APPLICATION NARRATIVE
PURPOSE OF REQUEST
Lyle and Karleen Guthrie have an existing children's gymnastics facility, Arizona Olympian
Gymnastics, on their property where they own their home and guesthouse. They purchased this
property specifically to live and operate their dream business, a children's gymnastics facility. To
that end, in 1999 the Guthrie's received a building permit to construct, what they believed and
understood at that time, a building to house their children's gymnastics facility. Thus, they have
been in operation since the year 2000 with business advertisement, a web site, and signage being
used to encourage the growth of their business. Unfortunately, in late 2005 they received a Notice
of Violation (Violation Number: V200501674) from the Maricopa County Code Enforcement
Division that they were in violation of the County zoning regulations for a children's gymnastics
facility. The Guthrie's hoped to resolve the issue on their own and determined quickly it was too
much for them to handle. To that end, they hired a zoning law firm, water testing company, well
company, certified well operator, civil/water engineering finn, and many others as needed to assist
them in understanding and processing the appropriate materials to bring their business into
compliance.
A pre-application meeting was held with the Planning and Development Department on
February 23, 2006, to determine the issues and concerns for the County Departments. (See Exhibit
"A" — Pre-Application Meeting Notes.) After the pre-application meeting it was determined the
Guthrie's need to assure they could meet the Public Water Service ("PWS") permit requirements
and hired Errol L. Montgomery & Associates, Inc. and Gilbert Pump & Equipment to help guide
them through this process. Additionally, they hired CMX and Water Treatment Operators, Inc. a
certified well operator to help complete the technical design requirements and process in order to
complete this task. As a result, the Guthrie's now have a PWS permit number and approval to
construction from Wes Shonerd of Environmental Services Dept. (See Exhibit "B" —
Environmental Services Notification of Approval) With that said, the proposed Special Use Petmit
will allow for the continuation of the children's gymnastics facility on a portion of the Guthrie's
property located at 22606 South Gilbert Road. The Special Use Permit area is proposed to cover
approximately 2.40 gross acres (the "Property") and be approved until 2020 with a subsequent
review occurring at that time. The Guthrie's will also continue to live in the primary residence (circa
1948) and fix up their guesthouse (circa 1936) for their adult son on this Property, which were
recently approved as legal non-conforming structures built prior to May 29, 1961 (LNC Case
Number: LU20070035). They also hope to add a future private workshop for Mr. Guthrie only
adjacent to their primary residence, which is indicated on the site plan.
It is important to note that one of Arizona Olympian Gymnastics primary goals is to
continue to provide high-quality children gymnastics, which is a model for all other similar facilities
throughout the Valley. This facility is cutting edge with emphasis on community integration; flex
space to train children for local, national, and international events; and quality training equipment
Lyle and Kat-leen wish to continue this dream of owning and operating such a distinguished facility.
In addition, the Property is ideally situated to continue serving the residents in the area, and the
future residential developments proposed adjacent and nearby.
Arizona Olympian Gymnastics — Narrative
October 21, 2008 Page 3 of 10

With that said, we would like to formally thank the Planning Staff and Code Enforcement
Division for all of their assistance, time, and patience throughout this entire process. The
accompanying information reflects in more depth the proposaL
The Property
The Property is currently occupied with the proposed gymnastics facility, the Guthrie's
primary residence, and the Guthrie's guesthouse. The Eastern Canal abuts the property on the west,
Gilbert Road to the east, vacant land to the south, and Eastern Canal/Chandler's water reclamation
plant/ponds to the north. The Property functions well with the existing uses on site as well as the
proposed changes. In addition, the surrounding area context is mostly open/vacant land with a
farm and house to the east, City of Chandler's water reclamation plant/ponds further to the west,
and vacant land south to another City of Chandler reclamation pond. Although the immediate area
is still primarily vacant in nature, there are several pending and developing planned residential
developments nearby. Thus, based on a land use perspective, this proposal is ideally located away
from residential developments and will complement the area, while serving the growing needs of the
families moving to this area of eastern Maricopa County.

Existing On-Site and Adjacent Land Use
Arizona Olympian Gymnastics will continue to provide a vital and necessary use with a site
plan that allows for flexibility when future phases become necessary, while maintaining sufficient
parking and safety measures.
C. DESCRIPTION OF PROPOSAL
As stated above, Lyle and Karleen want to continue to allow the children's gymnastics
facility. Thus, the Property has been designed to maximize all opportunities presented, and
minimize any potential constraints. (See Exhibit "C" - Site Plan.) As a result, a complementary
building vernacular for this agrarian area was used for the gymnastics facility along with a functional
internal layout. (See Exhibit "D" - Floor Plan.) The interior space includes approximately 16,000
square feet of open training space, which is optimal for gymnastics. Certain areas are identified,
such as: front desk; small gym for young children just starting, restrooms; limited pro-shop for
necessary items and drinks; small karate room; and tumbling room. The remainder of the space is
open to allow for specific programs. The proposed future building expansion will increase that
open area by approximately 4,000 square feet to allow more room to accommodate multiple
programs and equipment.
Arizona Olympian Gymnastics — Narrative
October 21, 2008 Page 4 of 10

