Hello Kurt,
have a few questions. Please let me know if you can help me or where I might find the information.
My questions are:
1) Where will the water for the homes and the golf course come from? Vista Verde is located within the
approved service area of Rio Verde Utilities, the approved designated water provider for the property. The
water used by Rio Verde Utilities comes from wells near the Verde River, north of Rio Verde, These be no

2) Will you be allowing swimming pools, grass lawns, etc.? What will be the restrictions (if any) on the
types of plants allowed? Vista Verde will not have specific restrictions on pools or turf areas. However,
the amenity area that will be developed on the property will include a large activity pool and a lap pool. in
our experience for the active adult lifestyle, we anticipate that only a small percentage of homes may include a
oi Similar to pools, we expect limited amounts of turf areas within the home sites.
3. If wells, have you conducted an aquifer impact study and do you have a graph showing projected water
usage at the various stages of the build out? As part of the ADWR approval process, ADWP. requires the
water provider to analyze each well in terms of its potential to impact the acquifer. This analysis did not
identify any impacts beyond what is in accordance with ADWR

Subject: RE: VISTA VERDE
William, thank you for your email regarding our proposal for the Vista Verde community. As you know, Vista Verde is an
approved development master planned (DMP) community approved by Maricopa County in 2005 for a golf course, 842
homes and commercial facilities related to the golf course and community clubhouses.
The pending requests to amend the existing DMP and to rezone the property in compliance with the DMP are designed
to revitalize Vista Verde and to substantially upgrade the existing single family area, the main entrance onto Rio Verde
Drive and the golf course and its facilities. The overall density and number of units proposed for Vista Verde are similar
to the Development Master Plans approved for Rio Verde and Vista Verde. The intent is to maintain the target market
for active adults while providing housing styles that reflect the current demands for that market.
this application will result in an increase in the numbr of units. it is important to note some other important
aspects of the proposal.
• There will be no significant changes to the existing developed iots at Vista Verde, except to enhance the entry
from Rio Verde Drive to create a nicer, more upscale entry.
• Consistent with the original approval, there will be no access to 172nd Street or Dixileta Drive. Access will be
restricted to Rio Verde Drive. In accordance with a traffic study approved by MCDOT, the potential trip generation will
not be significant enough to require any additional travel lanes on Rio Verde Drive
• There will still be over 330 acres of natural washes and golf course open space provided within ViStEi Verde, 38%
of the area of Vista Verde.
The new owners are serious about enhancing the quality of Vista Verde and intend to invest approximately $7 million
dollars in improving the entry, upgrading the golf course and amenities and constructing a clubhouse for the future
residents of Vista Verde. Currently, there is existing zoning at Vista Verde to allow for a town home style product
2
targeted to part time residents that desire a "lock and leave" product This request seeks the ability to create additional
areas for this type of product, but those areas have been intentionally located at the interior of Vista Verde, with
significant separation from the perimeter of the site. El
Please let us now if you have any other questions regarding our proposal.
Thank you, Kurt

Dear Sirs / Madam,
I am a resident of Rio Verde Foothills, Scottsdale. I reside at Loan Mountain and 155 th Street. I have reviewed
the proposed plans for Vista Verde and I would like to go on the record to say that I am against your proposed
zoning changes. This area has always been a low density, rural area and I for one, moved out here to enjoy
that lifestyle. Your proposed development would attempt to change this.

