Special Use Permit: Z2008029 District 4
Applicant: Gordon Rasmussen, Verizon Wireless for MHale Family, LLP
Location: Approx. 2,282' south of Southern Ave. and west of the 119th
Ave. alignment (in the Avondale area)
Request: Special Use Permit (SUP) for a wireless communication
facility in the Rural-43 zoning district (approx. 1.54 ac.) —
Verizon Wireless (PHO PIR Perm)
Ms. Rachel Applegate, Planner, presented this request to the Commission as
noted above. The request includes construction of a new 88 foot monopole
stealth designed to appear as a pine tree or "monopine" and associated ground
equipment. The monopine will include installation of 12 antennas and one
microwave dish with the ability for future co-location. Staff is recommending
approval of a 20 year Special Use Permit due to the stealth design and the ability
for future co-location. The applicant has complied with the requirements of the
Maricopa County citizen review process. Staff has not received any calls or
letters of opposition. Reviewing County agencies have no objection to the
request. Staff is supportive of the Special Use Permit subject to the stipulations
as outlined in the Staff Report.
Commissioner Munoz asked if the 88 foot height of the monopine was a standard
height.
Ms. Applegate indicated that it was a standard height and that often these
structures reach as high as 120 feet.
Commissioner Pugnnire asked for clarification of the location of the subject site in
relation to Interstate 10.
Mr. Gerard indicated that it was approximately six miles south of the Interstate.
Mr. Gordon Rasmussen, consultant to Verizon Wireless, spoke regarding some of
the stipulations that he wished to have modified.
Stipulation "e" which reads:
All transformers, back-flow prevention devices, utility boxes and all other
utility related ground mounted equipment shall be painted to complement
the development and shall be screened with landscape material where
possible. All HVAC units shall be ground-mounted or screened with a
continuous parapet for commercial projects.

Mr. Rasmussen requested a modification to this stipulation to allow side mounted
HVAC units as this is what is typically used on Verizon equipment shelters. He
indicated that the units will be properly screened and due to the location of the
site being 2,200 feet south of Southern, the only people who will be able to see
the HVAC units are those working on the farm where the equipment shelter is
located.
Chairman Smith asked about the construction of the equipment shelters and if
they were temporary structures.
Mr. Rasmussen stated that they are fiberglass and metal structures and are
temporary in the sense that they are modular.
Commissioner Munoz asked for clarification of the applicants request in respect
to this modification.
Mr. Rasmussen again stated that he wished to be allowed to configure the HVAC
units as they typically are, on the side and as reflected in the site plan.
Chairman Smith asked if this stipulation had appeared previously in Verizon
requests.
Mr. Gerard indicated that this was a standard SUP stipulation that was usually
applied to buildings. He further indicated that due to the location staff would be
supportive of striking the stipulation.
Mr. Rasmussen reiterated that due to the location, the stipulation did not apply.
Mr. Rasmussen also wished to discuss stipulation "h" that states:
An archeological survey shall be submitted to and approved by the
Arizona State Historic Preservation Office prior to issuance of a grading
permit. The applicant must contact the State office prior to initiating
disturbance of the site. The applicant shall provide the Planning and
Development Department with written proof of compliance with this
stipulation.
Mr. Rasmussen stated that this particular site is located on a farm where the
ground has been disturbed and while Verizon is happy to comply with all the
regulations of the Arizona State Historic Preservation Office, he does not believe
it is appropriate to require an archeological survey of this site since it has been