Arizona Olympian Gymnastics offers a wide variety of programs for all abilities and levels of
interest. Their goal is to provide an enjoyable and safe environment for children to become
physically fit while participating in gymnastics. The Guthrie's have approximately 20 coaches who
work on the property at different times along with 3 support staff. During a typically day 10 -15
employees will be working at the gymnastics facility in different capacities. They typically operate
Monday thru Friday from 8 am to 8:30 pm, Saturdays from 8 am to 12 pm and no Sundays.
However, they do offer their space on Saturdays and Sundays after 12 pm for children's parties,
when requested.
It should be noted that the Guthrie's typically have two (2) children's parties a month or
forty-eight (48) in a year. The basic package includes approximately 50 minutes of planned activities
in the gym and 40 minutes to enjoy refreshments and open gifts. The gym staff coordinates the
structured activities and cleans up, the parent(s) provide the decorations, friends and refreshments.
Typically, there are 15-20 children, three (3) parents, and two (2) coaches, and one (1) additional
support staff that attend these parties.
Finally, the hours and intensity of the facility operates around typical public school
hours/schedules, which allows children to attend after or before their regular schooling or days off.
Moreover, the programs offered are sufficiently spaced out over the day to allow for adequate
parking and sufficient staff to supervise in a safe environment (See Exhibit "E" — Example of
Typical Schedule: Fall 2007 & Spring 2008.) That said, the following is a list of the hours of
operation and programs offered by Arizona Olympian Gymnastics.

No championships:
Only one small annual invitation only event is held in November on a Saturday. Due to this
event being by invitation only to those attending parent's and family are advised that there is
limited parking and to carpool, which has proven to be very successful in the past.
Average full day:
Total number of students that go through the facility in an average day is approximately 143
total students. It should be noted that this is not at one time, but throughout the entire day.
The Guthr-ie's work hard to make sure the property is not overburden and can sufficiently
accommodate even the busiest time, which is soon after school ends.
Number of students/staff at busiest time:
Approximately 70 students at their busiest time; and 75% of those students are dropped off
or carpool with parents. The remaining parents will stay and watch their child practice. This
also translates into approximately 17 staff at the busiest time for Arizona Olympian
Gymnastics.
A typical average class size is based on the interest_ However, an average class size can range
from 2-15 students. Again for safety purposes, the Guthries make sure the size of the
classes to coaches is appropriately matched and work to maintain a maximum class size of
no more than 15 students. Unfortunately, the market has reduced interest and they are
operating with a maximum number of 10 students.
Parking at the busiest time:
The number of parking spaces for this busiest time above would be approximately 38
parking spaces and the Guthrie's will be providing 53 total parking spaces or 19 more than
they need. Although in the past off-site parking did occur, due to a poor parking design, the
new proposed parking design shown on the site plan will more efficiently park the facility
with additional spaces provided as well. Thus, once the new site plan is approved and
improvements to the property are completed, no off-site parking will occur. In addition, the
Guthrie's have provided a spreadsheet indicting the parking pattern and how their business
operates. (See Exhibit "F" — Parking/Number of Students Spreadsheet.)
As is clearly seen when you visit the facility, the Guthrie's want to keep people and children
safe both within the gymnasium as well on the Property and have implemented proper security
measures to accomplish this task. Outdoor lighting attached to the building, which is located 15 feet
above the ground, keeps the Property well lit and all lighting, existing or future will be in compliance
with Section 112 of the Maricopa County Zoning Ordinance. The Guthrie's have also installed a 7'
block wall with 2' high light posts evenly spaced at each of the wall pillars facing Gilbert Road to
protect children from the traffic along this street. (See Exhibit "G" — Photograph of
Wall/Entrance.) The site plan and security were all equally important when Lyle and Karleen
developed this children's gymnastics facility, and their goal is to continue and improve their facility
while providing a high quality, safe, and integrated children's gymnastics training facility.
Arizona Olympian Gymnastics — Narrative
October 21, 2008 Page 6 of 10

Thus, the site plan is laid out with the gymnastics facility towards the southern boundary of
the Property due to the odd-shape of the overall property. Also, the building provides a buffer from
the existing vacant land to the south with an emergency access road and landscaping. This site
layout creates a proper intensity gradation from the gymnastics facility to the Guthrie's residence by
effectively providing a transition area with their parking, retention, and vehicular maneuvering areas
while anticipating a potential expansion opportunity in the future. Access to the Propet ly is from
Gilbert Road, which is an arterial road, providing ease of traffic flow. Plenty of open space for
landscaping is also provided throughout. However, in an effort to minimize heat gain from hard
surfaces and allow water absorption, the Guthrie's propose maintaining their parking area with
limited asphalt and provide compressed decomposed granite where possible.
The Guthrie's have also provided a landscape plan identifying how the property will be
landscaped and the parking screened from the road. This includes the following below mixture of
trees, ground coverings, and accent plants.
Eight (8) 48" box Ironwood Trees
S' (6) 48" box Texas Ebony
Four (4) 5-gallon Ice Plants
Two (2) 5-gallon Gopher Plant
Thirty-three (33) 5-gallon Candelila
Seventeen (17) 5-gallon Yellow Hesperaloe
To that end, the site plan allows for the most effective means of integrating the use within
the existing fabric of the overall property and area, while providing a high quality children's
gymnastics facility.
D. SUP DEVELOPMENT ADJUSTMENTS
Due to the location of the existing building, lot shape, and to provide adequate room for
their facility/parking area, we are proposing some development adjustments from the Rural-43
zoning district. With that said, we are proposing the following:
Development Standard Rural-43 Requirement Proposed
Front Yard Setback 40' 3'
Rear Yard Setback 40' 9'-23' (undulates)
Side Yard Setback 30' 26.5'