Dear Ms. Applegate,
We apologize for the lateness of this response; We only recently became aware of the plan amendment.
Although late in the process, we would like to register our strongest opposition to the major DMP amendment to the
Vista Verde DMP.
The essential attraction of the area is its views and quiet. The views are both of the desert, the mountains and the night
sky. Increased density diminishes these and the attractiveness of the area.
Maintaining this character is supported by the Rio Verde Foothills Area Plan (RFVAP).
The proposed amendment pushes much further from the typical 1DU/acre character of the area and is contrary to the
goals of the RVFAP.
Here are a few excerpts from the RVFAP characterizing the intentions for the area:
Residential development at very low densities (1 dwelling unit/acre or less) is intended for the
entire planning area.
Very low densities indicated in the future and use plan will help preserve the rural lifestyle,
minimize impacts to the natural environment, provicie compatible land use to adjacent public open
space, and reduce the demand on groundwater resources.
Preserve the scenic, rural, and residential equestrian character of the Rio Verde Foothills planning
area
And the Land Use objectives:
Objective L1.1: Encourage orderly, efficient, and functional development
patterns.
Objective L1.2: Promote high quality residential development that is sensitive
to the. natural environment and compatible with adjacent land
uses.
Objective L1.2: Allow high quality special use permits that are consistent with
adjacent land uses.
Objective L14: Preserve the scenic, rural, and residential equestrian character
of the Rio Verde Foothills planning area.
This amendment is not an orderly change — 70% increases in density are abrupt and disruptive; And there is nothing
rural or equestrian about the Vista Verde DMP.
We would re-emphasize the word "rural" which is used extensively throughout the RVFAP to describe the intensions for
the area.
Some supporters have compared this planned density to the Rio Verde and Tonto Verde densities
but have completely ignored the other adjacent areas. For example, the and found it 'similar"

Project Summary:
1. The request is for a major amendment to the Vista Verde DMP. The subject site consists
of approximately 857 acres and is located near the northeast corner of 172nd St. and Rio
Verde Dr. The Vista Verde DMP was approved by the Board of Supervisors (130S) in 2001
followed by amendments in 2003 and 2005. Vista Verde is proposed as an upscale
adult golfing community with an existing 18-holf championship golf course. Figure 1
shown below is the proposed amended DMP land use exhibit.
Figure 1. Vista Verde DMP land use exhibit.
2. Vista Verde Unit 1 located is at the western region of the site and was platted and
recorded in 2007 for a 185 lot subdivision which included completion of site
improvements and infrastructure. Two lots were constructed with single family
residences, the remaining 183 lots are currently vacant parcels with native vegetation.
Staff notes this amendment does not alter the Large Lot Residential and use
designation of unit 1. The request is to amend the remaining land use designations to
allow an increase in density to 1.7 d.u./a.c and a total of 1,460 lots. The property will
include a centralized commercial parcel to include a club house, pool facility,
recreational amenities and a golf pro shop. The original two access points along Rio
Verde Dr. will remain in place; no changes to the internal private roadway network are
proposed. The Traffic Impact Study indicated that the existing roadway network of Rio
Verde Dr. would be able to accommodate the additional density. The main entrance
along Vista Verde Dr. is improved with a left turn auxiliary lane and right turn
deceleration lane, with this same configuration projected to be constructed for the
eastern access point upon future development.
3. The proposed land use designations included Small Lot Residential (2-5 d.u./ac.),
Medium Density Residential (5-10 d.u./ac.), Community Retail Center and Recreational
Open Space. In conjunction with the DMP amendment the applicant has filed a zone