used for agricultural purposes for quite some time. Additionally, at the Tres Rios
project that is located immediately south of the subject site, there has been
significant excavation for the creation of a berm so it is highly unlikely that there
would be any archeological finds and if there were, it probably would have been
uncovered by the Tres Rios Project that again is extensive in nature.
Commissioner Smith agreed due to the small size of the subject site.
Commissioner Munoz asked the applicant how far down they intended to dig.
Mr. Rasmussen said it would depend on the soil condition. Since it is located in
close proximity to the Gila River and its drainage they would probably need to go
very deep based on the soil characteristics and its silty and sandy nature. They
would most likely need to do a fairly deep pylon to ensure it will be able to
withstand the wind loading on the monopine and not topple over. He stated he
would not be surprised if they went down about 20'.
Commissioner Munoz asked about the other project in close proximity and if they
had dug down deeper.
Mr. Rasmussen indicated that all along the north side of the Gila River, there is a
project called the Tres Rios Project where flood control structures were being
developed that would take all the land to the north of the berm out of the
floodplain. They have earthmovers, and are scouring to a certain depth so the
berm will be able to withstand a 100 year flood or a big rain event and not wash
away. The whole area is about 30 to 50 feet wide and directly south of the
subject site. As part of this project, the City of Phoenix condemned a portion of
the property for the Tres Rios project. Again, it is very unlikely that there would
be an archaeological find so it is not warranted to have this requirement.
Commissioner Pugmire agreed but inquired if we have any leeway in this matter
or if this is a Statute driven requirement.
Mr. Gerard stated that it was driven by the State Historic Preservation Office and
regretfully he does not know the statutory authority. He further stated that if
there were Federal funds involved in the Tres Rios project, then there would
undoubtedly be some sort of cultural resources survey, which may or may not be
related to the subject site. If the applicant could provide some sort of letter from
the State Historic Preservation Office prior to the zoning clearance for the
drainage permit that said this is not a significant cultural resource site and there
was no survey needed, that would be sufficient.

Chairman Smith stated that they would leave the stipulation in and let it work its
way up to the Board of Supervisors meeting for modification.
The applicant agreed.
Commissioner Bowers asked if it needed to be stipulated that the Commission
understood that the applicant had the option to obtain a letter and that the
Commission was supportive of this being addressed at the Board of Supervisors
meeting.
Commissioner Smith stated that he did not believe that was necessary and that
they would simply leave the stipulation alone.
Mr. Rasmussen also wished to discuss stipulation "i" that states:
"i"
Development and use of the site shall comply with requirements for fire
hydrant placement and other fire protection measures as deemed
necessary by the applicable fire department. Prior to issuance of zoning
clearance or Final Plat approval, the applicant shall seek review and
comment from the applicable fire protection agency, and shall provide
written confirmation that the site will be developed in accordance with their
requirements.
Mr. Rasmussen stated that the stipulation was not very clear. He believes
its intent is to ensure that Verizon Wireless will comply with the State Fire
Marshal's directives. Typically, the equipment shelter is less than 300
square feet in size and his concern is that it might be interpreted or open
up the possibility that Verizon Wireless will be required to extend a fire
loop from Southern 2,200 feet south to service a 300 square foot building.
He would request that this stipulation be struck. Verizon will comply with
all building codes and at the very least would supply a fire suppressant
system within the equipment shelter. There are no other structures
located in close proximity and his concern is that the stipulation implies
that Verizon could be obligated to extending a fire loop and fire hydrant
1/2 a mile south to the site.
Commissioner Pugmire suggested that the wording of stipulation "i" be changed.
Chairman Smith agreed that the wording should be changed to eliminate the
reference to fire hydrants.
Mr. Gerard suggested the wording be changed to read the following:

Development and use of the site shall comply with requirements for fire
protection measures as deemed necessary by the applicable fire
department. Prior to issuance of zoning clearance or Final Plat approval,
the applicant shall seek review and comment from the applicable fire
protection agency, and shall provide written confirmation that the site will
be developed in accordance with their requirements.
Mr. Rasmussen wished to recognize Rachel Applegate for her excellent service.
He stated that she was a tremendous asset to the staff and the Planning and
Zoning Commission. He added that she was very thorough, direct and
responsive and that he really enjoyed working with her.
Chairman Smith thanked Mr. Rasmussen for his comments.
Commissioner Munoz asked for clarification on the modified stipulations "e" and
Mr. Gerard stated that they would strike stipulation "e" and renumber the
remaining stipulations before presentation to the Board of Supervisors.
Chairman Smith asked if the entire stipulation would be struck or just the portion
pertaining to the ground mounted HVAC units. He indicated that the remainder
of the stipulation contained language that should remain.
Mr. Gerard stated that stipulation "e" would be revised to strike the portion
relating to the HVAC units and stipulation "i" would be revised to rephrase the
first sentence pertaining to fire protection equipment as follows:
All transformers, back-flow prevention devices, utility boxes and all other
utility related ground mounted equipment shall be painted to complement
the development and shall be screened with landscape material where
possible. All HVAC units shall be ground mounted or screened with a
continuous parapet for commercial projects.

