SCOPE OF SERVICES PROJECT SPECIFIC
Project Overview
Project Location
This project is located within Maricopa County along Marieopa County Highway 85 (MC 85) from
Jessie May Way (west of 107th Avenue) to the intersection of 75 th Avenue (approximately 4.2 miles).
Project Background
MC 85 currently varies between a 4-lane and a 5-lane Arterial street section throughout the project
corridor. There are SRPI and private irrigation facilities located throughout the project limits along the
north and south sides of MC85. These irrigation facilities provide irrigation water delivery to the active
agricultural fields along the south side of MC 85. There is significant off-site runoff, especially in the
vicinity of 83rd Avenue where an upstream breakout occurs from the flood pool north of the UPRR.
Though the MC85 roadway improvements do not traverse the UPRR, there are potential drainage
improvements that will cross the1.1PRR. right-of-way and require coordination.
Project Purpose
MC 85 is an important link within the regional transportation network, not only to accommodate the
existing and future development within the corridor, but also as an alternative route to I-10 for the
communities of Phoenix, Tolleson, Avondale, Goodyear and Buckeye. The Marieepa County
Department of Transportation (MCDOT) has been planning improvements to MC85 since 1997, when
the that Corridor Improvement Study was prepared. More recently, MCDOT designed MC85 from 75th
Avenue to 107th Avenue beyond the 90% level with the intent of constructing the proposed roadway,
drainage and utility improvements utilizing MCDOT funding. Since then, MCDOT has entered into
negotiations to partner with the City of Phoenix (COP) through an inter-governmental agreement (IGA)
to design, construct and maintain these proposed improvements.
Project Description
The Consultant shall prepare Final Design (95%) Plans, Specifications, and Estimate documents for
MC 85 roadway improvements from Jessie May Way (west of 107 th Avenue) to the intersection of 75 th
Avenue (approximately 4.2 miles), and roadway and intersection improvements of MC 85 and 107 th
Ave, 99th Ave, 91st Ave, 83rd Ave, and 75th Ave. The roadway improvements include widening of MC
85 and the inclusion of curb and gutter, including major cross-streets approximately one-quarter mile
north and south of MC 85. The project was previously prepared to the 90% design level by others with a
closed storm drain system. The roadway horizontal design will remain the same from the 90% design
with the exception of the storm drain design and roadway vertical profile which will be modified as
defined in this scope of services.
Length of Services
The estimated contract time shall be 365 days from the date of Notice to Proceed. The Consultant shall
deliver the Pre-Final (roll-plot) submittal three months from the date of Notice to Proceed. The
Consultant shall deliver the Final (95%) submittal six months from the date of Notice to Proceed.

SECTION 800 TECHNICAL MEMORANDA AND REPORTS
800.1.4 Traffic Analysis
The scope of this project does not include additional traffic analysis and therefore the Consultant
assumes there is no scope associated with this task. As such, the intersection configurations and turn
lane lengths shown in the 90% design (by others) will be used in the final design.
800.1.6.'3.1 -Update and Submit Pre-Final Drainage Report
The Consultant shall review and update the Pre-Final Drainage Report dated February 2013 prepared
with the 90% design (by others). The Consultant shall provide drainage design per the Draft Value
Engineering Report dated August 2013. Based on the recommendations of this report it is assumed that
the final design will include an interim retention basin concept. The basins will be located on private
property per County Standards where possible. The drainage concept requires each private property be
responsible for their half-street drainage and as such it is assumed that a retention basin will be provided
on each property that does not already meet this criterion.
Scuppers will be located as necessary for street drainage requirements to convey runoff to the basins.
The final grading for the retention basins will not be completed as part of this scope, but preliminary
size and layouts of the retention basins will be included on the Roadway Plan sheets to meet the volume
requirements of the City. In. addition, the Pre-Final drainage report will include the required retention
basin volume for each property.
The Consultant understands that there are a few developments on the north side that will not be able to
contain their half-street drainage and therefore this drainage will need to be piped to the south side
retention basins. The Consultant assumes up to six cross-culvert/storm drain locations as part of this
scope of services.
The Consultant shall prepare the Drainage Report incorporating the comments received from the
Project Manager and based on the guidelines provided in the Project Development Manual - Volume
Ill (Scoping). The Consultant shall submit the updated Pre-Final version to the Project Manager

