1. The State through its department of transportation, or other recipient, has complied, or hereby agrees to comply, with the applicable terms and conditions
set forth in (a) Title 23, U.S. Code, highways;
(b) The regulations issued pursuant thereto, and the policies and procedures promulgated by the
Federal Highway Administration; and
(c) All other applicable federal laws and regulations.2. The State, or other recipient, stipulates that as a
condition to payment of the Federal funds obligated, it accepts and will comply with the provisions set forth in 23 CFR 630.112. These provisions
incorporate by reference all other federal laws and regulations pertaining to the project or the activity for which the funds are obligated. Solely for the
purposes of emphasis, such applicable provisions include, but are not limited to, the requirements of Appendix A to 2 CFR Part 170—Award terms for
Reporting subaward and executive compensation information, and 2 CFR 200, including for those funds for which such amount will be subawarded to a
subrecipient, 2 CFR 200.331.3. Relative to the above designated project, the FHWA has authorized certain work to proceed as evidenced by the date entered
opposite the specific item of work. For such authorized work, the federal funds obligated or advance-construction authorized, are not to exceed the amount
shown herein. The balance of the estimated total project cost is an obligation of the State or other direct recipient.4. Such authorization of Federal funds
extends only to project costs incurred by the State, or other recipient, following Federal Highway Administration’s authorization to proceed with the project.

is eligible for the Highway Safety Improvement Program (HSIP) funding.

State's 2019 Strategic Highway Safety Plan. It supports the “Lane Departure” emphasis area by
implementing the “infrastructure improvement to keep vehicles on the road” strategy.
During a 5-yearperiodendingDecember31,2021,MaricopaCountyexperiencedthreefatalcrashes
withinthisroadwaysegment. WiththeCMFobtainedfromtheCrashReductionFactorsClearinghouse
and a Combined CrashReductionFactorCCRF70.4%calculatedbelow,MaricopaCountycouldseea
5-yearreductionof2.1fatalcrashesinthisroadwaysegment. BasedontheaboveCRF,acombinedB/C
ratio of 13.2was calculated.

On behalf of the Maricopa County Department of Transportation (MCDOT), I am
respectfully requesting obligation authority in the amount of $2,309,308 in Highway Safety
Improvement Program (HSIP) funding for the project referenced above.
The total estimated construction cost of the project currently, including contingencies (per the
attached Engineer’s Construction Estimate), is $2,455,629. Please see Additional Information
(on the next page) for further details.
The proposed project for Wintersburg Road involves the addition of centerline rumble strips and
addition of pavement on the west side of Wintersburg Road to accommodate a northbound and
southbound passing lane between Salome Hwy and Van Buren Street; length of about 1.6 miles.
Enclosed is a highlighted excerpt of the MAG TIP amendment, which reflects this project’s still-
current programmed construction funds.

Environmental:
Approval was granted by the Arizona Department of Transportation (ADOT)
on October 02, 2025. A copy of the clearance will be submitted separately
and in the enclosed Bid Package.
Utilities:
The County issued a comprehensive utility clearance on September 24,
2025. This document will be submitted separately. Individual utility
clearance response letters can be provided upon request. There are no

This project has been re-evaluated pursuant to 23 CFR 771.129 due to a change in the project scope, location, or
termini or because of the need to evaluate new impacts not previously considered, or because significant time has
passed since the date of the CE Approval. The information on this form reflects all updates to the project information.
Location and Limits:
The Maricopa County Department of Transportation (MCDOT), in coordination with the Arizona Department of
Transportation (ADOT), is planning a roadway widening project on Wintersburg Road (Rd) from Van Buren Street (St)
(county milepost 7.2) to Salome Highway (Hwy) (county milepost 5.6) within an unincorporated area of Maricopa
County, Arizona approximately 19 miles west of the city of Buckeye.
The project would occur within existing MCDOT right of way (ROW) through Arizona State Land Department lands.
Purpose and Description (scope of work):
The purpose of the project is to improve the safety of the traveling public.
The scope of work includes:

Constructing a passing lane and build up shoulder
•
Removing and replacing concrete driveways
•
Removing and replacing pavement markers, traffic signage, and striping
Installing rumble strips
•
Vegetation trimming and/or removal, as needed
• Hydroseeding with a native seed mix
No new permanent ROW or permanent easements would be required. Temporary construction easements would be
required from private landowners.

confirm the locations of any facilities within the project footprint. We ask that these
requirements are clearly conveyed to the contractor prior to the start of any excavating activities.
Project activities will not occur within one-half mile of a railroad track.
If there is a change in the project termini or work is to be added outside the original scope,
MCDOT’s Utilities Project Management Section must be contacted immediately to re-evaluate

From time to time, Arizona Dept of Transportation (we, us or Company) may be required by law
to provide to you certain written notices or disclosures. Described below are the terms and

Getting paper copies

Good afternoon ADOT and ADOT Subrecipient DBE goal requesters,
In accordance with the U.S. Department of Transportation (USDOT) DBE Interim Final Rule
(IFR), effective October 3, 2025, ADOT paused the DBE goal-setting process for ADOT
and subrecipient federally assisted contracts.
At this time, a DBE participation rate has not been assigned for this phase of the project in
accordance with the USDOT DBE Interim Final Rule (IFR) issued October 3, 2025.
In the interim, ADOT’s Business Engagement and Compliance Office (BECO) requests that
goal requesters continue submitting DBE goal requests for USDOT-assisted contracts so
the Bidder’s List can become available in AZ UTRACS for bidder submission. The Bidder’s
List remains a condition of award under ADOT’s interim DBE “without goal” contract
language and 49 CFR § 26.11(c).
BECO is working with ADOT’s Information Technology Group (ITG) to implement updates
to the system-generated email, “Memo: goal setting assessment for contract #” to ensure it
is issued in accordance with the USDOT DBE IFR. BECO will resume sending the goal
assessment memo to goal requesters shortly.
