Board Action
1. MARICOPA COUNTY BOARD OF SUPERVISORS DISTRICT 5 VACANCY
APPOINTMENT
Accept the resignation of Mary Rose Wilcox, Maricopa County Supervisor, District 5,
effective May 27, 2014, and appoint a qualified elector to fill the District 5 vacancy. (C-06-
14-442-7-00)
Chairman Barney stated that Mary Rose Wilcox has resigned to run for Congress which has
created a vacancy on the Board. He said that an appointment process was started, identical to
previous instances and the appointee will serve through the end of this year. He noted that
voters would determine who would serve the remainder of Ms. Wilcox’s term. He explained that it
has been a quick process because the Board wanted to fill the vacancy and get back to working
on the budget since the fiscal year begins on July 1st and there is still quite a bit of work yet to do.
He then thanked the Board Members and the 4 applicants for their interest – former Avondale
Mayor Marie Lopez Rogers, former Phoenix Councilmember Michael Johnson, former Arizona
Corporation Commission Policy Advisor Cristina Arzaga-Williams, and Phoenix Attorney Otilla
Diaz.
Supervisor Chucri stated the process is important, but is also the least fun when it comes to
selecting just one out of many talented individuals. He stated that the Board Members have been
very judicious in the process and that in the end, the Board needed to appoint an individual.
Supervisor Kunasek said that the process is serious in terms of the Board substituting votes for
several thousands of people in a district where there is a vacancy. He stated that there has been
debate on whether to appoint a placeholder or wait until the Fall election and let the voters have
the final say. He said that for him it came down to two candidates, Michael Johnson and Marie
Lopez Rogers. He stated that he really wanted to appoint someone that wants to be here and is
not just a placeholder.

Supervisor Hickman recalled going through the appointment process himself just 15 months ago
and said it was nerve racking. He said the process is significant and that it is an honor to be
considered and to get to this point. He stated that the communities that District 4 and 5 represent
cross paths and share portions of several cities. He felt it was important to nominate someone
that understands and has already worked with those communities. He said that the individual he
would like to appoint grew up on the farm fields of the West Valley, just as he did, and has spent
her life working and loving that community.
Supervisor Clint Hickman made a motion to appoint Marie Lopez Rogers to succeed Mary Rose
Wilcox as the District 5 Supervisor. The motion was seconded by Supervisor Chucri
Ayes: Barney, Chucri, Kunasek, Hickman and Clerk McCarroll.
Chairman Barney congratulated Ms. Rogers and thanked all of the applicants for their interest.
Marie Lopez Rogers thanked Mary Rose Wilcox for her dedicated service and acknowledged her
years of service to District 5. She thanked the Board Members for the process and said it was an
important process. She stated that she and the other applicant, Michael Johnson, had wished
each other luck, are great friends, have known each other for a long time, and she appreciates
the service that he has brought forth as well. She stated that she looked forward to working with
the Board of Supervisors on the budget and throughout the coming months. She said she looked
forward to working within District 5 and reaching out to those that need service. She concluded
by introducing her family and friends that were present to support her.
Marie Lopez Rogers was sworn in by Fran McCarroll then photos were taken.
