Below are answers to the questions you presented in your last email: 1. Will there be a traffic impact analysis study? MCDOT is reviewing the submittal material and will access if a Traffic Impact Analysis will be necessary. Traffic has been a common concern with the emails and calls F have been receiving from property owners in the vicinity of the project. I will address these comments to the MCDOT reviewer. 2. What area will be used for parking? Virtually much of the site plan approved for the original SUP (Z2007024) will be the same. There is provided parking adjacent to the lighted arena and near the office within the subject site. 3. Will there be alcohol served/permitted at these events? There is no explanation of events including serving alcohol as part of the submitted Narrative Report. I will have the applicant address this in a revision of the Narrative to explain if these proposed events will be serving alcohol. 4. Will there be any type of loud music or PA system used? Again as mentioned above in question #3, there is no indication of a PA system being proposed but I can imagine with the rodeo's and other large assemblage of people that noise can be an issue. This will have to be addressed by the applicant in a revision of the Narrative. Under the current SUP (Z2007024) there is a stipulation that prohibits loud speakers and amplified sound. 5. How are they going to be dealing with crowds and security? This security element of the site will have to be addressed by the applicant. A component of the Narrative Report that will be discussed in a revision. 6. What hours of operation will they be allowed? The applicant is requesting that the proposed Farmer's Market have the same hours as the existing Feed Store which is 3:00 a.m. to 6:00 p.m. Monday through Saturday. Please let me know if you have any other questions, since you received a "Notice of Application" for this case then you are within the 300' buffer of the subject parcel. Once this case is scheduled for hearing, Maricopa County Planning staff will notify you. As a resident of Sun Groves and someone who uses the Sun Groves Boulevard entrance off of Val Vista as my primary route in and out of the neighborhood, I have concerns about the increase 1 in traffic. With Val Vista being only a two lane street, I am very concerned about how this will change the current traffic and how it will impact us as a community. I was told by other residents that we can request a traffic impact study and I think this should be done. I have seen what the traffic has looked like when the farm has had gatherings already and am very concerned that this will become an every day situation with lots of issues. We moved to this community to not deal with traffic and I really would like to keep traffic flow down. I am also concerned that people will be parking on my street and walking to the ranch so they don't have to deal with the traffic on Val Vista. We are a community full of kids and I would prefer to keep nonresidents out of the community for the kids safety. I have already had a worker from the ranch park in front of my home to take a lunch break. I am sure you can imagine how concerned I was to have a random out of state man in a van parked outside while my son and I were outside playing. I understand the ranch will be holding Gilbert Days and I know this will create thousands of people attending. They also want to hold church gatherings, 4-H meetings, a farmers market, and other large gatherings. I don't believe the current amount of lanes on Val Vista will be able to accommodate for what they want to do without Sun Groves residents getting stuck in the traffic. A 30 year permit is a very long time to give to the ranch without a proper analysis. I appreciate your time and hope you consider my concerns before allowing this permit to be issued.
