Subject: Fiscal Year 2014-15 Budget Submittal
Attached you will find the Fiscal Year 2014-15 Budget and supporting schedules for the
Maricopa County Treasurer. I want to thank the County Management and staff for
meeting with us related to our budget issues and concerns. We have made a concerted
effort to overhaul our budget activities and strategic plans to produce a more meaningful
budget to enhance transparency for the public and better communicate our budgetary
needs.
The Treasurer’s Office is submitting its Fiscal Year 2014-15 Budget at the threshold of
$4,784,047. In order to accomplish this goal, the Office has made deep sacrifices in our
Fiscal Year 2014-15 budget. Our Fiscal Year 2014-15 based budget reflects a reduction
in half of our temporary employees, amounting to ($64,000). This reduction will
accommodate a supervisory position in Technical Services that has been desperately
needed. Additionally, to reach the budget threshold the Office reduced services and
supplies expenditures by ($100,000). Although this move has been painful, it
demonstrates the Treasurer’s Office strong commitment to its employees which are our
highest funding priority and greatest asset.
The Treasurer’s Office is in need of three additional staff positions, at a cost of
$327,756, described in more detail in the supporting information. This need addresses
the significant understaffing in the Information Services Department that is embarking on
an unprecedented software replacement that will impact stakeholders countywide. As
part of this huge undertaking, the Office is also requesting $522,500 to fund the
subsequent phase for the TIS project consultants. In addition to staffing needs, the
Office requires the tools to effectively perform its statutory duties. The Treasurer’s Office
requests funding of $155,300 to refresh our failing computers that have exceeded their
life cycles, leading to software conflicts and unsustainable hardware failures.
I respectfully ask that you approve our budget as requested.
Sincerely,
RICHARD V. GREENE,
Deputy Treasurer