RELATIONSHIP TO SURROUNDING PROPERTIES
The proposed Special Use Permit is optimal, because it denotes a location that is easily
accessible to the surrounding residential developments and beyond, while having minimal impacts
on adjacent uses. Thus, Arizona Olympian Gymnastics is ideally situated to promote efficient land
development that is compatible with adjacent land uses, is well integrated with the transportation
system, and is sensitive to the environment The development will not adversely impact any
sensitive land uses from noise due to its proximity to adjacent to the canal, Chandler's water
reclamation facility, vacant land, a major street, and a farm. Finally, this use promotes a growing,
balanced, efficient, and diversified economy for this area of the County. Additionally, it allows for a
small business owner to succeed.
F. LOCATION AND ACCESSIBILITY
Access to the Property is via Gilbert Road, which has a current 1/2 street dedication of 33'.
Traffic will optimally circulate through the site using the proposed one (1) main entrance and circle
around the parking/retention. However, the southern-most driveway is being provided as a
secondary access/exit point or emergency exit as well as for full circulation around the building.
1. Gilbert Road can easily handle any minor increase associated with this use since is
currently underutilized based upon its designed volume. The additional 12' right-of-way requested
by MCDOT can and will be accommodated as agreed/stipulated to in the memorandum dated
September 5, 2007, from MCDOT. The memorandum will allow the walls to encroach within this
additional 12' right-of-way dedication until such time as MCDOT needs the right-of-way and the
wall will be demolished. Also, the site visibility triangle on the southeast emergency access entrance
we are requesting relief from this requirement with a restrictive easement from the adjacent vacant
property owner. This is limited, emergency exit only, with the primary access further north.
Additionally, the traffic impact will be appreciably lower than a commercial or office use
Thus, Arizona Olympian Gymnastics will have very low traffic impact, which has been tested
throughout its entire 7 year operation.
CIRCULATION SYSTEM
Again, access to the Property is proposed via the one (1) main entrance with a circular drive
aisle around the parking area, which allows for ease of traffic flow both on-site and off-site. The
parking lot layout provides an optimal number of parking spaces that will sufficiently accommodate
those working at the facility and their users. Additionally, many of the children are dropped-off and
picked-up by their parents. Thus, with the staggering of programs, parent's dropping children off,
carpooling by parents, and the number of employees the 53 total parking spaces proposed, including
3 accessible spaces, provides more than sufficient parking. The parking spaces will be marked with
concrete paving strips. In addition, future improvements to the parking lot layout will allow for
more efficient parking space allocation then what currently exists today.
In an average day the total number of students that go through the facility is staggered
enough along with the coaching and staff, so it creates a manageable situation. The Guthrie's have
Arizona Olympian Gymnastics — Narrative
October 21, 2008 Page 8 of 10

provided a spreadsheet showing how the parking pattern is spread out during a typical day and how
their business operates sufficiently to handle the limited traffic and parking needed to operate. (See
Exhibit "F" —Parking/Number of Students Spreadsheet.)
PHASING/PROPOSED TIMING FOR THE SPECIAL USE PERMIT
The Guthrie's envision growing their business and, thus, we have shown the overall build-
out and a future building adjacent to their private residence for their use only. It is anticipated that
within the next 2 -5 years the build-out as shown on the site plan will be complete.
The first 18-24 months will entail cleaning/removing debris from the property,
adding/completing necessary boundary walls, completing the parking lot area/landscaping„
demolishing any unnecessary existing structures, and completing the necessary as-builts for those
structures built prior to this SUP approval. The dedication of the right-of-way will also occur 6
months after the SUP is approved.
It is important to note that all appropriate and required permits for the existing and
proposed structures will be garnered to meet the necessary requirements for the County commercial
code standards.
Please note: The Guthrie's hope to add a future private workshop for Mr. Guthrie only
adjacent to their primary residence, which is indicated on the site plan. They have no specific timing
at this time and want to complete the necessary improvements to their facility first_ However, we
were advised to show this to preserve that ability within this Special Use Permit for future use if they
decide to build it later and avoid re-opening the Special Use Permit case for this item.
I. COMMUNITY FACILITIES AND SERVICES
Schools Chandler Unified School District No. 80 (Santan Elementary
and Basha High School). It should be noted that our proposal
would have no impact on the school system.
The proposed gymnastics facility will provide a recreational service to the families living in
the area, which will enhance their quality of life and activities available for their children.
PUBLIC UTILITIES AND SERVICES
Water
As stated earlier, we have received a PWS number and the Lyle and Karleen are currently
implementing the remaining technical details via CMX to complete the necessary engineering
drawings. In addition, Water Treatment Operators, Inc. will continue to help coordinate the
processing of the required materials through the County.

