CONSIDERATION OF NOMINATION TO FILL THE VACANCY IN THE OFFICE OF MARICOPA COUNTY ASSESSOR Consideration of a nomination of a qualified applicant to fill the vacancy in the office of Maricopa County Assessor pursuant to A.R.S. § 16-230. The vacancy is due to the resignation of Keith Russell as Maricopa County Assessor. (C-06-14-038-M-00) Chairman Kunasek, noting that Keith Russell was present in the audience, greeted him, and recognized him as the former County Assessor. The Chairman explained that much interest had been shown in the vacancy and that eleven resumes were submitted for consideration by the Board in the appointment of a replacement for Mr. Russell. Supervisor Barney said that two of the eleven candidates were present at the meeting, and explained that Members had enjoyed meeting with and interviewing the candidates. He noted that Mr. Russell has been the County Assessor for eight years and his office has created a great infrastructure, adding that this is a position that deals with a massive amount of technical data. Supervisor Barney expressed the Board’s goal to appoint someone who was familiar with the operations of the office and who could take over and maintain continuity until next year’s election. He felt all of the candidates had presented a variety of good options and Informal Meeting Minutes Monday, August 19, 2013 Page 2 of 5 qualifications from which to make a choice. Supervisor Barney offered a motion to appoint Paul Peterson to fill the vacancy of County Assessor saying that Mr. Peterson has worked in the office for years and is familiar with all procedures. In particular he is familiar with the new CAMA system that will replace the County’s old online system. Supervisor Chucri provided the second to the motion and agreed that Members had quality candidates to choose from. He noted that this added to the difficulty of choice in which all Members felt continuity must play an important role. He felt confident that Paul Peterson would serve his constituency very well in this year-long appointment to fill the remaining portion of Keith Russell’s term, noting that he would need to run for the office in the 2014 election. Supervisor Wilcox said she had met with all of the candidates either in person or by phone and felt comfortable supporting Paul Peterson for this appointment She felt all of the candidates had superior qualifications but Paul Peterson had the personal experience that was required. Supervisor Hickman said the County spent a lot of money on the new CAMA system and Paul Peterson was familiar with it. He also felt that Mr. Peterson had the experience to effect a smooth transition. Supervisor Barney thanked Jack Harper for his interest in being a candidate for this position and for all he contributes to public service in the County. Motion was approved by unanimous vote: Ayes: Kunasek, Barney, Chucri, Hickman, Wilcox Paul Peterson thanked the Board Members for their vote of confidence. He thanked each Member for taking the time to meet with him and said he plans to reward that confidence by working hard to continue the work Keith Russell has done to make this office a professional and well-respected department of County government. Chairman Kunasek said he’d had the pleasure – when serving on the Charter Government Committee – to look at all of the roles of the various Offices in the County and had learned that the Assessor was one who should remain independent in the mind of public, and unaffected by possible political influences. He said the Assessor has a very important role when it comes to public confidence and Mr. Russell leaves the office having instilled a high degree of confidence in the public. Chairman Kunasek asked Judge Keith Russell to officiate at the swearing in of Paul Peterson as the new County Assessor. Mr. Peterson’s wife stood at his side as he took the Oath of Office. 2. Pursuant to A.R.S. §§ 42-17151 and 48-3620, and based on the budget duly adopted for Maricopa County, the Flood Control District of Maricopa County, the Maricopa County Library District and the Maricopa County Improvement Districts the Board of Supervisors determines and fixes tax rates as follows: • Fiscal Year 2014 (Tax Year 2013) Maricopa County Primary Tax Rate at $1.2807 per $100 of net assessed valuation with a levy of $409,775,397. • Fiscal Year 2014 (Tax Year 2013) Flood Control District of Maricopa County Secondary Tax Rate at $0.1392 per $100 of net assessed valuation with a levy of $39,842,985. • Fiscal Year 2014 (Tax Year 2013) Maricopa County Library District Secondary Tax Rate at $0.0438 per $100 of net assessed valuation with a levy of $14,116,305. • Fiscal Year 2014 (Tax Year 2013) for each of the assessable properties within County Improvement Districts the tax levy and/or tax rate as set forth in the “Maricopa County 2013 Tax Levy.” 2. Based on the amount of taxes to be raised by property taxation determined by each governmental entity set forth in the “Maricopa County 2013 Tax Levy,” the Maricopa County Board of Supervisors has calculated the numerical tax rates necessary to raise the requested revenues, and pursuant to the direction of each such government