Maricopa County covers an area of 9,226 square miles including 1,441 incorporated (15.6%) and 7,785 unincorporated (84.4%) miles. It measures 132 miles east to west and 103 miles north to south. With a population of approximately 4 million, Maricopa County ranks fourth nationally. Maricopa County consists of high-density urban areas, small towns and communities, rural farm and ranch areas, unpopulated desert areas and numerous recreational lakes and parks. Its topography ranges from flat desert to lofty mountain ranges, and temperatures range from highs above 110 degrees in the summer to below freezing in the winter. In addition to unincorporated County patrol, the Maricopa County Sheriff's Office is the designated law enforcement agency for eight municipalities via intergovernmental agreements. Maricopa County houses the capital of the State of Arizona, which is Phoenix, and 24 additional cities within the county's outer boundaries. Roads within the county include thousands of miles of fully improved roads, improved dirt roads, unimproved dirt roads and jeep trails. Maricopa County has three major interstates and numerous arterial freeways that run throughout the county. Interstate 17 runs north out of Phoenix and connects with Interstate 40 in Flagstaff. Interstate 8 lies between San Diego and Phoenix and connects to Interstate 10 just south of Casa Grande in adjacent Pinal County. Interstate 10 runs from Los Angeles east through Phoenix and ends in Jacksonville, Fl. Agency Problem: Over the past decade, Maricopa County experienced a phenomenal growth rate which has a significant impact on traffic related problems throughout the county. The high population and extensive road system within Maricopa County results in a very high number of motor vehicles traveling throughout the county at all times of the day and night. This high volume of traffic has caused an increase in the number of alcohol/drug related traffic accidents as well as alcohol/drug related crimes. The detection and removal of impaired drivers is critical to the safety of all citizens driving upon the roadways of this county. Although there has been an increase in population and traffic upon the roadways, the number of Deputies patrolling the roadways has remained the same. Due to the wide range of other law enforcement related functions performed by patrol Deputies, their ability to concentrate on traffic enforcement is severely restricted. When Deputies enforce traffic laws related to drug and alcohol violations it can take them off of the road for several hours. After completing his/her investigation, the deputy/officer may be required to transport and book the individual into jail. This single task may span more than 2 to 3 hours, leaving the deputy/officer unavailable for continued DUI enforcement. To address this issue in the past the office has assigned Detention support personnel to the command post. These Detention support personnel assist the Deputies with booking, fingerprinting, blood draws and transportation to the booking facilities. This assistance allows the enforcement personnel to return to the DUI detail more rapidly and improves overall efficiency of the operation. The Maricopa County Sheriff's Office conducts numerous DUI details throughout the year focusing on removing impaired drivers from the roadways of Maricopa County. The utilization of the DUI Enforcement details is extremely effective because it gives us the capability of focusing resources on known problem areas. With the mobility of these units they can be setup and used in any part of the county. With Maricopa County spanning approximately 9,226 square miles these details can be located as far as 50 miles from the closest booking facility. In order for the detail to be efficient it requires us to have a mobile booking facility on site. 2 DUI ABATEMENT COUNCIL Maricopa CSO AGREEMENT DUIAC-E-041 The operation of this mobile booking facility utilizes several Detention officers in order to relieve the burden upon the participating Deputies and get them back to the enforcement detail as soon as possible. Maricopa County currently operates the third largest jail system in the United States with an average daily incarcerated population of 8,096. With this large daily population within our facilities we see subjects under the influence of every major drug category. The Maricopa County Sheriff's Office has been nationally and internationally recognized for its Drug Recognition Expert Certification (DRE) program in conjunction with the Arizona Governors Office of Highway Safety. This program is crucial for certifying officers to recognize those drivers that are impaired by substances other than alcohol. During the certification nights our office provides DRE Instructor personnel to assist the certifying officers. The operation of these DUI Enforcement details and DRE certification nights can result in a heavy financial burden on both the sworn and Detention divisions of the Sheriffs Office. The number of minors that participate in desert parties in the remote areas of the county for the purpose of consuming alcohol continues to rise. These areas often go unchecked due to a county-wide enforcement personnel shortage that impedes the ability to target youth alcohol violations. This inability to effectively enforce these types of