CONCLUSION
The proposed Special Use Permit to continue to allow for a children's gymnastics facility on
a portion of the Guthrie's approximately 2.40 gross acre property located at 22606 South Gilbert
Road provides a much needed facility for the children and families of eastern Maricopa County. It is
the primary desire of Lyle and Karleen Guthrie to continue to provide a Functional, safe, and clean
gymnastics facility while being responsible members of the community. Lyle and Karleen welcome
this opportunity to discuss their business and look forward to the fulfillment of this Special Use
Permit request, so they can continue to fulfill their dream.
We therefore respectfully request your consideration and approval of this application.

Re-Submittal
As requested, the Department of Transportation (MCDOT) has reviewed the revised
proposed development covered by Z 2007-03 received on December 24, 2008. We
recommend approval with these stipulations:
1) Provide a total half-width of 45 feet of right-of-way on Gilbert Road.

SUBJECT: Special Use Permit for the Arizona Olympian Gymnastics facility;
Z2007003
The Maricopa County Environmental Services Department (MCESD) has reviewed
documents received from the Maricopa County Planning and Zoning Department for
the above referenced project. This project is a request for a Special Use Permit for
the existing Arizona Olympian Gymnastics facility located at 22606 South Gilbert
Road. This facility has operated since 2000, but has received a Notice of Violation for
operating a commercial business in a residentially zoned area. -Granting this Special
Use Permit will resolve the violation. According to the submitted documentation, a
private well supplies water to the facility (and the adjoining two residential
structures). A new septic system manages sanitary sewage from the facility.
MCESD had requested in our February 2007 letter, that the water well and the
associated water system infrastructure become registered as a Public Water System.
MCESD also required that a PWS number be obtained prior to the submission of the
plans for the water system to MCESD for review and issuance of an Approval to
Construct. The water system has been issued a PWS number; #047909. Approvals
to Construct were issued for the well (MCESD #080359), pressure tank (#080360)
and chlorination system (#080361) on February 29, 2008.
Based on the above, MCESD raised no objection to this project to the Planning &
Development Department in Permits Plus on March 4, 2008 and the project may
proceed at this time subject to the following stipulations:
Stipulations: None
It should be noted that several other Maricopa County agencies must review this
project. Final approval authority for this project rests with the Maricopa County
Board of Supervisors.

Thara,
I understand that a gymnastics facility is proposed for 22606 S. Gilbert Road. This use would not be in
conformance with the Southeast Chandler Area Plan, which prescribes "community/regional open space and
recreational opportunities" at this location.
We do not have other comments at this time.

Re: Arizona Olympian Gymnastics Special Use Permit — Z2007003
I have reviewed the Arizona Olympian Gymnastics proposed Site Plan, dated Aug 2007, as provided
to me by Mr. Dennis Newcombe. Based on the site plan proposal and an e-mail correspondence with
Mr. Newcombe, I would like to submit several comments and express my opposition for the
requested special use permit for Arizona Olympian located on Gilbert Road between Ocotillo and
Chandler Heights (Southeast Chandler).
From what I understand, this property is zoned for Rural 43 and that the property owner has erected a
commercial development without obtaining prior county authorization and that they are now trying to
"fix" this problem by obtaining a special use permit. I also understand the special use permit would' s
allow for the development of additional building space. I am in opposition due to the following
reasons:
' -
Half-mile Development in a Residential Zoned Area I
This requested special use permit would allow for a commercial development to be placed at the half
mile point on Gilbert Road between Ocotillo and Chandler Heights which would be very unusual for
this area. This project is located on an isolated Maricopa County island surrounded by the City of -
Chandler's jurisdiction and under the Southeast Area Plan. Chandler's plan incorporates the
implementation of commercial areas to be placed at major arterial corners. Across the street from
this proposed requested special use permit it is either developed or zoned for residential housing.
This special use permit request should not be approved for this commercial development is
incompatible with the surrounding residential neighborhoods and would be much more appropriate
for a major cross street arterial.
• Lot Size to Small for Uses
The requested special use permit is for a piece of land that is only 2.22 acres in size but incorporates
multiple structures including: a very large (24,000 square foot) gym, 50 parking slips, residences, and
other structures. As a result of the small lot, it appears that many of the required setback distances
cannot be achieved; for example, the front setback of only 15 feet means the gymnastics building is -
very close to Gilbert Road. Additionally, because everything is so tight, there are limited
opportunities for placing landscape screening (i e , trees) between the gymnastics building and the
property boundary along the front and sides.
Parking
Adequate parking for this project should be a serious consideration in evaluating the permit request.
On several occasions in the past, when the Arizona Olympian Gymnastics has had special events,
parking of vehicles can overflow onto Gilbert Road. From discussions with the City of Chandler's
Capital Improvement Projects, they anticipate that Gilbert Road will be widened sometime in the
near future (2010 or 2011) resulting in a larger road right-of-way. This would likely translate into a
Page 1 of 3

