Description of Proposal:
1. This request is for Special Use Permit (SUP) for a Wireless Communication
Facility (WCF), to locate one (1) new monopole with associated ground
equipment on a 0.045 ac. site, which is part of a larger 8.6 acre parcel occupied
by a church in the Rural-43 zoning district. The co-locatable monopole will be
65' (h) and located in a 30' x 40' walled compound within a 50' x 40' SUP area.
The site is located on the northeast corner of the Sossaman Ave. and San Tan
Blvd (in the Queen Creek area). The applicant is requesting a 25-year period of
time for the SUP.
2. Improvements to the site include a 30' x 40', (1,200 sq. ft.) lease area that
includes a 65' (h) monopole with antenna arrays and associated ground
equipment. The lease area includes a technician parking space and is screened
by an 8' (h) CMU wall. The perimeter of the lease area will include a 4'
landscape planting area which will include drought tolerant desert shrubs. The
landscaping will be watered via the existing on-site church watering system.
3. Although not officially part of the lease area, an additional 20' x 40' area has
been included in the SUP area to accommodate future carriers to locate their
equipment without triggering an amendment. The applicant has requested this
because they don't want to lease space that may never get used. Staff is
comfortable with this request because even though the monopole is co-locatable
the project footprint will remain small until an additional wireless carrier requests
to place their equipment on this site.
4. The subject proposal includes installation of six (6) new Alltel antennas on a
three-sided antenna array at a height of 61' and one (1) 4' microwave dish at
approximately 50' rad center on the proposed 65' (h) monopole. In addition, a
pre-fabricated 230 sq. ft. 10'-4" (h) equipment shelter will be constructed to
house the related Alltel ground equipment.
5. Access to the property is from San Tan Blvd. via a 12' (w) dust proofed access
easement across the eastern boundary of the subject property. Technician
parking will be immediately inside the SUP area through a 12' (w) gate and will
be paved.
6. The monopole is setback from property lines as follows:
North: 168'
East: 160'
South: 490'
West: 445'

Analysis of Conformance with Adopted Plans:
7. Maricopa County "Eye to the Future 2020" Comprehensive Plan: The
Comprehensive Plan designates this site within the General Plan Development Area
(GPDA) of the Town of Queen Creek. Under this designation, the Comprehensive
Plan indicates that staff will take into account the Town of Queen Creek General
Plan as long as it has been updated in the last five (5) years with input of County
residents. The Town's plan does not meet these requirements having last been
updated and adopted May 15, 2002. Although the Queen Creek General Plan was
approved more than 5 years ago, staff still considers the land use designation as
valid.
8. Queen Creek Area Plan: The land use plan of the Queen Creek Area Plan,
adopted April 6, 1992, shows Rural Residential (0-1 d.u./ac.) for the site. The
current zoning on the property is Rural-43. The proposal will be located in a parcel
that already has a church as an established use. The WCF will be an accessory
use to the church. Wireless Communication Facilities are not specifically addressed
in the plan.
9. Town of Queen Creek General Plan: The General Plan designates the subject
site for "Very Low Density Residential" (0-1 d.u./ac). Uses found within this
category include vacant land, single-family detached residential and certain
agricultural uses. The proposal will be located on a parcel that already has a
church as an established use. The WCF will be an accessory use to the church.
Wireless Communication Facilities are not specifically addresses in the plan.

Area Land Use Analysis:
12. The subject site is part of a church on the northeast corner of San Tan Blvd. and
Sossaman Rd. This site is within an unincorporated area near Chandler Heights
and the Town of Queen Creek. The land use in the surrounding area consists of
large lot single family residential. Most surrounding parcels appear to be lot splits
with access easements.

33. Other: The request was also referred to the State Historic Preservation Office
(SHPO). To date, no response has been received.
Agenda Item 2: - Z2007126

