Jefferson Phoenix, AZ 85003 BOARD OF SUPERVISORS The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in an Informal Session at 9:30 AM on Monday, May 4, 2026, in the Supervisors’ Auditorium 205 W. Jefferson, Phoenix, AZ 85003, with the following members present: Kate Brophy McGee, Chair, District 3; Debbie Lesko, Vice Chair, District 4; Mark Stewart, Supervisor, District 1;Thomas Galvin, Supervisor, District 2. Absent: Steve Gallardo, District 5. Also present: Juanita Garza, Clerk; Mia Vargas, Minutes Coordinator (remote); Jen Pokorski, County Manager; Brooke Worcester, Legal Counsel. PRESENTATION 1. AMERICA250 YOUTH ESSAY CONTEST Presentation regarding the America250 Essay Contest in celebration of the 250th anniversary of our Nation's founding. Acknowledgment of the three winners of the America250 Essay Contest . (C-06-26-319-X-00) Chair Brophy McGee called the meeting to order and introduced the first item on the agenda, the Maricopa County’s America250 Youth Essay Contest. She stated that when she became Chair at the beginning of the year, she had a special surprise for her predecessor, Supervisor Thomas Galvin. She tasked him with leading America’s 250th anniversary efforts and noted that he took this task and ran with it. Supervisor Galvin noted that the contest drew 320 student submissions across three age groups (grades 3–5, 6–8, and high school). He acknowledged the three winners. Elementary School winner: Liberty Sharpe (4th grade, District 3, Desert Cove Elementary) Essay title: "America is a cookbook”. . Middle School winner: Lyric Sharpe (7th grade, Shea Middle School) Essay title: “More Than Just a Piece of Fabric. High School winner: Veronica Rodriguez (Junior, Valley Vista High School, District 4) Essay title: “More Than a Dream.” The three winners came up to the table and read their essays before the Board. The Board recognized the winners and commended their writing skills, patriotism, and embodiment of Informal Meeting Minutes Monday, May 04, 2026 Page 2 of 6 the American Dream, emphasizing that hard work and core values can lead to limitless opportunities in the United States. COUNTY SUPERVISORS ASSOCIATION OF ARIZONA BUDGET OUTLOOK Presentation by the County Supervisors Association of Arizona (CSA) on budget trends and constraints facing County Governments. Policy and budgeting decisions made by the state and federal government impact county budgets. CSA will present on items that are currently being discussed as the state legislature negotiates a budget, constraints on county revenue and spending authority, policy changes that drive county costs, and emerging issues. (C-06- 26-324-X-00) Craig Sullivan, Executive Director of the County Supervisors Association (CSA), presented before the Board, and briefed them on current and projected County budget challenges. Informal Meeting Minutes Monday, May 04, 2026 Page 3 of 6 Informal Meeting Minutes Monday, May 04, 2026 Page 4 of 6 Informal Meeting Minutes Monday, May 04, 2026 Page 5 of 6 Mr. Sullivan explained that counties lag behind the state and municipalities in revenue growth because they do not receive income tax sharing and are heavily reliant on property taxes with limited revenue “toggles.” Board members asked questions regarding property tax elimination movements, inflation and housing market impacts on revenues, the County’s experience during the Great Recession, the effect of the Wayfair decision and state-shared sales tax trends, and the transparency of ALTCS (ALTCS/“all tax”)–related formulas. Mr. Sullivan stated that recent sales tax performance was unusually strong but is returning to more typical growth, and that Wayfair revenues are being absorbed by overall growth in program costs. Mr. Sullivan commended Maricopa County’s budgeting practices, citing efficient service delivery, low tax burden, lack of general obligation debt, and a AAA credit rating, and noted that economies of scale would be harmed by balkanizing the County.