situation where the current site plan acreage would be even more reduced and likely result in an
overall reduction of the number of vehicles that can park at the facility.
• Building Architecture Not Compatible with Area
The current building is corrugated steel like structure with a box shape (see photos below). This type
of building architecture is usually seen in industrial zoned areas and is not compatible with the
surrounding residential development (homes in this area sell for around $450,000 to $800,000) nor is
it compatible with other nearby commercial properties in the area.
I like the idea of a gymnastics facility for the Southeast Valley, but based on the above outlined
issues, it would be irresponsible for Maricopa County to approve this special use permit at this
location under the proposed criteria.
Thank you for your time,
Glenn Stark

Attn: Thara Johnson
I would like to submit some initial written comments and express my opposition to a
special use permit for a gymnasium on a parcel located on Gilbert Road south of Ocotillo
(Southeast Chandler). From what I understand, this property has been operating for
many years in violation of County codes and regulations.
In a letter dated 2001 (attached), the City of Chandler opposed a similar type of land use
development which would have been located directly south of this gymnasium. The
letter states many reasons why a commercial development at this location would not be
appropriate. It would appear many of the same arguments would be applicable to the
gymnasium proposal today.
Adequate parking for the gym should be a serious consideration in evaluating the permit
request. In the past, when the gym. has had special events, the parking overflows onto
Gilbert Road. Additionally, in the near future, Chandler will be widening Gilbert Road
and pursuant to the 2001 letter stated above, Chandler stated that they needed a 65 foot
right-of-way. This will likely mean the existing six foot block wall in the front of the
property will need to be pushed back resulting in an overall reduction of the number of
vehicles that can park at the facility.
Over the last year or so, the northern most structure on the property has been storing
salvage like materials in the front and sides of their yard. From what I understand, this is
a rental property leased by the gymnasium owners. It has been an eye-sore, and at times
likely to be out of compliance with County codes.
All of the vacant land surrounding the site will become residential within the next few
years_ Therefore, if the County does approve this project. T would ask that the permit be
issued for no more than 5 years in length.
Most people in the area have not likely seen the small. white notice signs. It would be the
responsible thing to send a notice to the residents to the closest neighborhoods which I
think would be Brooks Ranch and the development to the west on Ocotillo.
In general, I am opposed to the visual estbic quality of the current site layout and the steel
barn like structure. I would hope that if the permit moves forward that there would be an
opportunity to review any site plans or building plans. You may reach me at the
following c-mail address: stark90@cox.net

Glenn Stark

Dear Mr. Brock,
I am a parent of a gymnast at Arizona Olympian Gymnastics on Gilbert Rd/Ocotillo. We have
been at this facility for about 6 months after a switch from a gym she spent almost 9 years at. We
are not new to the world of gymnastics. Lyle Guthrie (owner) maintains and practices a
philosophy that brings out the best in each child. He and his entire staff provide a positive and
effective training environment. My daughter is a Level 7 (training L8) gymnast. She and the
other upper level gymnasts, including the boys, need more room to train. Az Olympian plans to
expand providing the gymnasts with a dedicated vault runway which is desparately needed. We
are externely satisfied with their professionalism and genuine caring of each family. Jamie ( my
daughter), is the happiest she has been in a long time since our switch to Az Olympians. We
encourage your support of the expansion of this facility. Arizona Olympian Gymnastics is a
valuable part of the Chandler community. Thank you for your time and consideration.

I am writing to request that you approve the request for Lyle & Karleen Guthrie;
(Arizona Olympian Gymnastics); property address--22606 S. Gilbert Road,

My daughter, MacKenzie Walsh attends the Arizona Olympians Gym and is on the
girls team. Going to the gym everyday is her "escape" and allows her to do the one
thing she absolutely loves. Her goal is to get a gymnastics scholarship to college.
The parking lot has needed serious attention for a long time now and the gym area
itself needs to be expanded/improved. They cannot hold any girls meets at the gym
as it doesn't comply with the USA Gymnastics rules for competitions because of
space limitations. Hosting a meet at the gym would raise funds and benefit the gym
as well as both the boys and girls teams. The girls team has placed 3rd in the last
two out of three meets.
New gyms are being built all over the Valley. Arizona Olympians benefits the City of
Chandler and its residents in many ways, and not granting the improvements may
cause members to go to other "newer" facilities.
Please pass the Special Use Permit to allow Lyle to improve our gym.

