Action Requested:
Pursuant to A.R.S. §11-251.08, set a public hearing for November 4, 2009 to solicit comments and
consider the adoption of Proposed Revisions of Maricopa County Parks and Recreation Department User
Fee Schedule. Upon Board approval, this item will become effective December 1, 2009.
Convene Action Requested:
Pursuant to A.R.S. §11-251.08, convene the scheduled public hearing, to solicit comments and consider
the adoption of PROPOSED REVISIONS OF MARICOPA COUNTY PARKS AND RECREATION DEPARTMENT
USER FEE SCHEDULE. Upon Board approval, this item will become effective December 1, 2009.
Board Required Information:
The Maricopa County Parks and Recreation Department, with consultation from the Parks and
Recreation Commission, has determined the necessity to revise its user fee schedule, in order to bring
the user fees more closely in line with typical fees for similar systems and to recover fees for services.
This will enable the Department to apply any changes in fees to needed repairs and improvements to
parks facilities. A Fee Study Committee was established to research the issue and develop the proposed
new fee schedule. The Parks and Recreation Commission held a public meeting regarding the revised
fees on September 8, 2009 and no comments were received from the public. The meeting was
advertised on the Parks website and in the parks. The Board must set this matter for public hearing
pursuant to statutory requirement.
Additional Information:
In February 2008, a Fees Study committee composed of Parks and Recreation Department staff was
established to study the existing fee structure of the Parks and Recreation Department to determine if
any revisions were necessary. The committee compared similar fees from Arizona State Parks, Arizona
Game and Fish and other counties in the western U.S. These entities provide similar outdoor recreation
opportunities to the public. The goal is to make the Department's fee structure consistent within our
own system as well as consistent with other governmental entities within Arizona while allowing the
Department to recover fees for services. On September 9, 2009, the Parks and Recreation Commission
approved the committee's recommended revisions to the Department's fee structure. Revenue
generated from these revisions will remain with the Park system and be designated for maintenance
and upgrade/enhancement of the current system.

Expenditure Impact By FY:
If passed, the new fee structure would allow the Department to collect approximately $450,000 per
year in additional revenue while keeping the fees in line with other entities who provide similar outdoor
recreation opportunities.