Citizen Participation:
34. The applicant has complied with the requirements outlined within the Maricopa
County Citizen Review Process. The applicant has indicated that affected citizens
and interested parties were provided the opportunity to express concerns. To
date, the applicant has been contacted by one resident requesting additional
information regarding the Special Use Permit application. The applicant responded
by sending the resident a detailed information packet about the proposal. No
additional correspondence was submitted by the applicant.
Discussion and Evaluation:
35. This request is for a SUP in the Rural-43 zoning district and Wireless
Communication Facility Use District 1. The original application submitted
September 27, 2007 was for an 80' (h) monopole with language in the Narrative
report stating that the WCF would be co-locatable. However, staff was concerned
that the SUP area would not be large enough to accommodate additional
equipment cabinets associated with additional carriers. Furthermore, the Town of
Queen Creek expressed some concern about the height of the mono-pole and
requested that it be reduced to 65'. The applicant complied with both requests in
by lowering the height of the mono-pole to 65' and designating a future expansion
area to accommodate future co-location.
36. According to the applicant, the WCF is not being proposed as a flag-pole or a cross
structure because that would limit the colocatability that the landlord was
requesting. While staff might prefer a stealth design, the neighborhood is sparsely
vegetated so the effectiveness of a stealth design might be debatable, especially
considering the colocatability of the proposed pole. Having stated this, church
sites are typically noted for their stealth designs such as steeples, crosses and
other structures that lend themselves to stealth designs. Further, staff notes that
if the church was to erect a steeple or similar structure in accordance with MCZO,
said structures likely could be co-located on at a later date by-right.
37. The request includes a 4' (w) perimeter landscape buffer of drought tolerant desert
shrubs of yucca and acacia. The landscaping will be connected to the existing
watering system that services the plants on the church campus. This will provide a
visually softening effect to the facility perimeter wall.
38. The site will be accessed from San Tan Blvd. to the south then north across a 20'
(w) dust proofed material access easement across the parent parcel. The
technician will be visiting the site approximately once a month for routine
maintenance. The technician will park their vehicle on a 9'x18' asphalt paved
parking spot inside the SUP area. The site will be screened by an 8' (h) CMU wall
Agenda Item 2: - Z2007126
and a 16' (w) gate. The wall and gate are to be painted a color that will blend in
with the surrounding area.
39. The proposed WCF falls within Wireless Communication District 1. According to
section 1202.3.1 "The wireless communication facility shall replace an existing
pole, light standard, communication facility or other pole-like structure of the
same or less height and similar circumference that has been in existence for at
least one year, or the antennae shall be attached to an existing pole or structure
that has been in existence for at least one year, that otherwise meets the
provisions of this Ordinance". T his WCF does not meet these requirements
because it is a new pole; therefore a SUP is required.
40. The location of this SUP request is considered a Class la County Island and
defined as "unincorporated area that is completely surrounded by two or more
incorporated municipalities." According to County policy, approvals in these areas
are only considered when "the development is in compliance with the General Plan
of the municipality supplying services." Class I policies also state that the
Commission or Board shall "give full consideration to the recommendation of the
local municipality" and that "... full justification must be offered for variations from
the municipal recommendations." Further, Arizona Revised Statute 11-831 also
calls for the County to use the guidelines of the adopted general plan of the city or
town that surrounds the unincorporated area and that the Commission of Board
shall indicate specific reasons for deviation from the plan.
41. The Town of Queen Creek and the Town of Gilbert have been given the
opportunity to review the applicant's redesign and has offered comments. In a
letter dated October 25, 2007, the Town of Gilbert has commented that the
proposed request is outside the Town's jurisdiction; therefore, doesn't affect any of
the Town's development policies. In a letter dated October 17, 2007, the Town of
Queen Creek recommended approval to their Council subject to five (5)
stipulations all of which the applicant has or will comply with.
a. The proposed wireless communication facility should not exceed 65 ft. in
height The applicant has complied with this request by reducing the height
of the request from an 80' (h) mono-pole to a 65' (h) mono-pole.
b. A 4 it wide landscape strip should be outside the perimeter of the
compound. The applicant has agreed to this request and is stipulated to
comply.
c. The 8 It tall CMU perimeter wall should be designed to complement the
existing church buildings. The applicant has agreed to this request and is
stipulated to comply
d. The applicant should be responsible for removing or dismantling the tower
when then operation ceases to exist. The applicant has agreed to this and is
stipulated to comply.
Agenda Item 2: - Z2007126
e. The Town requires the opportunity to review and comment on any
proposed site plan modifications for this project as they evolve through the
Maricopa County development approval process. The applicant will be
required to submit to the Town as part of any amendments.
42. The applicant has requested a SUP time of twenty-five (25) years; however, this
has been an area of rapid growth and with the changes that will take place in the
immediate area in the near future, and that this design is not a stealth design, staff
feels that a fifteen (15) year time frame would be more appropriate. This will
allow staff the ability to reassess the facility against the changing neighborhood
dynamic.
Recommendation:
43. Staff recommends approval of Z2007126 for the following reasons:
• There is no known public opposition.
• The mono-pole is co-locatable.
• Reviewing agencies have no objections.
• All technical requirements have been met.
Subject to the following to the stipulations:

