1. PRESENTATION REGARDING THE MARICOPA COUNTY FY 2014 BUDGET
Presentation and discussion regarding the Maricopa County FY 2014 Budget and any
changes from the budget tentatively adopted on May 20, 2013 and the proposed final
budget. (C-49-13-078-P-00)
Sandi Wilson, Deputy County Manager
Lee Ann Bohn, Deputy Budget Director
Brian Hushek, Deputy Budget Director
Cynthia Goelz, Budget Administrator
Sandi Wilson noted there were few changes from the tentative budget to this proposed
FY 2014 Final County Budget of $2,208,474,790.00. Those changes did result in a
decrease of $6,667,408 from the tentative budget of $2,215,142,198 approved by the
Board several weeks ago. She explained the changes to the different budget categories
in the General Fund, Detention Fund and Special Revenue Funds that are mostly
technical allocation adjustments. Budget guidelines allow for moving funds within
departments, for both recurring and non-recurring funds. Changes are outlined below.
(The budget is presented online at the Maricopa County site for residents interested in
item details.)
Ms. Wilson gave examples of the allocation changes in the operating budget, explaining
that In the General Fund a position is being moved from the Sheriff’s Office to Finance;

in the Detention Fund, a move of a million dollars from Correctional Health to non-
departmental for IT support; and there are some special RICO funds in a special
revenue fund to be shared. She said there were some charges that were previously
booked in non-departmental, those expenses are now distributed from Risk
Management into individual departments with no expenditures, meaning that the
numbers did not change just the allocations that were made to the three funds (General,
Detention and Special Revenue). Non-departmental funds of $900,050 were moved into
the Sheriff’s Office for the IT Staffing Study. She noted a reduction in the Inmate
Services fund of $91,500 and said this is not going to be spent but will be deposited into
the Detention Fund.
Ms. Wilson further explained that the non-recurring portion of the budget is very similar
to the operational portion in the reapportionments, noting that a reserve will be set aside
for both the elected officials and the judicial branch in case there is a problem in
meeting personnel savings.
Ms. Wilson also outlined some expenditure reductions in the general fund budgets,
saying the operating fund is decreasing by $91,500 and the non-recurring budget is
reducing by $6.5 million. The total FY 2014 budget after adjustments is $2,208,474,790.
