Ball, 623-584-4288, Ext 414 (marketing2@porascw.org) BACKGROUND Sun City West is an unincorporated suburban retirement community of approximately 17,000 homes completely surrounded by municipalities and busy roadways. The southern border of the community is Bell Road, the most heavily travelled non- highway road in Arizona Much of the West is bordered by US60/Grand Avenue, a major roadway linking the Phoenix area with communities to the northwest, from nearby communities to Las Vegas, 250 miles away. Some of the traffic is also cars and trucks getting on and off of SR303, a multi-lane highway that will soon be freeway. That roadway is the community’s northern boundary. Both of these routes have a large amount of truck traffic, as well as automobiles. Sun City West is a retirement community with the average age of the residents at 75.6 years. Many in the community drive the streets in Neighborhood Electric Vehicles and golf carts. The law limits these vehicles to be on roadways where the posted speed limit is 35 MPH or lower. All of the streets in Sun City West fit that criterion. Because the community was designed for retirees the primary traffic design emphasis was on travel between homes and recreation facilities, such as golf courses, tennis courts, and numerous club houses for residents to enjoy their hobbies. There are 27,000 residents in the community. However, many people from outside the community who use the roadways in Sun City West are not familiar with the slower speed limits and also not familiar in sharing the roadway with smaller and slower vehicles used by the retirees. They are also unfamiliar with sharing the roadway with Neighborhood Electric Vehicles (NEV) and golf carts. The 11.1 square miles in the community has only four entrance and exit points, so there is little benefit to people using the community as a drive through. Nonetheless, many people seem to do this. This is especially a concern on the community’s two principal arterial roadways: R. H. Johnson Boulevard (4.5 miles) and Meeker Boulevard/Camino del Sol (3.5 miles). There is considerable concern this practice will increase when the Arizona Department of Transportation re-builds the busy intersection of Bell Road and US60/Grand Avenue—one of the most heavily travelled intersections in the entire state. This project will begin in a few months. These principal arterials, and some other roadways in the community, are wide, winding, multi-lane and often divided roadways. Many drivers—especially those from outside the community--exceed the posted speed limit of 35MPH and create a hazard for local motorists, both in automobiles and golf carts. This has been a chronic problem. Law enforcement in our community is provided by the Maricopa County Sheriff, which is responsible for enforcement for an area exceeding 9,000 square miles. The sheriff is supported in the community by a very active volunteer posse, which provides many valuable services such as patrols and traffic control. However, the posse members are not commissioned police offices and cannot write traffic citations. It is our belief, based in part on past experiences, that an automatic sign that advises motorists of their actual speed while reminding them of the speed limit in the area is a great help in reducing travel speeds without requiring the constant use of deputies to write citations. Though the Traffic Safety Committee of the Sun City West Property Owners and Residents Association (PORA) is submitting the grant, we are doing it in collaboration with the Sun City West Sheriff’s Posse which will store, maintain and operate the signs. This is a one-time grant request with an indefinite lifespan. The MCSO posse will maintain the equipment, and we anticipate it being useful for several years. We have not requested funds from any other organization. We would implement the signs within 90 days of receiving the grant funds. We are asking for funds for two different signs. One would be attached semi permanently to a post along a busy roadway. The other would be portable and would setup for special circumstances that arise in and around the community such as festivals, major golf tournaments and roadway detours. It would also be used at various sites where the cars are reported as travelling at a higher rate of speed than is posted or safe. Once the signs are installed, we will be able to measure actual vehicle speeds and track speed related accidents and compare those to earlier figures. These would contribute greatly to the public safety in our community. I have attached a copy of the joint agreement between PORA and the Posse for this project.