Mr. Brock,
As a parent of a gymnast at AZ Olympian Gymnastics, I am asking you to please issue a Special

This permit will allow for the parking lot to be completed. As you may know, the lot is a dirt lot
and can be a real mess when it is windy or rainy. The gymnasts have to walk across this to get to
the cars. And the lot is very limited in space; as the gym gains in popularity and attendance, this
issue will only get worse.
We have been very happy at the gym. Lyle is very involved with the families and the gymnasts,

Dear Mr. Fulton Brock,
Please allow Lyle and Karleen Guthrie the opportunity to expand their business. AZOG has been
an important and positive part of this community The children have a place to learn and play in a safe
environment. Our community needs more positive places for growing active children to spend their time
and energy. This community needs a business they can see grow, especially in this challenging economic
time. It's a bright spot to see a business that wants to expand to include more children in their programs.
I have twin seven year old boys. We have been attending AZOG classes now for 3 years. We
have had the most rewarding experience being a part of their gymnastics program. My children are getting
strong, flexible and coordinated. I am so grateful my boys prefer to climb ropes, run, jump, stretch rather
than to spend time in front of the television or Video games. We don't live in a world where we can
send our kids outside to play. We constantly need to organize their school, sports and play time AZOG is
one of those awesome organized sport or play times where kids can exercise in a motivating environment.
The Open Gym nights are also awesome.
' My boys have learned about respect and discipline froth the coaches. Lyle takes the time and
care to find coaches who work well with the kids. My son is now part of the AZOG boys team. He is
learning about competition and will get to experience the reward of his hard work. He will also find out
how it feels to fall and get up again with a watchful audience. Most importantly he will gain confidence in
his abilities that will follow him out the gym door.
The Guthrie family is very dedicated to their- gymnasts and employees Please assist them in their
permit needs. The community greatly benefits with AZOG being a part of it

RE: Arizona Olympians Special Use Permit - Z2007003
Supervisor Brock,
I'm writing this letter in support of the upcoming Arizona Olympians Special Use Permit Z2007003. My
son has been actively involved with the Arizona Olympian gymnastics program from the past seven or
eight years and is currently a member of the Level. 6 team. (In addition, my wife volunteers the equivalent
of an almost full time job managing the finances of the competing athletes as the Treasurer of the Booster
Club.)
Lyle has an ability to take average kids and inspire them to really great things. You only have to tour the
facility with him one time to see the scores of trophies the various Arizona Olympian teams have won.
As a member of the development' community, I understand that the Guthries' approach has been somewhat
unorthodox. However, I believe their actions are centered in a single-minded dedication to creating a first-
rate training facility. There is no doubt the proposed improvements are necessary to improve the existing
facility; particularly the improvements to the parking and drainage facilities.
Over 800 students are registered in the various programs offered by Arizona Olympians and many of these
kids are headed into their competition seasons. It is imperative that the facility remain open during the
time required to meet the stipulations of the special use permit and during the time the "as-built" permits
are being obtained; the consequences of the kids having to move teams mid-season would prove an
unimaginable financial hardship on the children's parents and the Guthries.
I understand the need to bring the facility into conformity; and, I urge you to support their special use
permit so that they can continue to provide high-quality gymnastics training to children and young adults.
Sincerely,
Mike Clements

Dear Mr. Fulton Brock,
Please allow Lyle and Karleen Guthrie the opportunity to expand their business. AZOG has been
an important and positive part of this community. The children have a place to learn and play in a safe
environment. Our community needs more positive places for growing active children to spend their time
and energy This community needs a business they can see grow, especially in this challenging economic
time It's a bright spot to see a business that wants to expand to include more children in their programs.
We don't live in a world where we can send
our kids outside to play. We constantly need to organize their school, sports and play time. AZOG is one
of those awesome organized sport or play times where kids can exercise in a motivating environment. The
Open Gym nights are also awesome.
My boys have learned about respect and discipline from the coaches.
Lyle takes true time and care to find coaches who work well with the kids. My son is now part of the
AZOG boys team. He is learning about competition and will get to experience the reward of his hard
work. He will also find out how it feels to fall and get up again with a watchful audience. Most
importantly he will gain confidence in his abilities that will follow him out the gym door.
The Guthrie family is very dedicated to their gymnasts and employees. Please assist them in their
permit needs. The community greatly benefits with AZOG being a part of it.
Thank You.

Dear Fulton Brock,
Subject: Special Use Permit
My Name is Michele Kennedy, my grandson, Tristan Hanafin, attends Arizona Olympian
Gymnastics at 22606 S. Gilbert Road, Chandler, AZ 85249. The owner's of the gym,
Lyle and Karleen Guthrie, have applied for a "special use permit" to expand the gym and
finish the parking lot. This letter is my request to you to approve their permit request.
My grandson has been at Arizona Olympian Gymnastics since he was two; he is now six.
The gym has been beneficial to Tristan in more ways then just teaching him gymnastics.
Tristan is the only child of a single divorced mother. They travel from Arizona City for
Tristan to attend gymnastics three times a week. The gym gives Tristan positive male
roll models which he would not have being in a single parent family. Through his
gymnastics Tristan is learning team concepts, cooperation, and sportsmanship. I don't
know what we would do to give Tristan such positive male role models if it wasn't for
the gym.
Please approve the "special use penile for Arizona Olympian Gymnastics so that others
can experience the positive results that my family has experienced.
Respectfully,
Michele Kennedy

Dear Mr. Brock,
Just a quick note to ask you to strongly consider granting the special use permit that AZOG is requesting.
My children have attended gymnastics there for the past 2 years and genuinely love it. Lyle has made many
improvements to the gym since we started there and allowing him to finish what he has requested would
only enhance our gymnastics experiences. There is not another gym with the capabilities and equipment
that AZOG has nearby at all - we really appreciate having the gym in our communities and ANY
improvements he is requesting would only benefit our community. Thanks for your consideration in this
matter.