entity, levies the amounts of taxes and sets the resulting tax rates, all as set forth in the “Maricopa County 2013 Tax Levy.” 3. Pursuant to ARS §42-18003, the Maricopa County Treasurer is directed to collect taxes as required by law from the persons listed on the tax roll. The County Treasurer is now therefore responsible for collecting the totals of all taxes levied on the roll. (C-06-14-047-7-00) County Manager Tom Manos reported that passing the Property Tax Levy is the last step in the implementation of the 2014 County Budget that was approved by the Board on June 24, 2013. He reminded Members that on that date he had said that this budget and tax rate would be good for the taxpayers of Maricopa County, and he reaffirmed that opinion. He said this budget will reduce County spending by $89 million and the overall property tax levy by $32.9 million. He reported that over the past four years the County has reduced property taxes by $124 million. The County’s operating budget has been reduced by $147 million since fiscal year 2007. Informal Meeting Minutes Monday, August 19, 2013 Page 4 of 5 Maricopa County’s portion of the tax bill sent to homeowners for the County and the County’s Special Districts has been reduced from 12% in 2013 to 11.07% in 2014. The impact on a homeowners Property Tax Bill will be an average reduction of $13.60. The 88% of remaining tax monies are portioned out to the 1,500 other taxing districts in the County, based on the assessed values and the calculated rates. The School District taxes take the largest portion of collected taxes (56%), followed by the Community College District (12%), Cities (11%), Special Districts (5%), and the State of Arizona (4%). Today the Board also set the Fiscal Year 2014 (Tax Year 2013) Primary and Secondary Tax Rates and Tax Levy, by Resolution, for the jurisdictions of Maricopa County; Flood Control District of Maricopa County; Maricopa County Library District; and will also cause the levies to be enacted for about 1,500 other jurisdictions and special taxing districts in the County Improvement Districts. Mr. Manos said this has always been a cumbersome process in the past but Shelby Scharbach, Assistant County Manager and Chief Finance Officer, and Clerk of the Board Fran McCarroll, with the help of the County Attorneys’ Office, have devised a new and much more streamlined version to approve all the jurisdictional levies with a single vote, and he thanked them for pursuing that goal. He explained that today’s vote will conclude the budget process for FY 2014 and said discussion on the 2015 budget has already begun. On behalf of the three new members on the Board, Supervisor Barney expressed appreciation for the help provided by the senior Supervisors, Kunasek and Wilcox, during the complex budget process. He also commented on the small portion of the levy that the County actually controls, which is less than 12% of the total tax bill. He confessed, “This has been a huge eye opener for me.” Supervisor Barney made a motion to adopt, by Resolution, the Maricopa County 2013 Tax Levy as expressed in the agenda and detailed in the packet prepared by the Finance Department which includes the tax levies and rates or assessments for all jurisdictions within the County, and to direct the Treasurer to collect the levies detailed on the roll. Supervisor Chucri seconded the motion. Supervisor Chucri said Members had done a good job of cutting excess and trimming the budget as much as possible. He asked the other 88% of County jurisdictions, especially the School Districts, to take a correspondingly serious approach in also cutting their budgets. Supervisor Wilcox commented that this year’s budget talks had been very different because of the new Members on the Board. She said they had done a thorough review of some long- standing principles that have been taken for granted. She noted that she would vote yes on this item, but with some reservations. She would have preferred a flat levy option, one which would not have raised taxes on homeowners and businesses but would have provided more than the $15 million needed to provide for our critical needs. She added her gratitude to colleagues for supporting a much needed salary increase for County employees, saying this pay increase is the first in five years and is long overdue. Supervisor Hickman expressed his appreciation for all that former Supervisor from District 4, Max Wilson, had done in showing his leadership and hard work during past budgets. He said he was looking forward to continuing the discussions and hard work as they begin the budget process for 2014 and beyond. Chairman Kunasek thanked all Members for their hard work and said he appreciated all the ideas and suggestions from the newer Members. He said he hoped the media would help inform the public that 88% of the tax bill they receive will not stay with Maricopa County even Informal Meeting Minutes Monday, August 19, 2013 Page 5 of 5 though the bill comes from the County. He said it is a very complex process with many moving parts that are handled by a very competent staff year after year. Ayes: Kunasek, Barney, Chucri, Hickman, Wilcox 3.
