This grant is a collaboration of the Arizona Department of Juvenile Corrections (ADJC), the Maricopa County Juvenile Probation Department, and the Maricopa County Human Services Department. The Grant Period is October 1, 2013 – September 30, 2014. The Federal award amount is $750,000 with an in-kind match of $375,000 and a cash match of $375,000. No Budget adjustment is necessary at this time. A grant fund reconciliation at year-end will account for this expenditure authority. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Board Required Information: The Second Chance Act Programs are designed to help communities develop and implement comprehensive and collaborative strategies that address the challenges posed by offender reentry and recidivism reduction. The Second Chance Act is a commonsense response to the increasing number of people who are released from prison and jail and returning to communities. The Second Chance Act will help ensure the transition people make from prison or jail to the community is safe and successful. This grant provides additional funding and provides additional supports for the Maricopa County Juvenile Transition program to ensure results and its success. Additional Information: According to a recent study, metropolitan Phoenix has the highest rate of disconnected youth in the country. Youth that are not involved in school or work are much more likely to become involved in the juvenile and adult justice systems. The Maricopa County Education Service Agency (MCESA) has been awarded a grant from the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention to reverse this trend by reconnecting youth to their families and their communities, and by providing training and support to build the case management and evidence-based practice capacity of youth-serving agencies throughout Maricopa County. MCESA, partnering with the Arizona Department of Juvenile Corrections (ADJC), the Maricopa County Juvenile Probation Department, and the Maricopa County Human Services Department have developed a shared mission and vision for this initiative titled “Building Futures: A Second Act”. Building Futures: A Second Act will specifically serve a critical subpopulation of juvenile justice involved youth and families from five geographical areas in Maricopa County. Expenditure Impact By FY: FY 2014 – Revenue and Expenditure $1,500,000, $375,000 of which is in-kind.