3ar Supervisor Brock,
is week I watched my son practice at Arizona Olympian Gymnastics for the last time in what sounds to be be many months. I
n hoping that I am not seeing his chances of a state championship and going to Nationals evaporate as well. Koby has been
orking with Lyle for 10 years, and all of the blood, sweat and tears are beginning to pay off. Now we will have to scramble to
id a location for him to train, and the competition season is only a month away. Koby spends nearly 20 hours a week working
rd to achieve his dreams while juggling straight As and playing the bassoon and trumpet. He has put more work in than 95% of
uclents his age and now has hit a wall that he has absolutely no control over.
Jnde rst a n d the concern over the building and that the county needs to follow policy. But I am dismayed about how this was
3ndled. With a business that has been in operation for years, to not provide adequate time to properly communicate with
3rents and to try and find another facility seems unreasonable. It has certainly caused problems in our lives and I question
hether Lyle will ever be able to recover. 700 gymnasts and their families have been tossed into the street. I am also concerned
)out what the Guthrie's described as a very rough meeting where they were yelled at by one of the governmental officials ,-
inning the meeting. Lyle and Karleen are not sophisticated businessman, attorneys or politicians — they are common citizens
ying to make a living while making a difference. You would think that they would be treated with civility. Seems like there were
enty of mistakes along the way on the County side.
lave known Lyle and Karleen for 10 years - they love the sport of gymnastics and care deeply for the children that participate in
ie sport. They have given a significant portion of their lives to building a gym where they can provide a positive environrnen
)r chijdren. Beyond the many gymnasts they worked with, the gym offered a safe place for kids to come on Friday aVd Saturday
ral--311 In a society where a major concern is obesity, crime, a general loss of ambition and lack of understanding of what har
Trek/means, they offered a safe place to exercise, play, and learn the value of hard work. I am hoping that you and the county
-e making every effort to reopen Arizona Olympian Gymnastics as soon as possible.
(le and Karleen are the type of hard working entrepreneurs that our country has been built on and now needs more than ever.
hey have built a successful business through hard work and sacrifice. To give you an idea of how much this gym means to them
ley had their son's wedding reception in the gym. In a declining economy where part of the future is going to depend on
Jccessful small businesses I hate to see one get destroyed. Especially one that positively impacts nearly a 1,000 children each
ionth. How more empty buildings can Chandler have?
s an elected official I know that you care about the social and economic health of Maricopa county. I am hoping that you can

Mr Brock,
I was just told that our gymnastics club was shut down without warning. I am writing to urge you to expedite the re-opening of
this school. I'm sure that a compromise is within your power.
In such dire economic times, why wreak havoc with a business that IS succeeding? As government officials, shouldn't you be
supporting them? Have them present the plans to meet your code, and let them re-open while you work WITH the school to
meet all of the tasks. Our children are the real victims of this stupid situation.
Ask yourself what the media will say when they learn that hundreds of children were forced from their gymnastics program, that
competitors can't practice, and that Maricopa government officials have singled out and lampooned a thriving business without
warning, when a plan to remedy the issues could have easily been offered in a discussion with a business owner willing to do all
that is needed. Ask yourself how you will answer to the public when they want to know why you had to try to destroy the hard
working business owner weeks before Christmas and when the entire community needs support. What do you gain?

Viy name is Katie Layton. My daughter takes gymnastics at Arizona Olympian Gymnastics owned by Lyle. She has
)een training at Arizona Olympian Gymnastics for the past three years and LOVES it. One of her first questions she
asks when she wakes up in the morning is, "Mommy? Is today a gymnastics day?"
We are very saddened to find out what is happening to Lyle and Arizona Olympian Gymnastics. You couldn't find a
more hard working and dedicated person as Lyle. I am a former gymnast and gymnastics coach. I coached at different
gymnastics centers around the valley and I have never found a gymnastics center as professionally run and family
Driented as Arizona Olympian Gymnastics. The building facility is amazing. I can't imagine something falling from it,
'Ws as sturdy as any well built building I've ever been in. It isn't some rinky dink business. It is a serious gymnastics
center with some of the best athletes training at the facility.
My daughter is very saddened that she will be unable to attend Arizona Olympian for the next couple of months. Even
more so, I am saddened for Lyle. Arizona Gymnastics is his family's livelihood. With the economy so terrible and
everyone struggling, it saddens me that he will have to go through even harder times.
Please, If there is anything you can do to help Lyle or to hurry things along as quickly as possible, there are at least a
thousand boys and girls that will be thankful to you. It would mean so much to this community.
Sincerely,
Katie Layton