Project Summary:
1. The request is for a Special Use Permit (SUP) for the construction of an 88' (h)
"monopine" Wireless Communication Facility (WCF). The SUP area consists of
0.065 acres of a 24.6 gross acre parcel. The site is located approx. 2,282' south
of Southern Ave. and west of 119th Ave. alignment in the Avondale area. The
zoning is Rural-43 and the project is within WCF Use District 1.
2. The subject site is currently utilized for agricultural purposes, which includes row
crops, located directly north of the Tres Rios Project Water Course Management
Project. The parcel was subject to a minor land division due to condemnation by
the City of Phoenix for the Tres Rios Project. The SUP area will consist of a 88' x
32' region and the Verizon Wireless lease area will consist of a region with
dimensions of 44' x 32'. The larger SUP area includes room for future co-location
for equipment cabinets. The SUP area was designed to accommodate future
carriers by accommodating water retention for the entire SUP area.
3. The proposed WCF will be an 88' (h) monopine with 8' fabricated limbs and
foliage at the top of the monopine. Co-location is shown on the elevation plan to
be situated at approx. 57' to 65'. The proposal includes a request for one (1)
microwave dish to be situated 69' at centerline of the dish. There will be three
(3) sectors of four (4) antennas at a 76' centerline. The monopine will be
situated at the southeastern region of the subject site and has the following
setbacks from the existing property lines: 822' from the north, 1,067' from the
west, 10' from the east, and 28' from the south.
4. The proposal includes an equipment shelter with dimensions of 26' x 12' to be
constructed on top of concrete piers to be 3' above grade, directly to the west of
the proposed monopine. The site plan and narrative report identify construction
of an 8' (h) solid masonry fence, but due to the floodplain on the subject site,
the FCD recommends a chain link fence, but will allow CMU if designed such that
water will flow freely through the site.
5. Access to the site will be from Southern Ave. and 119 th Ave. per a Memorandum
of Option and Land Lease Agreement. The access roadway will consist of a 12'
(w) gravel roadway in order to reduce the amount of dust. The site includes one
(1) technician parking space with dimensions of 9' x 18' to be located within the
access easement, directly west of the SUP area.
Public Participation Summary:
6. The applicant has complied with the Maricopa County Citizen Review Process
with the required posting of the property and notification by first class mail to
the adjacent property owners within 300' of the subject parcel and interested

parties. Staff has not received any calls or letters of opposition as of the writing
of this staff report.
Dad:ground:
7. October 22, 2007: Staff issued a Temporary Use Permit (TU2007046) to allow
the installation of a COW (cell on wheels) for events being held at Phoenix
International Raceway. The TU included an expiration date of April 30, 2008.
8. December 271 2007: The applicant attended a pre-application meeting to
discuss a proposed monopole at subject site. Staff advised the applicant to
pursue co-location at other nearby wireless facilities. Staff notified the applicant
that if unable to co-locate, a stealth design would be preferred with room for
future co-location.
9. March 20, 2008: A portion of the original parcel (500-69-005D) was acquired
through a minor land division for the Tres Rios Project. The Tres Rio Project is a
U.S. Army Corps of Engineers project, with the City of Phoenix, and Flood
Control District. The subject site was split into two parcels (005P and 005Q). The
request for the WCF will be located on parcel 005Q.
10. March 27, 2008: The applicant submitted a request for a SUP to allow a
monopine wireless communication facility under Z2008029, the subject case.
11. June 25, 2008: Property owner applied for a Temporary Use Permit
(TU2008032) to allow the installation of COW for events being held at the
Phoenix International Raceway (PIR). The temporary use is for various dates in
October, November, and April at PIR. The application is currently under review
by staff. The COW is not reflected on the subject plans.