violations compromises the safety and security of our community. In addition these desert parties are also well known for the abuse of illegal and prescription drugs. When the attendees of a desert party leave the location they are generally under the influence of alcohol, drugs or both. This vastly increases the probability of an injury or fatal accident occurring within our county. The Lake Patrol Division has often been called to these parties in remote areas and has come across drugs such as XTC, Ketamine, Marijuana, Methamphetamine, Cocaine, and prescription drugs such as Oxycontin, Percocet, Xanax, Adderall and Soma. In addition to minors participating in desert parties there are those that will sell alcohol to individuals under 21 without checking ID as well as adults that will purchase alcohol for those under 21 without regard to the well-being of the individual's or the safety of the community. These individuals then get behind the wheel of a vehicle while intoxicated jeopardizing their safety and the safety of others on the roadways. Agency Attempts to Solve Problem: The Maricopa County Sheriffs Office has attempted to solve this problem during previous task force operations by providing a small number of Posse and Detention personnel for security, transport, and operational support. We have also supplied sworn personnel to the details for DUI enforcement. The number of Deputies assigned to each detail has been limited to those in specialty details or patrol Deputies that are required to flex off the time to avoid overtime. Deployment of the Detention support resources has allowed Deputies/Officers to remain on the road for sustained traffic and DUI enforcement rather than the cumbersome task of pre-booking, transport, and in-facility booking. Detention Officers have also been able to assist with DUI processing, phlebotomy, DRE, and security related duties. During the 2013 East and West Valley Holiday DUI Task Force, MCSO was able to supply booking services for all the participating agencies. In fact, the total number of suspects maintained and/or transported by the Detention support staff were 439 suspects, an increase from 2012 which was 384 suspects processed. In each case, Detention staff was tasked with completing the pre-booking process, the medical screening, and the final booking. MCSO has conducted DRE certification of Officers from across the United States and Canada. In 2013 a total of 104 DRE certification nights were coordinated and hosted by the MCSO DRE section. As of February 2014 there are 116 DRE certification nights scheduled through November, and DRE students scheduled for DRE certification from so far, 7 States and Canada in the year 2015. 3 DUI ABATEMENT COUNCIL Maricopa CSO AGREEMENT DUIAC-E-041 MCSO has worked with local schools and resource officers to identify potential problem areas within the county. When these areas are identified we have operated saturation patrols in those areas to combat the problem. We have also on request responded to the schools to educate students about the consequences of drug and alcohol use in an attempt to stop the problem before it occurs. Agency Funding: State DUI Abatement (E) funds will support Personnel Services (Overtime) and Employee Related Expenses to enhance DUI Enforcement and Education throughout the County of Maricopa. How Agency Will Solve Problem With Funding: The overtime funding will be used to cover overtime cost for Deputies and Detention support personnel. There will be $40,000 allocated for deputy overtime for the DUI Task Forces which includes both East and West Valley Holiday details. There will be additional monthly DUI saturation details in identified problem areas as long as funds allow. There will be $40,000 assigned to these details to cover the overtime for the Detention support personnel. This staff will handle booking, transportation, and security and phlebotomy services to allow the Deputies to return to the enforcement detail as soon as possible. The overtime budget also includes $25,000 for overtime cost related to underage drinking enforcement. This shall be used to pay overtime for Deputies and detectives to work desert parties and other identified youth problem areas. These details will run monthly or more often as needed as long as funds allow. There will $25,000 for overtime associated with the DRE Certification Nights held at the 4th Avenue Intake and Con-Tents facilities. This funding will be used for overtime for DRE instructors and Detention support personnel to work these details. The amount of these details depends on the number of requests coming from agencies throughout the nation but tend to average two a month or eighty to one hundred nights a year. Accurate data on alcohol involvement is essential to understanding the full extent of the role of alcohol and to assess progress toward reducing impaired driving. Arizona is presently and consistently below the documented average among the states in the Blood Alcohol (BAC) testing of drivers involved in fatal motor vehicle collisions. Each law enforcement agency that receives an enforcement-related grant is required to ensure that this accurate data on all drivers involved are reported. Failure to comply may result in withholding funds and cancellation of the enforcement contract until this requirement is met.
