Pragmatica is the developer ofJWI, CHD and e-Warrants, and has maintained and enhanced these
mission critical applications for many years. ICJIS technical resources that assisted Pragmatica in a
minor way with the development of these applications are no longer with the County. These
applications are very complex, integrated modules that access, translate, analyze, assess and present
confidential criminal history and law enforcement information, Pragmatica Is cleared and is accepted
by the Arizona Department of Public Safety to perform this work,

Pragmatica has worked for ICJIS and Maricopa County since 2004 and is the nationally -recognized
expert In this software by the Department of Justice, the Arizona Department of Public Safety, and by
the criminal justice and law enforcement agencies that use the applications inside and outside of
iviaricopa County. Attempts have been made to identify other sources of support through
procurement activities (statement of work and requests published to all vendors on the County body
shop), and through hiring and training activities of internal ICJIS resources. None of these activities
has been successful to date. •
PRICE •
MC1-352-B states: The Using Agency requesting a Competition Impracticable Procurement shall provide written evidence
to support a Competition Impracticable determination conta ning an explanation of why the proposed procurement
process is Advantaoeous to the County; and the scope, duration, and estimated total dollar value of the procurement.

The pricing for consultant services was established utilizing the OET body shop contract. We
presumed that as a contracted vendor, Pragmatica pricing would have already gone through a
comparison.
