The need is support for the GPS equipment lease payments. This cost has been increasing at about $75,000 per year. Probation Fees has been paying this cost but can no longer cover these ongoing increases. 6 GENERAL FUND: Probation Manager (Division Director) – as part of the FY2010 budget reductions, a Probation Manager position was inactivated. However, Adult Probation never stopped growing but has in fact experienced steady growth both in caseload sizes and related staffing. A need exists to reinstate this Probation Manager in FY16 in order to provide appropriate oversight for Domestic Violence, Veterans Court, Prison Re-entry, Interstate Compact and Community Restitution programs and to work with criminal justice and community agencies on items related to program requirements, needs and other items related to the success of these programs and the probationers on them. GENERAL FUND/DETENTION FUND: Support Staff (Justice System Clerk) – part of the FY2010 budget reductions included the inactivation of 23 Adult Probation support positions. However, this department has continued to experience growth in both clients and officer staff. It is not productive to have officers perform support duties. In order to maintain the high successful completion of probation rates and low recidivism rates, officers must dedicate their time to supervision of caseloads and working with clients on behavioral change practices. Therefore, a re-establishment of three support positions in FY15 is requested for the largest Adult Probation programs. RETURN OF FY 2014 BUDGET BALANCING ADJUSTMENT: The loss of these funds in both Fund 100 and Fund 255 created a situation where vacancy factors had to be artificially increased and operating costs could not be funded at appropriate levels. ASSISTANCE WITH FUND 201 FY 2015 REVENUE SHORTFALL: The loss of these funds created a situation IN Fund 100 where the vacancy factor had to be artificially increased and operating costs could not be funded at appropriate levels. PROBATION FEES NON-RECURRING: We are requesting the use of $674,485 in carryover funds for vehicle, IT, and copier equipment replacements and contract positions. 7
