Acquisition Sciences II, LLLP initiated relocation services for Maricopa County Department of Transportation Project 11347 - Northern Parkway (Dysart
Road to 111th Avenue) under IGA Contract 11141-IGA. Northern Parkway is a partnered project between Maricopa County, Flood Control District of
Maricopa County, City of Glendale, City of Peoria, and the Town of El Mirage. Initially City of Glendale was the lead agency in right-of-way acquisition and
Acquisition Sciences was brought under contract by the City of Glendale. Acquisition Sciences is a company that specializes in the acquisition of right-of-
way and the relocation of affected property owners. In 2010 Maricopa County assumed the role of lead agency for acquisition and commenced
acquisition for Phase I of the Project. In September of 2011 Maricopa County began the acquisition process for Phase II (Dysart Road to 111th Avenue)
whichwould include the acquisition of 1 parcels used for industrial, commercial, and residential purposes - all of which would require sort -se factor of
relocation services in compliance with the Uniform Relocation Act of 1971 (FHWA Federal Guidelines). Because of the resource allocation needed to
complete these relocations, Real Estate Division Management along with MCDOT Management determined that the best course of action to deliver the
relocation services in order to meet project deadlines was to out-source the relocation tasks. Due to the timeline of initiating relocation, Real Estate
Division Management and Transportation Management evaluated that the best solution was to utilize Acquisition Sciences contract with Glendale
through the above mentioned IGA Contract, Glendales contract with Acquisition Sciences expired in December 2012 and the work Acquisition Sciences
is conducting for this project is on-going with an expected completion date of December 31,2015.

jeopardizing the Fedeal Funding for this project.
