Board of Supervisors
1. PRESENTATION BY ARIZONA ASSOCIATION OF COUNTIES
Presentation by Arizona Association of Counties (AACo). (C-06-14-100-M-00)
Jennifer Sweeney, Executive Director of AACo
County Recorder Helen Purcell explained that she is currently the Maricopa County
coordinator for the Arizona Association of Counties (AACo) and noted the name change for
AACo’s newly elected executive director, Jennifer Sweeney Marson, a newlywed just back
from her honeymoon.
Mrs. Marson said AACo, founded in 1968, is the only statewide organization representing
Arizona’s elected county officials and their governments, and spoke of its two branch
organizations, Arizona Association of Counties and the AACo Foundation – the Arizona
Government Services Foundation.

AACo Foundation is a volunteer Board of Directors with one representative from each county
and one from each elected office. She announced the newly elected officers:
The Hon. Buster Johnson, President
The Hon. Brad Carlyon, 1st Vice President
The Hon. Manny Ruiz, 2nd Vice President
The Hon. Chad Roche, 3rd Vice President
The Hon. Keith Russel, Immediate Past-President
She also noted the AACo Foundation’s board representation from Maricopa County
The Hon. Helen Purcell, Maricopa Representative
The Hon. Michael Jeanes, AACO representative on NACo Board
The Hon. Phil Hazlett, Constables Representative
Ms. Marson said the AACo staff of four handle varied services that this past year included 17
customized research projects, 37 in-county meetings and 3,121 requests for various other
services. From January through June 2013 they tracked about half of the 1,158 bills that were
introduced through the legislative process, held 400 meetings with legislators, 545 meetings
with stakeholders and 166 meetings with the Governor or her executive staff.
AACo is very involved in advocacy and tracked 664 bills of the 1,158 bill that were introduced
in last year’s legislative session (January through June) that were related to counties. She
said that speaks to the volume of work in which counties are involved – about half of all the
bills introduced at the legislature.
She explained that AACo is best known for their advocacy work but they also provide, or are
planning to provide, many other services in dealing with counties that are either free or at a
discounted cost.

Mr. Barney asked about the similarities between AACo and CSA (County Supervisors
Association) and if the County is a member of AACO through the membership in the National
Association of Counties (NACo) or if it is a direct membership.
Ms. Mason explained that a county’s membership in AACo automatically makes them a
member of NACo. Maricopa County also has a direct membership in NACo. She said that all

of the counties in Arizona have elected to be members of NACo through their state
associations making Arizona one of the 100% States.
She stated that there is a definite overlap between AACo and CSA – AACo was founded in
1968. AACo works with all elected positions not just county supervisors, however,
supervisors have a seat on the AACo Board. A disagreement between the supervisors and
other elected officials occurred in the late 1980s and resulted in some AACo members
creating CSA.