Adopted Plans:
13. Estrella Area Plan: The County Area Plan, adopted January 21, 1992
designates the subject site as Open Space. The land use category denotes areas
which would be precluded from development with an exception for open space
and recreational areas. The plan does allow for development in sensitive areas
with properties designated as hillside or within floodplains to be in compliance
with the Hillside Development Overlay District and Floodplain Development
Regulations. WCF's are not identified in the plan; therefore, the use cannot be
viewed as being in concert with the plan.
14. City of Avondale: The Avondale's General Plan was adopted June 17, 2002
and designates the site as Open Space. The plan defines open space as regions
to conserve natural resource areas, floodways, and floodplains. The proposal
appears to not be in concert with the City's plan, but in an e-mail received from
the City, indicates no objections to the WCF.
Utilities and Services:
15. Water: Tolleson
Wastewater: Tolleson
School District: Tolleson School District Number 17
Fire: Tolleson Fire Department
Outstanding Concerns from Reviewing Agencies:
16. The Flood Control District (FCD) provided a letter dated July 2, 2008 in support
of the SUP, subject to five (5) stipulations associated with the proposed
development within the Gila River floodway. The property is within a 100-year
floodway of the Gila River and the proposed WCF does not conflict with existing
or proposed FCD projects. The applicant will be required to obtain a Floodplain
Variance prior to approval of a Floodplain Use Permit (FUP). The FUP will be
required prior to obtaining the necessary building permits for the site. The FCD
indicated that the lowest floor elevation must be at least 944.33 feet, above sea
level and the scour depths needs to be considered with the design of the piers
and monopine. The wall needs to be designed to allow flood water to freely
enter and exit the site. FCD recommends the use of a chain link fence. A
stipulation has been added to address the use of chain link fencing for the site.

Agenda Item: 4 - case Z2008029

17. In a letter dated July 16, 2008, Arizona Department of Transportation (ADOT)
stated the project is located within the study corridor for the Interstate 10
Reliever Corridor (SR 801). ADOT requested they be kept apprised of the project
through the planning, design and development stages.
Staff Analysis:
18. The proposal for a new 88' (h) monopine with reduced setbacks requires
approval of a SUP. The applicant attempted to find other existing sites to co-
locate, but computer modeling determined the sites were not satisfactory to
Verizon. The sites included poles operated by AT&T and T-Mobile located
approx. 3,452' to the east of the subject site on Avondale Blvd. According to the
applicant, the AT&T and T-Mobile sites would only meet approx. 30 — 35% of
capacity needs for Verizon. Enclosed with the staff report are images provided
by the applicant with graphical representations of the computer modeling to
justify the request for the SUP application associated with coverage regions.
19. One of the primary needs for the proposed WCF is to accomodate events being
held at Phoenix International Raceway. The subject site has been equiped with a
temporary COW with acceptable results for the main track. The increase of
capacity with the COW resulted in Verizon having to utilize another temporary
COW to meet capacity requirements. The secondary COW was established to
handle the parking lot areas of PIR. The site will also be utilized to off set
coverage issues reported by customers in the vicinity. The City of Avondale
Waste Water Treatment Plant has also submitted complaints to Verizon with the
Agenda Item: 4 - case Z2008029

lack of coverage from the facility. Residential subdivisions such as Green Valley
Ranches, Sierra Estrella, Holly Acres, Dix Lee, and Haciendas del Oeste have also
experienced problems with dropped calls. Currently the closest serving sites are
located in Goodyear and Tolleson which are approx. 3.5 miles away. Enclosed
with the staff report is an aerial photograph submitted by the applicant of the
proposed facility, PIR, temporary COW, and subdivisions within the area.
20. The original parcel was subject to a minor land division due to the Tres Rios
project. The project includes flood control district levee features along the north
side of the Gila River as well as channelization, habitat areas, and a potential
pump station to provide water to habitat areas. The levee will protect property
along the north side of Gila River. The FCD will operate and maintain the north
bank levee and has provided a stipulation recommending chain link fencing to
allow flows to freely enter and exit the site. The WCF District 1 requires a 6' (h)
solid screen wall around the facility and to screen all equipment per the MCZO.
Staff discussed the fencing issue with FCD staff regarding the requirement for
solid screen wall and their recommendation for chain link fencing. FCD indicated
the site could potentially be taken out in the future by the Tres Rios Project to
construct the berm, therefore construction of a solid CMU wall within the
floodway would not be practical. FCD was not able to provide additional
information or a projected timeframe of when expansion of the Tres Rios Project
would occur. Based upon the analysis by FCD, staff is supportive of the allowed
use of a chain link fence for the WCF.
21. The subject site is located within a Class I County island within the City of
Avondale. The region is also designated as a General Plan Development Area
(GPDA) within the Comprehensive Plan. The Comprehensive Plan refers to
regions within unincorporated areas of the County as regions to likely be
annexed by a city or town in the future and is included in an adopted municipal
general plan. Class I is described as an unincorporated area that is completely
surrounded by incorporated municipalities and is generally dependent to a
municipality for services and is generally part of the social, cultural, educational,
and commercial structure of a municipality. The subject site is within the Open
Space land use category of the City of Avondale's General Plan, which does not
identify WCF as an allowed use. The City of Avondale submitted an e-mail in
support of the project stating the facility is in compliance with the City's Zoning
requirements. Based in part upon the support from the City, staff recommends
approval of the SUP.
22. There are no outstanding technical issues from reviewing County agencies, and
no known public opposition to the request. The proposed stealth design of the
monopine, along with the ability for future co-location, is a preferred design for
a WCF.
Agenda Item: 4 - case Z2008029