Dear mr. Fulton Brock,
gy name is Joshua Griffin and I am writting on behalf of the AZOG conflict that has so recently taken place. I am
urrently a coach for my boss and former coach Lyle Guthrie. I attended the gym for 4+ years and then quit for my own
-easons. I have a passion and love for the sport gymnastics and the people who taught me it. So the following fall after I
iuit I lyle gave me a coaching position at the gym. I can't imagine a better place to work and I would do anything for
41e. AZOG is like a second family to me and I would do anything for it. Already there is concern and frustration in all
Athe staff, each of the parents, and most importantly the kids that attend our gym. Lyle has informed me that you are
ruely sorry for what has happened to the gym and I'm gratful to have someone compationate towards our situation. I
,vould be even more grateful for anyinformation on hearing schedrules and any other important events that I might be

Dear Mr. Brock,
am writing to you in reference to the recent temporary business closure resulting from the permit and
expansion efforts of Arizona Olympians Gymnastics.
am a voting four year resident of Chandler. Upon moving here from Pennsylvania, my daughter continued
'ler gymnastics at Arizona Olympians, owned and operated by Lyle Guthrie. We have been there for four
years now. My original reason to attend the facility was because Lyle is dedicated to the children while
maintaining a modest life for his family. Lyle has worked endlessly to continue to improve and create the
jest gym atmosphere for the children. As I am at his facility four times a week, I have watched the number
df children attending increase, watched the children enjoy the physical activity, observed cheer and
gymnastics squads work for excruciating hours to bring awards/medals/recognition to the City of Chandler
and Maricopa County.
In our current state of the recessionary economy, Maricopa County and the City of Chandler needs to do
everything to assist this upholding business to continue to operate and provide an avenue for our children to
explore the physical activity and camaraderie provided through the boys and girls gymnastics programs,
karate, cheer programs, mom and tot classes, and open gym nights. The owners, administrative staff, and
coaching staff are all wonderful people whose livelihoods depend upon the business operation who want to
continue on, and not join the ranks of the unemployed. Please put politics aside and do everything to keep a
viable business giving back to our community in an cooperative, expedited fashion. If there is anything I can
do to influence this process, please contact me.
Sincerely,

Mr. Fulton Brock -
I am sending this email in regards to my daughter's gym, Arizona Olympian Gymnastics
having to close it's doors. In arriving home this evening, I received a telephone call
from Lyle, the owner in regards to the situation. I really cannot put into words how
upset we are about this situation. My daughter is a Sophmore and a JV Cheerleader
at Mesquite High School in Gilbert. She has been attending this gym since we moved
to Arizona three years ago. This past August, she had a cheerleading accident at
the high school. It ended up with surgery and has been quite an ordeal for her, and
our entire family. The wonderful personnel at Arizona Gymnastics have been the ones
who have been able to get my daughter through this accident. They have made
telephone calls to her, listened to her when she was upset, consolled her tears, and
one coach even sat with her in the ER until midnight. They have helped keep her
positive. Without this gym, she is going to be completely devasted. We just started
back two weeks ago, and the coaches helping her get back on her feet. Without the
gym being open, we don't know what we are going to do. Cheerleading and gymnastics
are a huge part of her life and have been for years. We researched gyms long and
hard here in Arizona before deciding on Arizona Olympian. We even tried various
ones out. None of the local gyms had the professionalism, or trained personnel that
Arizona Olympian has. We are heartbroken about this entire situation. We need this
gyms doors reopened as soon as possible.
Not only does this gym closure affect our family but, the cheerleading coach at the
AZ Olympian assists several of the high school programs throughout Tempe, Chandler,
and Gilbert. She teaches the girls many safety techniques that are necessary for the
sport of cheerleading. With the gym closed, she is going to have to change her

Patty,
By way of this correspondence, we formally request on behalf of our clients, Lyle and
Karleen Guthrie, 24-hour emergency vesting for the Special Use Permit (Z2007003) for Arizona
Olympian Gymnastics, LLC. As you are well aware, our client has ceased operation in his
building located at 22606 South Gilbert Road. Therefore, it is incredibly important for the
Special Use Permit to vest in order to fulfill additional steps necessary to reopen the above-
referenced building.
If you have any questions or concerns with regard to this correspondence, do not hesitate
to contact the undersigned. I look forward to seeing you on January 15 th at the Planning and

schedule completely, and this may mean that she will be unable to assist these squads.
As a parent who just watched her daughter go through a major injury, it is vital that
these girls are taught the correct safety techniques so that others avoid dealing
with the same situation we just did. These schools are depending on Arizona
Olympian. With the doors closed, it is going to be devastating to these programs.
Many of these girls also rely on AZ Olympian also for their cheer tumbling.
I am asking that you please, please reconsider your recent decision. This gym is one
of the best we have ever attended, and we have lived in 4 different states. Because
of that, we have attended many gyms. We need the doors of Arizona Olympian to be
opened as soon as possible. I hate to see many of the coaches that are there have to
search out other gyms because of this ridiculous situation. Never, ever have I felt
that my child was not "safe" at this gym. It is Christmastime, the economy is bad
enough, why AZ Olympian? No one ever complains about this gym. I have never heard
anything but compliments from parents in the 3 years we have been there.
Please do what is necessary so that Lyle can reopen the doors of Arizona Olympian
soon. I am certain that there are many parents just as I who will do what we can to
assist in making this happen.
