Sandi Wilson presented slides detailing the following:
Budget Overview
 2014 Revised Budget—$2,219.7 billion includes adjustments
 FY 2015 Net Variance compared to the FY 2014 Revised Budget—total County, total
operating, total non-recurring, total general fund, general fund operating, general fund
non-recurring
 FY 2015 Tentative Budget—sources of funds totaling $2,211,128,982
 FY 2015 Tentative Budget—uses of funds totaling $2,211,128,982
 Budget Guidelines and Priorities—adopted January 27, 2014
 Strategic Priority—Fiscal Strength & Responsibility
 Structurally Balanced Budget
 CIP Projects Awaiting Funding—over $1.2 billion of unfunded projects
 Courts and Jails Master Plans—no funding source identified and expenditure limit
could be impacted cash is used instead of financing
 FY 2013 Long—Term Debt Per Person Comparison To National Benchmarks—
Maricopa is low at $64.00 per person because of the County’s conservative approach
 Strategic Financial Goals—plan is to try to put away $17 million for the next three
years
 Annual County Budget Per Capita—extremely cost effective at $551.00 per person
Revenue Trends
 Econometric Perspective—projections used for all major revenue streams
 Adopted General Fund Operating Sources—$81 million below the peak
Chairman Barney said that departments are doing a better job with less and he expressed his
appreciation for the work and effort being done by all the departments.

Informal Meeting Minutes

 Adopted General Fund Operating Sources—revenue at $88 million due to inability to
collect fees as compared to other years.
 State Shared Sales Tax—budgeted at a growth of about 5%
 Vehicle License Tax—forecast is for a 6.5% growth
 Jail Excise Tax—projected at 6.1% growth
Property Taxes
 Primary Property Tax History—looking at FY 2015 $442.8 million is almost $50 million
below the peak. Meanwhile, the public safety mandate continues to grow and the
County continues to focus on doing more with less with the workloads growing.
 Prop 117—voters passed in 2012; if the assessed valuation begins to grow at 20%
the County will only see 5% hit the assessed valuation
Ms. Wilson said that the secondary value will always end up going to the primary so there
won’t be a secondary valuation going into FY 2016. She noted that the Library and Flood
Control Districts would have less assessed value than in the past.
 Maximum Levy—is the most that the County can assess in property taxes in any year
with projected Amount Under Limit at $162,872,685.00
 Maximum Levy vs. Actual—shows how Maricopa County is again dealing with less
revenue and still meeting mandates. The County has been significantly below the
maximum levy and will still be at $162.8 million below.
Economic Indicators
 Strategic Priority—Growth & Economic Development
 Recovery Detail-—Consumer debt is low and net worth is improving with real income
growth; Low inflation; Federal Government policy still expansive; Housing prices
rebounding slightly
 Economic Development—Economic Development Council to concentrate on funding
for economic partners that provide the best leveraging of County resources such as:
 Greater Phoenix Economic Council
 Greater Phoenix Convention and Visitors Bureau
 Greater Phoenix Chamber of Commerce
Ms. Wilson stated that new contracts will be developed, negotiated and brought to the Board
for approval to ensure that the goals are directly related to building the economy and meeting
the needs of each of the Supervisory Districts. She also explained that there would be a
reduction in the budget in economic development.
Brian Hushek presented highlights of Department Budgets:
Justice System
 Strategic Priority—Safe Communities
 Superior Court—Cradles to Crayons program moved to Operating budget
 Superior Court—Total Case Volume by Year and the clearance rate is a concern
because it is dropping considerably.
Judge Davis stated the clearance rate indicates some stress on the system, two Judges are
being added to the Cradles to Crayons system, and a volume increase of cases is expected
court-wide due to increase of Child Protective Services.
Chairman Barney stated that the entire increase is related to demands in the criminal justice
system justice demands.

