Adopted Plans:
9. Maricopa County "Eye to the Future 2020" Comprehensive Plan: The
Comprehensive Plan designates this site as lying within the General Plan
Development Area (GPDA) of the City of Glendale. The GPDA is unincorporated
area that is likely to be annexed by a city or town in the future and is included in
an adopted municipal general plan. The site is also within the White
Tank/Grand Avenue Area Plan.
10. White Tank/Grand Avenue Area Plan: The White Tank/Grand Avenue Area
Plan, designates this site as Rural Residential (0-1 d.u./ac.). The Rural category
denotes areas where single-family residential development is desirabl, but
urban services (sewer, water, law enforcement, fire protection, schools, parks,
etc.) are limited. Uses in this category include agricultural and single-family
residential. WCFs are not discussed in the plan, but are, arguably,
inconsistent with the land use designation, but essential to provide services to
the surrounding community.
11. City of Glendale General Plan: The City of Glendale General Plan places the
subject site within an area designated as low density residential (0 to 1
d.u./ac.). The request appears to be inconsistent with the plan, but the City of
Glendale has offered no objections to the proposal.
Utilities and Services:
12. Water: N/A (unmanned facility)
Wastewater: N/A (unmanned facility)
School District: Agua Fria Union District (AFUSD)
Fire: Rural/Metro Fire Department (RMFD)
Outstanding Concerns from Reviewing Agencies:
13. N/A
Staff Analysis:
14. Staff has no concerns. On May 20, 2008 Staff received a letter from LAFB
stating they would withhold their comments until they received notification from
the FAA that the applicant had submitted FAA form 7460-1 Notice of Proposed
Construction: On August 8, 2008 staff received an email from LAFB that they
have no issues with the verticality (see attached).
15. The 1-Mobile SUP area was enlarged in March 2008 to allow for Verizon to co-
locate on the 57' (h) monopole. For this existing site to accommodate AT &T,
the height of the pole would have to be extended to at least 65' (h). The
Agenda Item: 5 - case Z2008038

applicant states in their narrative that the church supports the monopalm
design. It is Staff's opinion that the addition of the 70' (h) monopalm is more
aesthetically pleasing than adding addition height to monopole.
16. Staff has not received any opposition or support from the community.
Recommendations:
17. Staff recommends the Commission motion for approval with stipulations "a"
through "p", of Z2008038 for the following reasons:
• There are no objections from reviewing agencies
• There are no public objections
Subject to the following stipulations:

as a revised application, with approval by the Board of Supervisors
upon recommendation of the Planning and Zoning Commission. Minor
changes may be administratively approved by the Planning and
Development Department. Major changes to the project may require a
new Citizen Participation Process as determined by the Planning and
Development Department.
n. Noncompliance with the conditions of approval will be treated as a
violation in accordance with the Maricopa County Zoning Ordinance.
Further, noncompliance of the conditions of approval may be grounds

for the Planning and Zoning Commission to take action in accordance
with Chapter 3 (Conditional Zoning).
o. Non-compliance with the regulations administered by the Maricopa
County Environmental Services Department, Maricopa County
Department of Transportation, Drainage Review Division, Planning and
Development Department, or the Flood Control District of Maricopa
County may be grounds for initiating a revocation of this Special Use
Permit as set forth in the Maricopa County Zoning Ordinance.

value if the County takes action to rescind approval due to
noncompliance with stipulations.

Purpose of Request
Request for Special Use Permit to allow for a 70-foot monopalm on property located at
6240 N. Cotton Lane.
Description of Proposal
Reliant Land Services, representing AT&T is requesting a Special Use Permit for a
period of 20 years to install a 70-foot mono-palm and related equipment cabinets on the
above mentioned property. The ground equipment will be located adjacent to the mono-
palm and enclosed by a concrete masonry wall painted and textured to match its
surroundings. A 10' X 20'paricing space will be provided and included within the SUP
requested area. The following is an outline of how AT&T will comply with all Federal,
State, County and Local Regulations with respect to wireless communication facilities:
. There are currently no existing vertical structures that meet the criteria
for AT&T's RF objectives therefore a new mono-palm is being
proposed.
2. The design is for a stealth application to help blend with the natural
environment and is being proposed at 70-feet in height which is 8-feet
below the height allowed in this district. The palm design is favored even
though there may not be a lot of palms in the immediate area, there are
palms in the general vicinity and will create a more blended look versus
a monopole. The property owner would also prefer a palm design over
any other stealth application.
3. The existing tower on the subject property is unfortunately unavailable
due to an inquiry by another carrier.
AT&T Communications Wireless Specific Information
• 6 antennas at the 63-foot Centerline.
• Equipment is to be located at ground level and enclosed by a 8' high concrete
masonry wall (CMU).
• Setback to the north property line is 231' 1", to the east is 411' 5", to the south
is 209' 4" and to the west is 83' 11".
Relationship to Surrounding Properties
The surrounding properties are all zoned Rural 43. The surrounding properties and land
uses include the subject church property, residential and Luke Air Force Base. There is
currently a monopole on this property with one carrier and another carrier is in the
process of colocating on this tower. The site is located in the Glendale planning area,
the White Tank Grand Avenue plan area and within vicinity of Luke Air Force Base.

