ASU's Tobacco-Free Campus Post-implementation Policy Evaluation Arizona State University (ASU) implemented a tobacco-free campus policy (ACD 804: Tobacco- Free Campus) effective August 1,2013. The policy states: To protect the health and safety of university faculty, staff, students, and visitors on the campuses of ASU... Smoking and the use of smokeless tobacco products are prohibited in or on all university: owned property 2. leased property 3. facilities 4. grounds 5. parking structures 6. university-owned vehicles SRC conducted a pre-implementation evaluation of this policy during the spring of 2013. Since the policy has now gone into effect, SIRC will continue this evaluation post-implementation through collaborations with the Maricopa County Department of Public Health (MCDPH) and ASU. During the first 1-2 months of the evaluation, SIRC will analyze the 2013 NCHA-I I student data that became available in July 2013, These data were collected in April 2013 and provide information on the tobacco behaviors and tobacco-free policy attitudes among ASU students pre-implementation. The pre-implementation evaluation report submitted to MCDPH in June 2013 will be updated to include these data. The post-implementation evaluation will mirror the pre-implementation evaluation for comparison purposes. However, due to the additional time allotted to the first year of the post- implementation evaluation, additional components will be incorporated to enhance the quality and comprehensiveness of the evaluation. These include counting tobacco-related litter on all four ASU campuses within Maricopa County at two time points, September and April, to analyze potential changes throughout the academic year as students, staff and other ASU patrons become more aware of and accustomed to the new policy requirements. SIRC will also supplement the evaluation with qualitative data. These data will be collected through focus groups conducted with ASU populations, such as the Facilities and Maintenance staff, that may be less likely to complete the online surveys and on may have valuable information to contribute to the policy evaluation that is not captured through the surveys. Return on investment estimates will be recalculated to incorporate additional and updated data as available. These estimates will be designed to project longer term health care cost savings associated with the implementation of the tobacco-free campus policy. SIRC will compile all data and ROI estimates into a comprehensive report that will be submitted to MCDPH by June 30, 2014 1 . 1 Pending discussions with the American College Health Association (ACHA), which conducts the annual National College Health Assessment (NCHA-II), the date of the final report may need to be extended if 2014 student data are not available until July or August 2014. Deliverables/activities • Analyze student NCHA-Il data for 2013, fall 2013 • Update pre-implementation report to include student data, fall 2013 • Continuously compile data on process evaluation measures, applicable outcomes measures and costs associated with policy implementation, on-going O Work with insurance companies and health organizations (including ASU Benefits) to compile healthcare usage and cost data, on-going • Count/observe prevalence of tobacco-related litter on all ASU campuses within Maricopa County at two time points, September and April • Refine, conduct and analyze student and employee surveys in conjunction with ASU, spring 2014 6 Conduct focus groups with appropriate populations (e.g., ASU Facilities and Maintenance staff), on-going • Calculate return on investment estimates with updated data to show long-term health care cost savings, spring 2014 O Prepare post-implementation report for Year 1, June 30, 2014 Measures to be included in 2013-2014 evaluation: • Process Evaluation Measures o Number of tobacco cessation programs offered O Number of programs/events offered to educate students and employees on tobacco-free campus policy O Number of policy-related announcements distributed O Number of signs erected O Number and percentage of smoking areas/ashtrays removed • Outcome Evaluation Measures o Number and percentage of employees/students who smoke or use tobacco products 6 Overall usage & daily consumption we expect, at a minimum, a decrease in daily consumption of tobacco products O Number and percentage of students who began smoking during or following first semester at ASU and/or after age 18 (to compare with national measures) O E-cigarette usage rates • Will use of e-cigarettes increase as a result of the tobacco-free policy? We anticipate that it will take at least two full days of work (a minimum of 16 hours) to put together and deliver a quality presentation integrating the results of the 2012 and 2013 obesity projects/reports. We will need to pay our consultants additional fees to participate in the presentation as well, since they made unique contributions to the projects. Given the anticipated effort and our hourly rate with MCDPH ($165), we could do the presentation to the CHIP group for $2500, which is actually a little less than our total anticipated cost. Personnel: Holly Figueroa, Evaluation Coordinator/Research Analyst has worked at the Southwest Interdisciplinary Research Center at Arizona State University for nearly six years. In her current position she partners with nonprofit and governmental agencies at the local, state and national levels to analyze policy alternatives and evaluate the effectiveness of programs related to health, education and substance abuse prevention. She also provides training and technical assistance statewide to increase the capacity and sustainability of community organizations and to support the proliferation of evidence-based services throughout Arizona. Most recently Holly has worked with Maricopa County Department of Public Health and Arizona Department of Health Services, Division of Behavioral Health Services. Holly earned a Master of Social Work from Arizona State University with a concentration in Planning, Administration and Community Practice.