Informal Meeting Minutes

 Public Defense System—$15.9 million increase where the operating budget increase
is due primarily to dependency and adult criminal representation.
 Dependency—new dependency filings has increased and expenditures to increase
 County Attorney—increased funding for: reduced salary savings, reallocation of
current and new positions to general fund, and other admin needs
 Criminal Caseload/Prosecutor Retention—general fund criminal attorney positions
percent to increase while submittals and submittal trend are well below positions filled
Bill Montgomery, County Attorney, stated that after looking at the history and current trends it
was determined that a Zero Based Budget (ZBB) would work best. He said that as the
number of more serious felony cases continue to increase, more time and experience-based
personnel is needed.
Supervisor Wilcox stated that she was worried about ZBB at the beginning but believes it is a
good process and sets a tone for reviewing budgets.
Michael Jeanes, Clerk of Superior Court, expressed his appreciation to Board of Supervisors
and OMB staff for a smooth budget process. He stated that the special revenue fund is
projected to continue to decline and his budget request includes a $688,000.00 increase for
new positions and the change in gap fund allocation
The Justice Courts request is for a $686,537.00 increase due to Pro Tem coverage, reduced
salary savings, and increased overtime and benefits.
Cynthia Goelz reported on the budgets for Adult Probation, Juvenile Probation and the
budgetary needs for those offices. Case volumes and market study increases will be
additions to the budget. The major issues in the Sheriff’s office include market based salary
adjustments, an increase in the average length of jail stay and a recent court judgment order.
Joe Arpaio, County Sheriff, thanked Board of Supervisors and budget staff for the budget
process and for supporting the Sheriff’s office. He stated that Maricopa County is the 3rd
largest and best run County in the nation. He expressed the need for continued work on
salary increases for the Deputies but he also understands the constraints.
Ms. Goelz continued her presentation covering Health Care Programs, Correctional Health,
the Medical Examiner and Public Health concerns.
The Education Service Agency will soon do a mandate study and Dr. Covey commented on
the juvenile transition program. He also reaffirmed the recapture of positions allowing for
expanded services.
 Assessor—$23,342,875.00 General Fund Operating Budget with a slight increase on
the ESRI desktop review pilot project
Paul D. Petersen, County Assessor, thanked the Board of Supervisors and OMB staff. He
said that he would report back on the ESRI Desktop Review Pilot Project during the year.
Helen Purcell, County Recorder, stated that the decline in revenue is mostly due to
foreclosure filings. She said the County should see increases as the sales of homes begin to
increase.
 Recorder—$2,131,652.00 General Fund Operating Budget indicating a slight increase
 Elections—$8,884,448 General Fund Operating Budget indicating a slight increase.

Brian Hushek presented the Treasurer’s budget which is $4,901,783 General Fund Operating
Budget with a $117,000.00 increase for a System Administrative Manager
Charles “Hos” Hoskins said the Treasurer’s IT system is a large project that is set to be
updated and more information will be sent out regarding the project. He stated that the
budget process went well and it is evident from what fellow officials have said.
Capital Improvements projects include a number of Transportation projects, the Vulture
Mountain study for the Parks department, and Public Safety issues including jail updates, new
courtrooms and the Southwest Justice Center. $279,304,675 has been set aside as Capital
Funds.
The recommended budget includes funding for 2.5% performance increases limited market-
based increases, continuation of education assistance program and employee benefits
maintenance.
Chairman Barney said that it is imperative to do what is necessary to keep from losing good
employees by managing compensation issues. He said he is hopeful that the trend will
continue to decline to make sure it doesn’t impede the County’s ability to preserve services to
the citizens.
Sandi Wilson explained the factors that remain as possible threats to the budget including the
effects of Prop 117, the continued slow economic recovery development in unincorporated
areas and the statutory expenditure limitations.
Sandi Wilson thanked the Office of Management and Budget staff, Board of Supervisors and
their staff. She thanked Tom Manos for his continued advice and for showing how important it
is to collaborate with all involved when setting a budget.
Chairman Barney thanked Sandi Wilson and the Office of Management and Budget staff for
all of their hard work.
Supervisor Wilcox agreed with Tom Manos that the current tentative budget is probably one of
the best budgets developed in recent years. She compared it to the implementation of the 5-
year budget plan when the budget was a fiscal nightmare upon starting her tenure at the
County. She reminded the members that Maricopa County had received the “Best Run
County in the Nation Award” which was very satisfying. She said that the current budget was
exciting and the best rate of return for taxpayers. The strategic planning process was very
successful, and the budget is a product of that. She spoke about employee pay increases,
market base increases, structural balance and operating contingency. Supervisor Wilcox
commented on some special features including the Cradles to Crayons program as a model
for the Country, continued funding for the homeless campus, and Zero Based Budgeting. She
said all of the departments did a good job throughout the process. She stated that this would
be her last tentative County budget to approve and is hopeful in getting more funds for
Maricopa County in the future.