PURPOSE OF REQUEST
NEW 65'CO-LOCATABLE MONOPOLE WIRELESS COMMUNICATIONS
FACILITY FOR ALLTEL Communications
IN RURAL-43 ZONE
Z2007126
Campbell AcStZ, LLC on behalf of ALLTEL Communications respectfully
request a SPECIAL USE PERMIT for a proposed 65/tall co-locatable
Monopole Wireless Communications Facility at the northeast corner of
Sossaman Rd cSt San Tan Blvd. Queen Creek, AZ. ALLTEL requests a 25 year
term for the Special Use Permit.
DESCRIPTION OF PROPOSAL
The proposed wireless communications facility ("facility") is a 65'tall co-
locatable monopole located in a new 30'x40' walled compound. The 65'
monopole reflects a decrease in height from 80' under the initial submittal.
The decrease in height is per the request of the Town of Queen Creek,
letter dated 10/19/07
DETAILS OF THE PROJECT
• Construction of a new 65'ton co-locatable monopole in a new
30'x40' equipment compound. The ALLTEL Equipment shelter, a 12'
by 20' pre-fab unit, would be located inside the equipment
compound.
• ALLTEL will mount their three sectored panel antennas at the 61'
rad center and one 4' microwave dish at approx 50' rad center. All
coaxial cabling will be internal and /or below the 8' tall compound
6880 W. Antelope Dr. Peoria, AZ 85383 623-376-6380, office
602-616-8396, mobile
CAMPBELL AcrtZ, LLC
wall and not visible to the public. A new equipment area compound,
30'x40' surrounded by an 8' tall block wall, will house the ALLTEL
equipment shelter and the future carriers equipment. The block
wall surrounding the proposed ALLTEL facility will be painted to
match the existing Church to blend with the surroundings. A 4'
landscape planting area along the north, south and west sides of
the compound will be planted with desert vegetation, per the
request of the Town of Queen Creek, letter dated 10/19/07 The
4' landscape buffer will be planted with desert shrubs, drought
tolerant typical: yucca and acacia. The landscaping shall be
connected to the existing watering system at the Church campus.
The 65' tall monopole will be co-locatable for up to 2 additional
carriers. The SUP area has been expanded to the north side of the
Alltel lease/SUP area. An area of 20'x40' has been designated as
future SUP expansion area on the site plan. By designing the site
as a co-location site, using a monopole, virtually eliminates the
potential of designing this as a flagpole or cross structure. The
landlord requested that the site be designed for co-location.
• Access to the site will be from the public right-of-way, San Tan
Blvd., then north across the parent parcel to the site. The 20'
access easement will be surfaced with MCDOT Standard dust
proof material.
• The designated Technician parking is a 9'x18' area immediately
inside the gates to the ALLTEL multi carrier compound. The
parking space is to be asphalt paved.
• The ALLTEL facility will be setback from the adjacent properties
as follows:
PROPERTY SETBACK DIMENSIONS FROM SUP
North: 168'+ to the Rural-43 zoned residential area
South: 490'+to the ROW of San Tan Blvd
East: 160' to the Rural-43 zoned residential
West: 445' to the ROW if Sossaman Rd.
RELATIONSHIP TO SURROUNDING PARCELS
The surrounding parcels are zoned as follows:
North: County Rural-43, developed residential;
6880 W. Antelope Dr. Peoria, AZ 85383 623-376-6380, office

Re: Special Use Permit Z2007126
Dear Mr. Walker:
Thank you for the opportunity to review and comment on the above-referenced Special Use
Pei mit case. This project request is located within the Town of Queen Creek's planning area, and
at the regularly scheduled meeting of October 17, 2007, the Queen Creek Town Council voted to
recommend approval of the case with the following comments:
1. The proposed wireless communication facility should not exceed 65 ft. in height in an
effort to meet Town code.
2. A 4 ft. wide landscape strip should be outside the perimeter of the compound.
3. The 8 ft. tall CMU perimeter wall should be designed to complement the existing church
buildings.
4. The applicant Should.be resporsible for remov ng or • -distrantling the tower when the
operation ceases to exist
5. The Town requests the opportunity to review and comment on any proposed site plan
modifications for this project as they evolve through the Maricopa County development
approval process.

Director, at (480) 358-3003.

Jonce,
I don't believe it is necessary to send the revised version to me illustrating consistency in the height (65
ft) of the tower. But, thanks anyway. Have a nice weekend.

Michael,
Thank you for the email follow-up. I too noticed the inconsistencies in regards to the ht. The applicant has since
revised the submittal to be accurate. If you would like to see the revised version I would be more than happy to
route those to you. Have a great weekend!

Subject: Case Z2007126
Jonce,
Thanks again for the opportunity to review and comment on Case No. Z2007126, Alltel's 65 ft. tall co-
locatable monopole wireless communications facility to be located at 19248 E. San Tan Boulevard in
Queen Creek. Upon review, Staff has noted some inconsistency in the applicant's referencing of the
structure's height. The applicant's revised site plan notes the tower as 65 ft. tall, a decrease in height
from 80 ft. under the initial submittal and per Town of Queen Creek's recommendation. However, the
06/20/2008
revised narrative still makes reference to the height of the tower as 80 ft. This oversight should be
corrected before permitting.
If you have any questions, please contact me.
