Agenda Item Id: Item Title ADDITION TO THE FLEET OF TWO VEHICLES C Number: C-22-12-040-V-00 Action Requested: Approve as a one-time addition to the fleet two 2012 Ford Escape 4-door vehicles, valued at $20,000 each for use by the Community Justice Support Services (CJSS) program staff. CJSS Specialists provide intensive case management to probationers and their family members to increase their self-sufficiency and decrease risk of reoffending. Funding for these vehicles is included in the FY12 Human Services Detention Fund budget for CJSS. Annual operating and maintenance costs estimated at $3,500 each, also to be paid out of Human Services Detention Fund Non Recurring CJSS Budget. A detailed cross- referenced list of vehicle identification numbers is kept on file in the Clerk of the Board’s Office. Board Required Information: These vehicles will be used by Community Justice Support Services program staff to travel to meetings with probationers and their family members, community-based treatment and assistance programs and other official functions. Community Justice Support Specialists meet regularly with probationers and their family members in locations such as client homes, neighborhoods and public areas. To maintain employee safety the two County marked vehicles will be used by staff when making contact with individuals and their families in the community. The vehicles will also be used to provide transportation, when needed, for those who otherwise would be unable to participate in behavioral and medical health programs and other therapeutic activities. Transporting of clients is not allowed in privately owned vehicles. Additional Information: The Community Justice Support Team consists of four Community Justice Support (CJS) Specialists who work in teams of two at all times. These CJS Specialists are responsible for intensive case management activities for 60 Adult and Juvenile Probationers and their family members. The primary goal of the Community Justice Support program is to reduce recidivism by engaging probationers and their family members in activities designed to increase self-sufficiency and decrease risk of reoffending. Building close relationships with clients enhances the ability of a case manager to engage clients in the activities that will promote change and skill building for increased quality of life. CJS Specialists meet regularly with probationers and their family members in locations such as client homes, neighborhoods and public areas. Performing social services within the community oftentimes poses risk for case managers, particularly if the lines of personal and business presence are blurred. Utilizing personal vehicles for daily contacts within the community can add risk that a client, family member or neighbor will view the case manager as a friend, rather than a professional case manager. There is also an increased risk for case managers in their personal vehicle to be followed out of the caseload community and into their personal community. Using a County vehicle clearly marked with Human Services will provide the appropriate messaging and reduce the risk for our case managers. One barrier to success for many probationers and their families centers on transportation challenges. CJS Specialists will provide transportation for those who otherwise would be unable to participate in behavioral and medical health programs and other therapeutic activities.
