Maricopa County Protective Services Department Administration Maricopa County Attorney’s Office 401 W. Jefferson Street LUHRS BUILDING SECURITY PLAN 2014 Phoenix, AZ 85003 Phone: 602-372-1277 11 West Jefferson Street, Phoenix, AZ Fax: 602-506-4275 www.maricopa.gov Introduction The purpose of this security plan is to provide an overview of the security elements for the Maricopa County Attorney’s Office (MCAO) and to describe the controls to be implemented in order to provide basic security for the facility and the county personnel working at the Luhrs Building. The security plan also identifies general operations, responsibilities and expected behavior of all individuals who access the lobby of the Luhrs Building. Current Security Whelan Security provides unarmed security watchmen from 1700 hrs to 0900 hrs, Monday through Friday, and 24 hrs a day on weekends and holidays. They provide security for the Luhrs City Center complex with video monitoring capabilities at the Luhrs Building from the 16 fixed camera positions around the Luhrs City Center complex. At least four of the cameras monitor activity at the Luhrs Building; one camera covering the lobby, one camera covering the back door and hallway (interior) and two cameras (daylight/infrared) covering the exterior of the rear door (employee entrance) and the alley in a westerly direction. There are three access card reader systems currently in operation. One system is owned and operated by the Luhrs City Center. It permits and regulates entry and access through exterior doors and specified interior doors as per tenant agreements and permits elevator usage to designated floors. The second and third systems are owned and operated by Maricopa County. One system secures MCAO facilities and the other controls access to the telecommunication areas. All private (leased/corporate) areas are secured primarily by the access card reader systems and/or cipher key lock - key pad data entry systems owned by the Luhrs Building management. General operational/maintenance areas utilize primarily key/lock security. From the front lobby, two restrooms are accessible for tenants/guests only and are not available to the general public. Across from the restrooms is a USPS mail distribution center for tenant use only. Arcade storefronts and an interior passage (behind the Arcade, south side) from the Luhrs Building to the Luhrs Tower are also accessible to authorized Luhrs system access card holders. All stairs/floors are secured by an access card reader system and/or a cipher key lock - key pad data entry systems. The only exceptions are the lobby level interior stairway door and the ground level interior alley door. They cannot be secured from the inside and open into the lobby or alley, functioning as emergency exits. This document contains confidential information for FDIC Official Use Only. It shall not be duplicated, used, or disclosed in whole or in part without prior written permission from the Information Security Staff. 02/18/2014 There are two elevators in the lobby (a south elevator and a north elevator.) Both elevators are access card reader systems and/or cipher key lock - key pad data entry systems controlled. There are two (2) floor exceptions to the key card/key pad access. Floors 2 and 6 are currently accessible to anyone entering the building. Access, however, is limited to a secure anteroom (mantrap), staffed by a receptionist or other administrative personnel. An MCAO access card is required for entry into any of the employee only areas. Access to any of the other employee only floors occupied by the MCAO is made through a small secure anteroom staffed by a receptionist or administrative specialist. Although no violent criminal activity was acknowledged by on-site Whelan Security personnel, or the Investigation Division of the Maricopa County Attorney’s Office, it was revealed that transients, panhandlers, trespassers and car prowls were issues requiring constant vigilance. In addition, at any given time there are active threats against MCAO staff that are being monitored. Proposed Security Upgrade Based on the current security vulnerabilities, the same level of security that is provided to the employees of the MCAO working in the Maricopa County Administration Building, 301 W. Jefferson St., Phoenix, AZ should be implemented for MCAO personnel working at the Luhrs Building. However, due to non-County commerce being conducted on the 10th floor by the Law Offices of Richard Strohm and the Law Offices Hagens Berman, modifications are necessary to accommodate the private tenants. The following modifications to previous recommendations have resulted. 