Neighboring properties include: North: SFR; East: Cotton Lane and farm land; South:
Rose Lane and SFR; West: SFR.
Location and Accessibility
Access to the SUP area is off of Rose Lane via an existing 10-foot wide dirt driveway
currently being used by the church and other wireless carriers. AT&T will only be
accessing the facility by the church property.
Circulation System
No changes are proposed to the existing circulation system. The AT&T unmanned
facility will generate approximately one trip per month. A 10' X 20' parking space will
be dedicated and included in the SUP area for once a month routine maintenance.
Development Schedule
Construction schedule will begin once a building permit is obtained.
Community Facilities and Services
No impact on local schools.
Public Utilities and Services
The proposed unmanned wireless communications facility will generate no refuse, and
will use no water or sewer services. There should be no demand for police surveillance.
The facility is isolated from other buildings minimizing any fire dangers. Emergency
vehicle access is available directly to the site from the existing driveway.

Subject: Z 08-038 (Special Use Permit — AT&T Wireless Facility @ Cotton Lane Comm. Church)
(Floodplain Review — Revised Plans & Submittals dated June 23, 2008)
The subject property is located entirely within a Federal Emergency Management Agency's 100-year
delineated floodplain (Zone A — Cottonwood Lane). The proposed use would not be in conflict
with any existing or proposed Flood Control District projects. We have no objections to the Special
Use Permit request to install a 65-foot mono-palm and related equipment cabinets on the above-
mentioned property. Prior to any development, a Floodplain Use Permit will be required
from the Floodplain Management and Services Division of the Flood Control District as part
of the building permit process.
Other details of this plan have not been reviewed, nor have we determined whether this
development meets current drainage design standards, but rather we rely on the expertise at the
Planning & Development Department to provide such review. Any comments that we provide, or
information contained herein relates to the interaction of this project with District-managed
floodplains and projects, or special problems or concerns that we may be aware of in this general
vicinity within the Flood Control District's scope of jurisdiction.

Dear Ms. Zaricor
Thank you for the opportunity to comment on the Special Use Permit Application for the
AT & T WCF at Cotton Lane Baptist Church. The site is located at 6240 North Cotton Lane, 1/4
mile north of Bethany Home Road. The request is to build a 65 foot monopalm tower with
associated equipment. The site is inside the 1988 JLUS 65 Ldn, "high noise or accident potential
zone," as identified by A.R.S. § 28-8461 and is within the "territory in the vicinity of a military
airport," also defined by A.R.S. § 28-8461.
AT &T must first coordinate with the Federal Aviation Administration and submit an
FAA Form 7460-1, Notice of Proposed Construction or Alteration. Luke AFB will withhold
comments on this project until we receive notification from the FAA that the above application
has been submitted.
If you have any changes to this proposal or other questions, please contact my

Re: Z2008038 AT&T WCF AT COTTON LANE BAPTIST
I have reviewed the application and site plan for the above mentioned project.
Below are my comments.
Fire Department Access
Access to the property is adequate for fire department use. Internal circulation is
also adequate. One suggestion; ensure the dirt road access is an all weather
access surface.
Fire Hydrant Location
Fire hydrants were not noted on the plan. I would need to review hydrant
placement.
Sprinkler Systems
No fire suppression systems are required.
Fire Flow
Location of hydrants will be sufficient for fire flow. This type of construction does
not have a fire flow stipulation.
With the stipulation listed above concerning installation of fire hydrants and
streets, Rural/Metro Fire approves this project.
