SCOPE OF WORK
BUSH HIGHWAY ASPHALT RUBBER OVERLAY
PROJECT Na TT348
CONTRACT NO. 2014.024

BASIS OF ESTIMATE
General:
1. Scope of Work, dated September 17, 2014 for Project 2014-024, Bush Highway (Appendix B)
Scoping and Design Report — Bush Highway, Asphalt Rubber Overlay, August 2013
SCOPE OF SERVICES
The goal of this project is to prepare final sealed construction documents for a pavement overlay of Bush
Highway for approximately 15.7 miles from the COM limits to 1,200' south of the SR 87 Traffic Interchange.
Project improvements will include a 3" pavement overlay for entire length of the project. The overlay will include
a base course of 1.5" of Asphalt Concrete (AC) and a surface course of 1.5" of rubberized asphalt. In addition to
the pavement overlay, other improvements include updating safety features such as improvements to existing
guardrails, widening the shoulder with full depth pavement where necessary to provide standard 5' bike lanes,
intersection improvements at Granite Reef Dam Road and Usery Pass Road and culvert extensions. Pavement will
be replaced full depth at locations with deteriorating pavement,
Bush Highway is a two-lane undivided rural highway and is classified as a Minor Arterial in the MCDOT
Major Streets and Routes Plan revised June 2011. The existing roadway typical section consists of 12-foot
wide travel lanes with turning lanes at intersections and paved shoulders varying in width from 3.5-feet to 7-
feet wide. Bush Highway as-built records indicate a normal crown with 2% cross slopes. The existing
pavement structural section consists of two to four inches of asphaltic concrete (AC) on six inches of
aggregate base course (ABC). Bush Highway traverses rolling terrain.
The scope of work for this phase of the project will involve in preparing final design plans, specifications
and estimates for four design packages.
1. Design Package 1 (COM Limits to south of Uscry Pass Road) — The limits for this design package
begins at the start of the project and extends for approximately 5 miles to just south of Usery Pass
Road. Improvements will also include intersection widening at Granite Reef Dam Road, retaining
walls, extensions, guard rail reconstruction, widening of bike lanes, AC overlay - and signing and
striping.
2. Design Package 2 (South of Usery Pass Road to Water User Camp Circle) — This segment is
approximately five miles and can be constructed in FY 17. This segment encompasses work at the
Usery Pass Road Intersection that includes intersection widening, pavement overlay and
reconstruction as necessary. Restrictions — Bald Eagle Nesting, Summer Moratorium and
temperature restrictions for rubberized overlay.
3. Design Package 3 — (Water User Camp Circle to SR 87) — Except for the restriction at the access
road to Saguaro Lake area, this segment has the least restrictions. This segment is approximately 5.4
miles long and will include milling and overlay at Stewart Mountain Dam Road and pavement
overlay for the rest of the segment.
4. Design Package 4 — (Culvert Extensions) — This design package will include preparing construction
documents to extend culverts at eight-locations that requires minimal traffic control. The drainage
improvements at Usery Pass Road intersection will be completed with the design package 2.

Supervisors (BOS) approved a 45 mph speed limit (reduced from 50 mph) on Bush
Highway from 4.21 miles north of McDowell Road to Usery Pass Road. (This partially
rescinds the 50 mph speed limit zone dated June 5, 1972).
The SDR describes the recommended improvements for a pavement overlay,
expanding the roadway to include 7-foot wide shoulders, intersection improvements,
guardrail improvements, and culvert extensions.
Funding has been programmed in the MCDOT FY2015 — FY2019 Transportation
Improvement Plan (TIP) over a four year period, to include construction in the three
years following final design, An implementation plan will be developed to validate the
available funding program.