10th Floor Access (Non-County) Tenants: Authorized personnel possessing a Luhrs Building access card may use the interior stairwells or either elevator to access the 10th floor. They may enter through the employee alley entrance, from the Luhrs Arcade passageway, from one of the building store storefronts or through the public entrance facing Jefferson Street. Escorted guest(s) entering the lobby through the public entrance may proceed without security screening to the 10th floor if accompanied by a tenant with an approved Luhrs Building access card. Guests: Unescorted guests wishing to access the 10th floor will be required to undergo security screening. Possible actions for 10th floor clientele to avoid screening: Providing guests with a Luhrs Building 10th floor only access card. Having an employee from the 10th floor respond to the lobby and escort the guest to the 10th floor. Authorized deliveries to the 10th floor will not be screened if they have the key pad code. Page 2 Maricopa County Attorney’s Office Security Standards Staffing of the public access lobby during normal Maricopa County business hours o 7:00 AM to 8:00 AM – one uniformed/armed security officer to monitor employee ingress to the building from both the alley and front door. Detect, deter, alert (Protective Services Department Command Center), respond to and interdict any suspicious activity occurring within the span of the security post. Provide escorts to MCAO staff from the Luhrs City Center parking area to the Luhrs Building on an as needed basis. o 8:00 AM to 11:00 AM and 3:00 PM to 5:00 PM - one uniformed/armed security officer to monitor activity occurring at the alley and public entrances, and in the lobby of the Luhrs Building. Visually assess the safety and security of Maricopa County employees and the visitors entering and exiting the building via the main lobby. Monitor via closed circuit television activity occurring in and around the Luhrs Center. Assist and screen all non-county employees indicating that they have business with MCAO and 10th floor guests who are unescorted. o 11:00 AM to 3:00 PM – one to two uniformed/armed security officers to provide security as indicated above during lunch break egress/ingress at the Luhrs Building. o 5:00 PM to 7:00 PM – one uniformed/armed security officer to monitor employee egress from the building through both the alley and front doors. Detect, deter, alert (Protective Services Department Command Center), respond to and interdict any suspicious activity occurring within the span of the security post. Provide escorts to Maricopa County personnel as necessary from the Luhrs Building to the adjacent Luhrs City Center parking garage. Installation of two free-standing, electronic weapon detection systems, a walk-through metal detector and an x-ray (package) scanner in the Luhrs Building lobby, north of the existing security desk/post. Develop and install mutually agreed-upon signage to the effect that persons and property are subject to search upon entry. Connect the Luhrs City Center security cameras to the Protective Services Department (PSD) video surveillance system for dual monitoring at the PSD Command Center (24/7) and at the Security Post in the lobby of the Luhrs Building 7:00 AM – 7:00 PM, during normal Maricopa County business days. Install desktop computer with Maricopa County intranet and internet capabilities at the existing security desk in the public lobby adjacent to where the security equipment will be installed. Page 3 Install a quad split-screen monitor for the Luhrs Building closed circuit cameras at the existing security desk in the public lobby that depicts views of the alley, alley entrance and interior hallway. Install a landline telephone system to contact Maricopa County Attorney’s Office and 10th floor personnel, PSD Command, etc. There are two (2) significant factors’ that must be considered concerning this security plan. First is sustainability. Personnel, equipment and training are annual reoccurring expenses that will require continued support. Second, flexibility and interoperability with other security, safety and law enforcement agencies is essential as the threat levels fluctuate and technology changes. Security Concerns In the event of a fire alarm, each fifth floor interior stairwell door will unlock (per City of Phoenix fire code). Unscreened non-County personnel from the 10th floor would then have potential access to the previously secure areas within the Maricopa County Attorney’s Offices. Special Note On or about 04/01/2014, a Bitter & Twisted Cocktail Parlour will be opening to the public at 1 West Jefferson St. The entrance to the bar – lounge will be located just east of the public entrance to 11 West Jefferson Street. The business will occupy the northeast portion of the building, ground floor and two-thirds of the storefront. The remainder of the storefronts (116 and 118 Central Ave) will remain storage and office space for the Luhrs Building management. Bitter & Twisted Entrance Luhrs Building Public Entrance At about the same time the Bitter & Twisted Cocktail Parlour is anticipating its opening, reclamation of building materials from the Luhrs Central Building will begin in preparation for demolition. As of 01/11/2014, it had not been determined how extensive pedestrian movement between the Luhrs Center Parking Garage and the employee (back) entrance to the Luhrs Building will be affected when actual demolition of the Luhrs Central Building occurs.