change request to establish zoning districts for a variety of detached single family and
attached townhome units. There are five phases of development with projected
construction fimeframes between 2014 - 2021. With completion of unit 1, the owner will
proceed with residential sales of unit 1 and commence with the second phase of
development. The applicant states that phasing could occur in a different manner,
dependent upon housing market conditions.
4. A drainage waiver (DRB2013005) has been filed to reduce the amount of stormwater
retention requirements, and as of the writing of this report this waiver is pending staff
review. The site contains numerous jurisdictional washes and development of the site
would be designed to accommodate existing flows.
5. Residential land uses account for approximately 59% with the majority as Small Lot
Residential, approximately 39% for open space, and 2% for commercial. The
recreational open space accounts for the existing golf course and washes. Show below
is a table with the land use categories and percentages of each land use.
Vista Verde Development Master Plan - DMP2013005
Land Use Category Gross Acres % Total Ac.
Residential Uses**
Large Lot Residential 116.6 13.6%
Small Lot Residential 291.2 34.0%
Medium Density Residential 99 11.6%
Commercial Retail Center 18.5 2.2%
Recreational Open Space _ 331.2 38.7%
Total 856.5
**The total proposed number of units is 1,460.
6. The request would amend the master planned community in order to commence with
zoning and platting of the parcels to accommodate current and future housing needs
within an upscale designed residential and golf community. The variety of residential
land use categories would allow the developer to include a variation of lots and home
sizes to accommodate real estate trends. The project accounts for 332 acres for the
golf course and natural washes, the individual development parcels would also provide
additional open space beyond the 332 of ROS. The original Vista Verde project was
approved with a density of 0.98 cl.u./ac., within the vicinity to the south is Tonto Verde
DMP with 1.5 d.u/ac. and further south Rio Verde DMP with 1.5 d.u./ac. Shown on the
next page is an exhibit of the master planned communities in the vicinity. The design
would utilize the Medium Density Residential clustered within the internal private
roadway loop corridor, with the remaining regions along the south, east and north to
be designated as Small Lot Residential.
Agenda Item: 3- DMP2013005
Figure 2: Aerial image of Vista Verde and adjacent master planned communities.
Public Participation Summary:
7 The applicant complied with the requirements for posting the property with the public
hearing dates. Staff sent out notification cards to the properly owners within 300 of the
subject site and areas of interest regarding the request. Staff received three letters in
opposition due to land uses, density, water and traffic. Five letters in support were
received from area residents and from Tonto Verde to develop the community with a
blend of housing options (see attached letters). The applicant conducted several
outreach meetings with the Rio Verde Fire Department Emergency Response, Tonto
Verde and Rio Verde Homeowner's Associations, and meetings with various area
residents. The applicant also states they received numerous phone calls on the request
which stated there was support for the amendment.
Existing On-Site and Adjacent Land Uses:
8. On-site: 2 residences in Vista Verde Unit 1, golf course, golf maintenance
facility, vacant natural desert
North: Scattered large lot residential, Tonto National Forest
South: Scattered large lot residential, Tonto Verde DMP, Rio Verde DMF

Staff Analysis:
11. A site inspection was conducted on November 15th which included discussion
regarding the vision and development of the master planned community. The meeting
included representative from Vista Verde 2013 LLC, Hilgart Wilson, Tiffany & Bosco, and
County Planning and Development Services Drainage staff. The meeting included site
evaluation regarding existing lots/pads, drainage, bridges, discussion of a new
enhanced entrance with signage, inspection of existing infrastructure in unit 1, site walk
of the property and viewing the proposed community facility and golf pro shop. The
inspection provide staff a visual of the site with existing slopes and washes that
transverse the site to better understand site constraints which would require engineering
and innovated design to accommodate existing slopes and drainage. Shown on the
next page are a few images taken from the site inspection.

12. The increase in density to 1.7 d.u./ac. is similar to the existing 1.5 d.u./ac. as established
with Tonto Verde and Rio Verde master planned communities. The proposal will not
have a substantial impact on the surrounding region: staff is supportive of the design to
cluster the medium density residential within the core of the project with the small lot
residential to be located around the boundaries. Rio Verde Services will provide water
and wastewater services. Staff has not received any further comments on the
amendment from reviewing county agencies, therefore staff is supportive of the request
subject to conditions.
Recommendation:
13. Staff recommends the Commission motion for approval with conditions "a" - "k" of
DMP2013005 for the following reasons:
• The amendment does not significantly alter the concepts, intentions, or
standards set forth with the previously approved DMP.
• The amendment will maintain 39% of the DMP as recreational open space and
natural washes.
• Reviewing county agencies have no objections.
Provided the following conditions are met:
a. Development shall comply with the Development Master Plan document

