ELECTION
Canvass the election returns for the August 26, 2014, Primary Election in accordance with
the Official Results prepared by the Maricopa County Elections Department.
The Maricopa County Elections Department has prepared the Official Returns from all
county precincts, declaring the vote for the Primary Election held on August 26, 2014. The
Elections Department requests that the Board of Supervisors canvass these returns and
approve the Official Canvass for this election pursuant to A.R.S. 16-642 through 16-645.
The Board of Supervisors is required to canvass these returns within ten days following the
Primary election. The Official Canvass is on file with the Clerk of the Board of Supervisors.
(C-21-15-002-7-00)
Helen Purcell, County Recorder, presented a synopsis of the Primary Election held on
August 26, 2014, and provided the Board Members with a disk containing the
complete canvass including Precinct results.
Karen Osborne, Director of Elections, thanked staff for their work. She noted there
were about 30,000 write-ins but the official canvass will only report on the candidates
that filed write-in paperwork. She noted the general layout of the ballot and informed
the Board that for the first time the City of Phoenix contracted with Maricopa County to
incorporate the city’s ballot questions.

Ms. Purcell noted there were 10,000 provisional ballots and about 45,000 early ballots
that were dropped off at the polling places on election day. She added that the
majority of ballots cast were tabulated by the County Recorder’s Office by 1:30 a.m.
on Saturday morning.
Ms. Osborne stated that, “of the people who voted, 86 percent of them voted by mail.
It was higher in the Democratic party, about in the 90 percentile, and the Republican
party was in the 80 percentile. But, when you put all the parties together, it was about
86 percent.” She noted it was the same percentile range as a couple years ago, and
predicted that about 75 to 80 percent will be voting by mail in the General Election.
She stated there was a lower voter turnout this Primary Election than in the past
years.
Vice Chairman Chucri asked about the turnout of Independent voters during this
Primary Election compared to 2012. Ms. Purcell responded that about 83,000
registered Independents ordered ballots and over 80 percent of those Independents
returned their ballots to vote. She noted there were about 43,000 Independent voter
ballots in 2012, which doubled this Primary Election. She stated the increase may be
due to an education program the County Recorder’s Office had implemented in order
to let the Independents know they could vote in the Primary Elections.
Vice Chairman Chucri asked what the ballot return rate was in 2012 for Independent
voters, and Ms. Purcell stated it was much lower than the 80 percent in this election.
Ms. Osborne explained that the City of Phoenix residents will see the City’s questions
on the front of the ballot. She noted that there will be more education going out to
voters before the General Election. Ms. Purcell added that City of Phoenix voters will
have to go to their specific Precinct to vote in the 2014 General Election.
Supervisor Hickman asked about the electronic polling booths, noting at a particular
Precinct only one of the two machines worked. He asked if the people working at the
polls were properly trained on how to operate the machines and what the overall
feedback was on the use of the electronic polling booths.
Ms. Osborne stated there were some problems since it was the first time using
electronic polling booths, and said the County Recorder’s Office has identified the
issues. She noted that a very small percentage of people actually go to the polls;
however, more people vote at the polls for the General Election. She stated the
County Recorder’s Office has added new information in the training sessions and
feels the General Election will go smoothly with the use of the electronic polling
booths.
Ms. Purcell said she would like to concentrate more on having 16 and 17 year olds
working the polls because teenagers are more comfortable using electronic devices.
Ms. Osborne informed the Board of the Step Up Program used within the schools.
The program allows students to help the County Recorder’s Office at the polls and get
paid for it. She noted that under state law the students do not loose time and
attendance at school if they choose to participate.
Supervisor Rogers asked about the methods used for recruiting high school students
to the Step Up Program, and Ms. Osborne responded that the County Recorder’s
Office recruits students through the schools and youth groups.

Ms. Purcell added that the Recorder’s Office also works with students in the “Kids
Voting” program. Supervisor Rogers suggested social media as another possible
avenue for recruitment. Ms. Osborne said the County Recorder’s Office have found
that high school youth are more willing to be at the polls in the mornings while college
students are reluctant to because of the early morning requirement.
Supervisor Hickman asked about the City of Peoria ballot glitch. Ms. Osborne
admitted fault and detailed the reason for the errors. She indicated that there were 41
election challenges. This Peoria City Council candidate won the challenge to his
candidacy; however, his name had been inadvertently left off of the ballot. The
Federal Court stated the candidate’s name had to be on the November ballot. The
ballot will have the three names of the candidates rotated. She noted that military and
overseas ballots must be sent out on September 20, 2014. Ms. Osborne added that if
there is a clear and decisive winner (one candidate with over 50% of the vote) then
there will not be another election for the Peoria City Council candidates. She stated
that the City of Peoria has not decided on how to proceed if there is not a clear
winner, but the County Recorder’s Office has recommended placing the run-off vote
on the ballot in March 2015. She noted that the vendor who prints the ballots is
paying for the cost of the errors so there will not be any additional cost to the
taxpayers.
Supervisor Kunasek thanked Ms. Purcell, Ms. Osborne and the election staff. He
noted the changes in voting over the past 20 years. He stated that he admires Ms.
Osborne’s honesty and character for taking ownership of the errors.
