Angie Flick, Strategic Business Planning Administrator, presented a Draft Priority
Statement for the District created by District staff and the Office of Management and
Budget. She introduced Kate Blunt who facilitated the discussion of the Strategic Plan
for the Flood Control District. The Directors and staff from the Flood Control District
discussed how to best identify the Strategic Goals.
DRAFT PRIORITY STATEMENT
The Maricopa County Flood Control District will reduce existing flood risks
to an acceptable level in urban areas and promote future flood risk
reduction in rural areas by sustaining the current existing flood control
infrastructure, and proactively using the various flood hazard mitigation
measures at its disposal.
Flood Control District staff presented maps showing the build-out of flood controlling
infrastructure over a span of years in Maricopa County. These maps assist in planning
which areas may need the most immediate focus. They also supply information for
those who own property in the area and who use these maps as they look to possible
future use of their property. People who may want to build in floodplains need to know
the mitigating risks and about the flood hazards.

1. STRATEGIC PLANNING FOR MARICOPA COUNTY
Discussion and possible action/direction regarding strategic planning for Maricopa County.
(C-49-14-038-M-00)
Chairman Barney welcomed the other Elected Official in attendance. He explained that
the goal in this Strategic Planning effort was to include all of the County Elected Officials
in the entire planning and development process.
Angie Flick, Strategic Business Planning Administrator, presented a review of previous
meetings and accomplishments on the Strategic Planning process for Maricopa County
and indicated that this meeting was designed to finalize the goals. Five strategic
priorities had previously been developed; now the focus would be on determining the
most relevant goals related to each priority.
The goals are used to clarify, manage and direct the efforts of the entire County. The
group needs to determine the effectiveness of the goals in achieving their desired
results, how efficiently and effectively this is being done, and where to focus efforts of
needed resources in the future.
As the presentation proceeded suggested goals were either determined to be county-
wide goals or department specific goals. In either case, the direction provided and the
data subsequently gathered would be available as resource material to continue to
provide guidance toward the main priorities.
Discussion ensued on whether the selection was a right mix of strategic goals, county
indicators and/or departmental goals. The following is the final determination of the
Priority Statements and the related goals. Staff will work with relevant Offices and
departments to suggest timeframes, percentages and other target numbers for the goals
which will be presented to the Board at a later date.

responsible, necessary public services so that residents can enjoy living in a healthy