EXECUTIVE SUMMARY
Vista Verde is an approved Development Master Plan (DMP) located at the northeast corner of Rio
Verde Drive and 172 nd Street. Refer to Figure 1 — Vicinity Map and Figure 2 — Regional Context Map.
The DMP is 856.2 acres in area and was originally approved in 2001.
The proposed Development Master Plan ("DMP") amendment requests an increase to the density on
the Vista Verde ("Property") DMP from 1 du/ac to 1.7 du/ac. This increase in density will allow for a
maximum of 1,460 residential dwelling units on approximately 856 acres. The amendment will allow the
developer to update the DMP, invest in site improvements and market the Property to current and
future residential market trends for those seeking to reside in an upscale, highly amenitized adult golf
community. The additional density and associated rezoning case creates flexible residential standards
for detached and attached residential types that bear similarities to the successful adult golf
communities throughout this area of Maricopa County and North Scottsdale. The amendment to the
DMP will enable significant capital to be invested in the creation of a high-end clubhouse and
recreational amenities to serve the residents of Vista Verde and a golf pro shop to enhance the golf
experience at Vista Verde. The amendment will preserve the existing platted lots and enhance the
existing professionally maintained 18-hole championship golf course to assist in the economic viability of
the project. Refer to Figure 3 for the boundaries of the DMP that is being amended with this proposal.
This DMP amendment does not change any of the previously approved access points to the Property.
Access will remain solely from Rio Verde Drive, with no access provided to 172 1d Street or Dixiieta Road.
The DMP amendment will permit the variation of lot sizes within Vista Verde, allowing for a range of lot
and home sizes. The project has been designed with extreme sensitivity to the existing drainage patterns
and adjacent vegetation. The golf course was designed so that most of the fairways are parallel to the
washes, which assists in the maintenance of the vegetation adjacent to the washes. The revision to the
DMP will result in the establishment of over 348 acres of the recreational open space land use
designation. In addition, as the parcels develop, additional open space areas will be provided. The
combined open spaces within the parcels, golf course and natural open spaces in the washes will result
in a total of approximately 45% of the DMP being open space. This proposal will result in the
development of a high quality golf community that is consistent with the earlier DMP, maintaining
compatibility with the surrounding area while allowing flexibility in development that will permit Vista
Verde to be more responsive to the current real estate market.
HISTORY/BACKGROUND
The original DMP (Case # DMP2000001) for Vista Verde ("Property") was approved by the Maricopa
County Board of Supervisors on April 18, 2001. Subsequent to the approval, the Flood Control District
of Maricopa County completed a new drainage study of the Rio Verde (Rio Verde North Extension
FDS). The new study resulted in the need for larger drainage corridors than had been designated in the
original DMP. To accommodate the larger drainage corridors, changes were made to the DMP land use
categories and were approved with DMP 2003006 in August of 2004. In October of 2005, DMP2005003
amended the DMP to identify commercial zoning for the clubhouse property and clarify that one of the
4
clubhouse amenities could be a restaurant with a bar, The phasing tables and figures were also updated
to reflect a revised area for Phase 1, the currently platted lots an the western end of the Property.
At the same time the amendment for the clubhouse and phasing was occurring, the zoning case
(Z2004057) was approved for Phase 1 of the Property. This included rezoning approximately 116 acres
from Rural-43 to R1-10 for Vista Verde Unit 1 Phase 1. Unit 1 includes 185 single family lots along the
west end Of the Property. 35 lots have been sold in this subdivision and two homes have been built, in
2011, an approximately 56.5 acre parcel near the future clubhouse and golf driving range was rezoned
(Z2011071) from Rural-43 to R-3 for 20 duplex condominium units. No condominium units have been
built to date. Case Z2011006 followed up on the 2005 DMP amendment and rezoned the clubhouse
parcel to C-2 Commercial Unit Plan of Development ("CUPD"). The clubhouse and other amenities have
not been built.
LOCATION DESCRIPTION
Vista Verde is located in northeast Maricopa County, east of the City of Scottsdale and north of the
Town of Fountain Hills. The 856.2 Property is adjacent to the Tonto National Forest and is within one
mile of the Tonto Verde and Rio Verde developments. Rio Verde Drive is adjacent to the southern
boundary and will provide access to the Property. The Property's eastern boundary and a majority of
the northern boundary abut the Tonto National Forest. Larger lot residential properties and horse
properties are west and north of the Property.
There are two airports within 20 miles of the Property. The Skyranch Airport is a small, private airport
located in Carefree approximately 5 miles north and 10 miles west of the Property. The second airport
is the Scottsdale Airpark, located approximately 12 miles west and 8 miles south, near Greenway and
Hayden Roads. The Scottsdale Airpark is a public airport, although small, private planes are the primary
users of the airport. Refer to Figure 1 for a vicinity map.
Relationship to Regional Setting
Located adjacent to the Tonto National Forest, Vista Verde is surrounded by beautiful views. The north
and east property line abuts Tonto National Forest. Approximately 1 mile east is the Verde River. One
mile south of the Property is McDowell Regional Park. The Property slopes toward the east,
contributing to the Verde River watershed. Views of the surrounding mountains are possible from
nearly every location on the Property. Refer to Figure 2 for a regional context map.
County Long Range Planning Integration
The Property falls within the northeast sub-area of the Rio Verde Foothills Area Plan ("Area Plan"). This
plan designates the Property and adjacent properties as Rural Residential/Agricultural. East of the
