The recipient may obligate, expend or draw down award funds not to exceed 20% of this award until such time the recipient has submitted to the SMART Office and NIJ a signed Memorandum of Understanding between the recipient and the project evaluator. This Memorandum of Understanding must detail that the grantee agrees to continue to work with the project evaluator after the grant end date, and until completion of the SOTIPS study, with reference to collecting and providing recidivism data on study participants.
