MARICOPA COUNTY
RESOLUTION NO.
C-20-15-005-M-00
A RESOLUTION OF THE BOARD OF SUPERVISORS OF MARICOPA COUNTY, PHOENIX, ARIZONA
RESPECTFULLY REQUESTING THE CONGRESS OF THE UNITED STATES SUPPORT FULL FUNDING FOR THE
PAYMENT-IN-LIEU-OF-TAXES PROGRAM (PILT) AND THE SECURE RURAL SCHOOLS AND COMMUNITY
SELF-DETERMINATION ACT (SRS) IN FISCAL YEAR 2015, AND FIND A SUSTAINABLE FUNDING SOURCE
INTO THE FUTURE.
WHEREAS, the Payment-In-Lieu-of-Taxes program was established in 1976 to offset costs incurred by
counties for services provided to the federal government and to the users of federal lands located within
a county, and
WHEREAS, the Secure Rural Schools and Community Self-Determination Act was established in 2000 to
restore stability and predictability to the annual payments made to States and counties containing
federal lands for use by the counties, primarily, on public schools and roads, and
WHEREAS, the County of Maricopa is comprised of 5,903,360 acres, of which 2,441,551 acres, 41
percent, is held by the federal government and unavailable for economic development and not part of
the property tax base, and
WHEREAS, the State of Arizona contains 113,417 square miles of land, with federally owned land,
excluding tribal lands, comprising 42 percent of the land mass, while private land in Arizona comprises
only 17 percent, and
WHEREAS, Maricopa County is required to provide law enforcement, search and rescue, emergency
services, road building and maintenance, and other community services on, or associated with tax-
exempt federal public lands, and
WHEREAS, a lack of PILT and SRS funding places the large, unsustainable burden of providing services on
federal lands squarely on the back of Maricopa County taxpayers, while the presence of that federal
land creates barriers to further economic opportunities, and
WHEREAS, failure to provide PILT and SRS funding to Arizona counties in a timely manner will critically
impact the budget process and structural solvency of Maricopa County, and substantially compromise
the county’s ability to provide essential services.

NOW, THEREFORE, BE IT RESOLVED, the Board of Supervisors of Maricopa County hereby respectfully
requests that the United States Congress provide full funding to the PILT and SRS programs for Fiscal
Year 2015 without delay, and find a solution for sustainable funding into the future.
AUTHORZED this 22nd day of October, 2014 by Maricopa County Board of Supervisors, Phoenix, Arizona.