planning area, Rio Verde was the first residential community to appear in the region following a United
States Forest Service (USFS) land exchange. This retirement community, which began in 1974 near the
west banks of the Verde River, includes two 18-hole golf courses and approximately 970 residential
units on 710 acres. The Tonto Verde master planned community followed in 1994, after another USES
5
and exchange resulted in about 695 acres available for development. West and southwest of the
planning area are several golf-course communities, including Desert Highlands, Estancia, Troon Village
and Troon Village North. Major north-south roads were improved and extended to serve these
developments in the City of Scottsdale. Planned housing densities in these communities range from
approximately 2-4 homes per acre, significantly higher than the planning area, which is one home or
less per acre.
Within the Area Plan, it states that there are two (2) large properties in the planning area that will not
be subject to the area plan's policies, but are included in the Area Plan because of their adjacency to
and potential impacts to the area, These two (2) developments are the Scottsdale National property on
the west end of the Area Plan adjacent and annexed into the City of Scottsdale and the Vista Verde
development. The Area plan specifically states that the DMP approved for Vista Verde will govern
development in the Vista Verde community. Therefore, our request to amend the DMP is consistent
with the language set forth in the Area Plan. Our requested DMP amendment maintains lower
densities adjacent to lower density residential development adjacent to the Property while
concentrating the increase in density to the central portion of the 856 acre community. Per the Area
Plan, under the DMP section, the County prefers these types of master planned developments because
they promote quality standards of prudent and sustainable land use. The proposed DMP amendment
reflects this Area Plan statement by creating a sustainable mix of residential land uses combined with
commercial amenities, golf course and the preservation of large swaths of open space throughout the
Property. Refer to Figure 3 for the existing land uses within a three (3) mile area.
SITE ANALYSIS
Existing Land Use Characteristics
The Property is partially developed. Unit One of Vista Verde contains 185 single-family lots and the
roads, bridges and other infrastructure associated with the plat. There are thirty-five (35) lots sold
within the subdivision and two homes have been built. The 18-hole championship golf course is also
constructed and operational but lacks a pro shop, permanent restrooms and other amenities normally
associated with a high-end golf community. In addition, there is main entry feature, a golf maintenance
facility along Rio Verde Drive, a lake for golf course irrigation and a temporary sales/golf course visitor
trailer. The remainder of the Property remains undeveloped desert. To the north, south, and west of
the project are large, primarily undeveloped parcels, interspersed with single-family homes. More than
half of the northern boundary and the entire eastern boundary abut the Tonto National Forest,
Existing Zoning
The undeveloped portion of the Property is zoned Rurak43. The 185 lot plat on the western end of the
Property is zoned R1-10. A small parcel near the golf course driving range is zoned R-3 internal to the
Property. The future golf course clubhouse and recreational/community building is zoned C-2 CUPD.
To the north and east is Tonto National Forest, zoned Rural 190. To the west and south, existing zoning
is Rural 43, To the southeast, the Tonto Verde and Rio Verde developments have a combination of
6
zoning districts, including R1-18, R1-10, R1-8, R-3, C-2, and S.U. ind-2. Refer to Figure 4 which illustrates
the existing zoning for the area.
PHYSICAL FEATURES
Drainage
With exception of the Phase 1 improvements previously completed at the site, the Project area remains
undeveloped desert located approximately one mile upstream (west) of the Verde River. The natural
ridgeline that exists between Granite Mountain and Fraesfield Mountain approximately seven miles
west of the site acts as the upstream-most topographic features of the watershed impacting the
property. Under current conditions, stormwater runoff approaches the western boundary of the project
either as sheet flow, or in a series of distributary, shallow natural wash corridors. Prior to development
of Phase 1 of the Project, these flows continued across the site in essentially the same manner. A Flood
Insurance Study completed for the region surrounding the Project by the Flood Control District of
Maricopa County (Rio Verde Area Drainage Master Plan, 2007) delineated flood hazard zones for the
wash system in this natural state. Since the Phase 1 improvements at the Project have been completed,
the offsite flows that pass over 172 nd Street are now collected in to a series of broad drainage corridors
that pass easterly through the site.
Mountains and Rivers
The Property is surrounded by mountain views. The McDowell Mountains are located to the west;
Mazatzal Mountains are north and east, and Four Peaks is east of the Property. The Verde River is
approximately one mile east of the Property. Views from this Property are exceptional.
Geologic Conditions
The Property slopes eastward toward the Verde River at an average grade of about 2%. The washes
consist of sand bed channels with 4-8 inch cobbles intermixed. The Property is a braided wash system
contiguous to major floodplains and rivers.
Soil Types
The Property falls within the Eba-Pifialeno of the general map unit of the Soil Survey, This unit
represents a broad soil group that is predominantly gently sloping to moderately steep, clayey,
and loamy soils on fan terraces. Generally, the Eba soils are deep and well drained. The surface layer is
very gravelly and loamy; the subsoil is very gravelly and clayey. According to the Soil Survey, a limitation
of the Eba soils in an urban application is slow permeability. Pinaleno soils are deep and well drained.
The surface layer and subsoil are both very gravelly and loamy.
Topography and Slope
This Property slopes gently from the west to the east at approximately 2,5%, The Property is at an
average elevation of 1,770 feet above mean sea level.

