TO THE HONORABLE BOARD OF SUPERVISORS:
Liberty Utilities (Litchfield Park Water & Sewer) Corp. ("Petitioner" or "Liberty), doing
business as a public service corporation providing water and wastewater utility service in
Maricopa County, State of Arizona, hereby petitions your body for a Public Service Franchise to
construct, maintain and operate an extension of (i) a domestic water distribution system,
consisting of pipelines, meters, connections and all necessary equipment and (ii) a wastewater
collection/sewage system, consisting of lines, connections, manholes and all necessary
equipment, to serve the residents of the following Extension Area (legal description):
Marbella Ranch
That portion of Section 2, Township 2 North, Range 1 West of the Gila and Salt River Base
and Meridian, Maricopa County, Arizona, more particularly described as follows:
The Northeast Quarter of said Section 2;
EXCEPT the south 20.00 feet of said Northeast Quarter;
The East Half of the Northwest Quarter of said Section 2;
EXCEPT the South 20.00 feet of said Northwest Quarter; and
The West 400.44 feet of the South 1,724.91 feet of said Northwest Quarter;
The Southeast Quarter of said Section 2;
EXCEPT the North 140.00 feet of said Southeast Quarter.

Petitioner has made an application to the Arizona Corporation Commission for an
extension of its Certificate of Convenience and Necessity (CC&N) (ACC Docket No. W-
01427A-14-0134 and SW-01428A-14-0180) to exercise the functions of a public utility to
furnish the water and wastewater utility service described above to persons living within the
Extension Area described above, subject to the laws of the state of Arizona. If granted this
franchise, Petitioner proposes to engage in and carry on the business as described above and do
all other things necessary for performing this service to the public in the Extension Area.
Petitioner has existing Public Utility Franchises granted and issued by the Honorable Board of
Supervisors of Maricopa County, Arizona.
Petitioner is financially able to undertake installation and performance of this service
within the area for which this franchise is requested.
By reason of the facts already stated herein, and because this service is not now available
to persons now living, or who may live, within the franchise area described above, and because
of the further fact that services promptly supplied to waiting customers and prospective
applicants will do much to develop and improve the Extension Area described above, Petitioner
respectfully petitions the Honorable Board of Supervisors to grant this application for a right and
franchise from the County of Maricopa, State of Arizona to provide water and wastewater utility
service in the Extension Area. Petitioner will construct, maintain and operate the
aforementioned utilities for a period to be determined at hearing on this application, or for a

period of one (1) year after the franchised area or a portion thereof is annexed by a municipality,
whichever is shorter, along upon, under and across public highways, roads, alleys and
thoroughfares (excepting State highways) within that portion of Maricopa County hereinbefore
described. Also not within the confines of any incorporated city or town and under such
restrictions and limitations and under such terms as this Board may provide, not inconsistent
with laws, orders and rules of the Arizona Corporation Commission and that this Board take such
proceedings herein as provided by the laws of the State of Arizona.
