Re: UPS Partner Service Focus Group
Dear Chairman Barney & Supervisors
The Arizona Chapter Associated General Contractors (AZAGC) is the oldest construction trade association in
Arizona, representing highway/heavy/ civil contractors and their service suppliers since 1934. We BUILD
ARIZONA, the highways, transmission lines, power plants, water wastewater treatment facilities our contractors had
a hand in constructing them. AZAGC represents over 200 contractors and construction affiliated firms, and
approximately 19,000 employees statewide.
In January, I was appointed to the Construction subcommittee as part of the OPS Services Focus Group. Over the
course of five months the construction task force was asked to identify barriers to doing business with the County
and develop strategies to increase competition on County contracting opportunities. The primary barriers for
construction and professional services are as follows:
D Communication - Impacted stakeholders were not given the opportunity to engage the County
before significant procedural changes to Procurement Code were adopted.
D Specific Requirements on how to do business with the County.
Recommendations
D Solicit stakeholder input to procedural procurement code changes.
D Include Office of Procurement Services as part of the Maricopa County Regulatoty Process
Webs ite when there are procedural changes to the Procurement Code.
D Develop an easier online guide and application on how to procure work with the County.
AZAGC is in support of the Task Force recommended changes to OPS being considered on July 30, 2014. We
encourage you to adopt these recommendations as you continue to improve your organizational processes throughout
the County.
It was an honor to work on this task force as the Construction Chair of the UPS Partner Service Focus Group. Thank
you for the opportunity. I look forward to working with you and the other Board of Supervisors in the future.
Sincerely,
Avivnia