The Maricopa County Parks and Recreation Department (MCPRD) attempts to meet
customer needs based on generally accepted standards for quality parks and outdoor
recreation services. Development that increases density impacts parks and trails with an
increase in facility use and the resulting need for additional maintenance and services.

Rachel Applegate,
Regarding DMP2013005 Vista Verde Major DMP Amendment / Z2013093 Vista Verde Zone
change:
Thank you for contacting us regarding this development, we welcome the opportunity to remark on this
project.
After reviewing the materials provided we've noticed one discrepancy. On page 8 of the DMP amendment,
under Fire and Police Protection; sentence 1 and 2 are not accurate. This project is located entirely within
the boundaries of the Rio Verde Fire District and therefore a fire contract is not necessary. Service will
be provided based on this development's geographic location within our fire district,
The Rio Verde fire district uses the 2003 International Fire Code, Appendix B to determine minimum
requirements for fire flows. Ali new construction will be required to comply with this standard.
In conclusion, The Rio Verde Fire district sees no reason why this project should not move forward and
recommends that the applicant's request be approved.

RE: DMP2013093-Amendent to portions of the existing Vista Verde Development Master Plan
and Z2013093-Rezoning of portions of Vista Verde
I just received the attached letter from Tiffany & Bosco P.A. representing Vista Verde 2013 LLC
(Terra West Communities). As a Vista Verde property owner, Lot 180 in Phase 1, 1 have a vested
and financial interest in the requested zoning changes. We are pleased with their commitment
and investment plans for a "high end" community. We are however very much opposed to their
rezoning request to establish significant Small Lot Residential and Medium Density land use
categories.
The Vista Verde Development Master Plan approved by the Maricopa County Board of
Supervisors in 2001 was designed with larger lots than Rio Verde and Tonto Verde for more
building and open space to attract buyers from both communities and others seeking that life
style. That was the principle reason that we purchased our property in Vista Verde.
The new owner, Vista Verde LLC (Terra West Communities), purchased Vista Verde with that
knowledge and should move forward in accordance with the Vista Verde Master Development
Plan approved by Maricopa County at the time of their purchase of the property.
Thank you for your consideration and attention to this concern.
Respectfully
David Volta