horizontal roadway geometry will be based on the previously prepared 90% plans, The roadway design
will hold the north curb alignment where possible. The vertical profile will be developed to match as
close to existing grades as possible while maintaining minimum slopes for drainage and meeting City of
Phoenix requirements for vertical grade difference required between the roadway and adjacent building
finished floor elevations.
Based on recommendations from the Draft Value Engineering Report dated August 2013, the
Consultant will review the conditions and vertical profile of the existing north curb and gutter and
pavement to try and utilize the existing work into the Final design to the extent possible. The
Consultant will coordinate with MCDOT regarding the findings of this assessment to determine the
limits of the existing work to remain. As part of the assessment, the Consultant will provide MCDOT
with any design variances required in order to retain as much of the existing curb and pavement.
900.1.4.4.3 Signing and Marldng Plans
Per MCDOT's direction, the signing and marking plans will be developed at a later stage by contract
modification. No signing and marking plans will be developed as part of this phase of the project. The
Consultant will review the 90% signing and marking plans for general conformance with code
requirements.

MCDOT PROJECT NO, TT345
FINAL DESIGN
SCOPE OF WORK - DRAINAGE
Project Location
The segment of MC 85 between 107 th Avenue and 75th Avenue is located in Maricopa County,
along the border between the City of Phoenix (south side) and the City of Tolleson (north side).
The 4-mile segment of the corridor traverses through a mix of agricultural, industrial and
residential areas.
Project Description
The Maricopa County Department of Transportation (MCDOT) has retained the services of
ICimley-Horn and Associates (ICHA) to prepare final design documentation for the construction
of roadway, drainage and utility improvements. The project would modify the existing
configuration of the roadway from 5-lane to 4-lane with raised median and turn lanes at major
intersections. Bike lanes, curb-and-gutter and sidewalks are also included, requiring the
construction of storm runoff collection and conveyance systems and utility relocations.
90% stage (initial design) project deliverables were completed in 2013 under a prior contract. A
value engineering analysis of the 90% plans recommended the elimination of the proposed trunk-
line closed drainage system in lieu of linear retention basins within the proposed roadway right-
of-way. Modifications to the roadway and utility relocation designs were also recommended.
The I<HA team will conduct the recommended modifications to the initial design concepts and
complete 95% and final stage project deliverables.
Andes Engineering (Andes) will provide sub-consultant services to KEA for the final design of
drainage facilities for the segment between 75 th Avenue and 83' Avenue, and conduct peer
review of drainage plans and drainage repoits for the entire project.

Engineering Scope of Work — Drainage
Drainage Design — 75 th Avenue to 83" Avenue
Off-site Drainage
The initial design concept includes an open channel and temporary retention basin system on the
north side of MC 85 between 79th and 75th Avenues with capacity for the 2-year 6-hour off-site
storm event. The same system is used for the collection of pavement runoff from the MC 85
westbound lanes. Hydrologic, hydraulic calculations and designs will be reviewed by Andes but
are not expected to be modified for final design.
On-site (Pavement) Drainage
The closed storm drain system proposed in initial design is being eliminated as recommended.
Andes will conduct design of catch basins, storm drain laterals and liner retention basins based
on the revised roadway profile and configuration and available right-of-way. This task includes
delineation of pavement and roadside drainage areas; peak runoff calculations; spread, catch
basin, storm drain, retention basin and drywell calculations.
Pipe Hydraulics
Andes will conduct hydraulic design of proposed storm drain systems.
Drawings
Andes will complete proposed CADA drainage base files. Plan sheets will be completed by
KHA.
Drainage Report
Andes will provide text, tables and graphics for inclusion in the project's Drainage Report. The
Drainage Report will be prepared by KEA.
Quantities
Andes will estimate drainage quantities for the 83r d to 75th Avenues segment. Cost estimates will
be completed by KEA.
Submittals
