Rick Bohan reminded Members that the legislative session will begin on January 13 and
Medicaid expansion is expected to be an issue. The House has 36 Republicans and 24

closer than it has been in recent years, and he said the Board’s relationship with leadership
and the various committee chairmen will be important.
Andy Biggs is currently President of the Senate, John McComish is Majority Leader and
Adam Driggs is Majority Whip. Minority Leader in the Senate is Leah Landrum-Taylor.
Mr. Bohan said 2014 is an election year and House Speaker, Andy Tobin, is running for
Congress. The Majority Leader in the House is David Gowan and the Majority Whip is Rick

Mr. Bohan said the state budget revenues are meeting projections, which helps to reduce the
need for program shifts and contributions from the counties. A probable impact of $82 million
minimum in interest payments and related funding requests to school and college systems is
expected. In addition, the one-cent sales tax ends in 2014 – a revenue loss of approximately
$1 billion.
He reported that since 2008 all counties have been asked to increase their donations to the
State budget. These now total approximately $386 million for all 15 counties over that time
period. Maricopa County’s donations over the five years total $215,108,792. The County paid
$21.6 million in 2013, a reduction from the 2012 high when the County paid $54.8 million.
Supervisor Chucri asked Mr. Bohan the balance the State has in their “rainy day” fund. Mr.
Bohan said his research shows the State took in approximately $830 million above their
expectations and he emphasized that this is the surplus amount. He reported on the County’s
fiscal priorities and proposals.
COUNTY FISCAL PRIORITIES

the state provided $1.8 million in relief to all counties)

The County is working with the County Supervisors Association (CSA) to explore potential
changes in financing state and local transportation projects; and also on changes to fire
district oversight and financing - mostly in rural Arizona.
The County is working with the League of Cities & Towns to allow annexation of roadways
inside a municipality that is surrounded by a County Island.
Supervisor Hickman asked who would be introducing these bills at the legislature. Mr. Bohan
replied that this would be decided after the election of new leadership.

Transportation
2. MARICOPA COUNTY DEPARTMENT OF TRANSPORTATION PROGRAM
Presentation regarding a summary of MCDOT's current and future capital improvement programs
along with performance information.
John Hauskins, MCDOT Director/County Engineer (C-64-13-157-P-00)
Mr. Hauskins reported that 88% of MCDOT’s 2,087 miles of paved roadways are rated as
very good to excellent on an international pavement rating index; Maricopa County has one of
the highest ratings in the nation. He added that 98% of the 421 bridges in the County are also
rated good to excellent. He noted the many peer awards MCDOT has received on different
projects so far this year, saying the Gillespie Dam Bridge won local, state and national
awards and recognition.
Mr. Hauskins used work being done in District 3 as an example to report on MCDOT’s
Transportation Improvement Program (TIP) projects that are planned or underway and said
the same TIP figures are available for each of the five districts. He reported that the Daisy
Mountain Drive (Gavilan Peak Parkway to Anthem Way) is included in the national
SMARTDrive Testbed, which is part of the National Connected Vehicle Test Program. He
noted that the County has received national recognition on its participation in this federally-
funded program.
In the program, Daisy Mountain Drive is wired with six signals along the corridor that “talk” to
vehicles as they approach to allow a back and forth communication. The signals give priority
to emergency vehicles by green-lighting them so speed may be maintained. The signals can
“talk” to a handicapped person’s smartphone and then turn an intersection’s signal to green
and track the vehicle or a wheelchair as it proceeds through the crosswalk. Mr. Hauskins said
SMARTDrive is an amazing program.
Supervisor Chucri asked how extensive the program is in Arizona and if municipalities are
adopting it.

Mr. Hauskins said they are anticipating that NHTSA (National Highway Traffic Safety
Association -- the regulatory authority) will require short range radio technology to be installed
by the manufacturers of all vehicles by 2018. It is believed that this type of communication
could result in an 80% reduction in all traffic accidents. He explained that the County is part of
the research group, composed of many different vehicle manufacturers that are involved in
this huge, cooperative effort. The County’s efforts have already received a national award
and an application for a global award is underway.
All but the smallest construction projects are monitored, charted and posted by the 10th of the
following month so it is easy for MCDOT employees to know the history of project
management and construction in the County. He stated that 57% of the County’s TIP
construction projects were completed in FY 2009 and 141% were completed in FY 2012 (the
completion target is 85%).
Mr. Hauskins spoke of a Citizen Scoreboard Project that MCDOT would like to initiate on the
many pothole reports that are received. He said pothole repairs used to take up to 10 days to
complete and this has currently been reduced to 48 hours with a short term goal of 24 hours.
He said the pothole patches would be “as smooth as glass.”
He outlined the department’s future goals that focus on budget management, asset
management, project teams, beneficial partnerships and an involvement in the professional
community.
Mr. Hauskins spoke of specific projects in various parts of the Valley, some in conjunction
with ADOT, to open up access to areas throughout the Valley. He said there are a lot of new
ideas for the future and invited Board Members to set up a tour of any of the projects saying
that MCDOT’s goal is for complete transparency.
Supervisor Wilcox asked how the removal of HURF funding has damaged the County.
Mr. Hauskins said it amounts to a loss of approximately $85 million for Maricopa County and
it hurts, but every county has been harmed, some worse than others. He has heard some
county engineers say they have been reduced to just patching and are not able to build
anything new. Maricopa County looked for other sources of funding but some of the other
counties do not have the staff to enable them to do that.
Supervisor Wilcox asked Mr. Hauskins for a list of things Maricopa County was not able to do
over the last five years because of the lack of funding for transportation needs. She predicted
that there will be some battles over transportation in the legislature during the upcoming
session.