Mr. Jones
As a long time resident of the Rio Verde corridor, I wish to identify two areas of concern related to your plan
proposal. Both are driven more by the apparent development density than the actual development activity itself.
1/ Water usage: It remains unclear to the casual observer, exactly what the long term impact of the proposed
development on existing ground water users will be. Having an operating well for the past 9 years, I have
observed the impact of both over use and record drought years on the aquifer levels and have in fact dropped
my pump an incremental 300 feet to adjust to the apparent decline in standing water height. It is unclear to me
whether the development intends to bring water into the development from state sources, leaving the ground
water undisturbed, or intends to add to the demand to support almost a doubling of area population.
Increasingly, access to well water has diminished for a significant number of neighbors who are now obliged to
truck water into their properties. Recently, sale of properties without direct water availability has been
hampered by mortgage regulations, negatively impact valuations.
2/ Traffic density: It has likely not gone unnoticed that the sole convenient route into Scottsdale and
surrounding cities is the two lane Dynamite/Rio Verde Road corridor. Some traffic will naturally bleed south
through Rio Verde and on into Fountain Hills, but the majority of this new traffic will feed west. Rio Verde
Road is at times near peak load with residents, construction vehicles and school transportation. I cannot possibly
understand how this road could support the additional traffic suggested by your development without of course
a major upgrade to the road and addition of multiple lanes. Keep in mind that the proposed Scottsdale
development west of the golf course also poses an additional load on the traffic patterns. Evidence of the impact
of additional traffic loads occur each time Shea Blvd, west bound access, is impeded through accident or need,
leaving the only alternate route for drivers heading home the north route through Fountain Hills and on up
Dynamite Rd/ Rio Verde Rd.
The above points represent the practical concerns I have currently. An overarching theme, however, which
seems ignored in the proposed development plan is that the Rio Verde community spent years and countless
volunteer hours working with Maricopa County to structure a defensible "rural environment" incorporated into
the plan. It would appear that nothing in your published materials recognizes that objective nor does it offer
proposals which would allow both needs to co-exist in a constructive and non interfering manner.
Sincerely
M.Brian McCarthy

RE: DMP2013093- Amendment to portions of the existing Vista Verde DMP
Z2013093 — Rezoning of portions of Vista Verde
Dear Ms. Applegate,
Tonto Verde is an active adult community located at Rio Verde Drive and Forest Road, in very
close proximity to the Vista Verde development which has a zoning application into Maricopa
County. As the Chief Operating Officer of this association, I have met with the new developer of
the property, Mike Jesberger of TerraWest Communities and am excited about the plans to
reenergize the stalled Vista Verde project. Mike and his team presented the initial community
concepts, along with the development master plan and zoning requests to a meeting of our
home owners this week and the plans were well received.
I look forward to a positive and cooperative relationship with Vista Verde and support the
development master plan amendment and the rezoning request.

Dear Rachel-
am writing in support of the Terra West Development Master Plan Amendment for Vista Verde - #DMP2013093, and
their rezoning of the property - case #Z2013093.
I was the first resident of Vista Verde and have thoroughly enjoyed my time within the development. It is truly an
extraordinary piece of property which should be shared by many residents. I am thrilled that Terra West has acquired the
property as I share their enthusiasm for the project, and endorse their vision.
The entire development will be enhanced by their efforts, including the addition of a gated entry, a golf facility, and a
lifestyle center with fitness, pool, and other services. I am also delighted with the nearly 40% open space which will
remain within the community.
While it is their intention to increase the density within the project, it remains well within reasonable levels for an 850 acre
parcel. It will be beneficial to have the blend of housing options available for buyers. Adding building units will only add to
the vibrancy of the entire development.
Again, I fully endorse their plans, and hope that the county will act swiftly to make their vision a reality!