Recommendation:
23. Staff recommends the Commission motion for approval with stipulations "a"
through "t", of case Z2008029 for the following reasons:
• The City of Avondale does not object the request for the WCF.
O The proposed facility is a stealth design and includes future co-location.
• There is no known public opposition.
• All technical requirements have been met.
Subject to the following stipulations:
a. Development of the site shall comply with the site plan entitled, "Verizon

I. Purpose of Request:
To secure approval to allow Verizon Wireless to construct a wireless
communications facility on a portion of the property located near 6426 S. 119th
Avenue. The site is presently utilized as farm land for row crops.
II. Description of Proposal
A. Overall Site Size (SUP Area): 88 ft x 32 ft; 2,816 Sq. Ft.
B. Verizon Wireless Lease Area: 44 ft x 32 ft; 1,408 Sq. Ft.
C. Zoning: Rural 43
D. Proposed Monopine Height: +/- 88.0 feet above grade
E. APN: APN: 500-69-005Q (1)
(1) The APN was formerly 500-69-005D, but due to a recent condemnation action
by the City of Phoenix relating to the Tres Rios Project and floodplain control,
two parcels were created from 500-69-005D. The new parcels created are: 500-
69-005Q (MHALE Family LLLP) and 500-69-005P (City of Phoenix).
The wireless facility will consist of the following elements:
a. Construction of a fabricated pine tree ("monopine") with an overall height
of approximately eighty-eight (88) feet above grade. The overall height
includes approximately 8 feet of fabricated limbs and foliage at the top of

the monopine. The antenna array will consist of twelve (12) antennas,
each measuring eight (8) feet in height. The top of the antennas will be
approximately 80 feet, and will be concealed within the fabricated limbs
and foliage. A microwave dish (not to exceed one and one half meters in
diameter) will be installed at a centerline height of 69 feet above grade.
The microwave dish will also be concealed by the fabricated foliage.
Reference the enclosed site plan for further antenna details.
b. Installation of Verizon Wireless' equipment within a prefabricated
equipment shelter in an equipment compound measuring 32 feet x 44 feet.
The equipment shelter measures 26 feet x 12 feet. The equipment shelter
will be placed on concrete piers approximately 3 feet above grade. The
equipment compound will be surrounded by a masonry fence eight (8) feet
in height. Please note that in order to comply with certain requirements of
Flood Control District of Maricopa County, it may be necessary to
substitute a chain link fence for the proposed masonry wall.
c. Service Technician Parking Space: One (1) 9 foot x 18 foot service
technician parking space will be located within the Access Easement
described below and immediately adjacent to the SUP Area, as depicted on
Sheet Z-2 of the Site Plan. The parking space will be finished with gravel
for dust control.
d. Access Easement: Access to the SUP Area and Verizon Wireless site is
from the southerly terminus of the 119 th Avenue Alignment (South of
Southern Avenue) via a 12 foot wide access easement (Access Easement)
granted by the property owner (MHALE Family LLLP) to Verizon
Wireless. The Access Easement will be covered with gravel for dust
control. The Access Easement transitions across the following three
properties (which are all owned by the MHALE Family LLLP):
i. APN 500-69-004B
APN 500-69-005N (formerly APN 500-69-005J)
APN 500-69-005Q (formerly APN 500-69-005D)
Verizon Wireless does not intend to record an instrument that
specifically identifies the Access Easement. However, upon securing
the SUP and building permits for the proposed wireless facility,
Verizon Wireless will record a document entitled "Memorandum of
Option and Land Lease Agreement", and this document contains a
reference to the Access Easement. A copy of the Memorandum of
Option and land Lease Agreement dated March 24, 2008, between
Verizon Wireless and MHALE Family LLLP is included with this
submittal. Additionally, the Access Easement is legally described and
depicted on Sheet C-1 of the Site Plan. A map and aerial photo
obtained from Maricopa County's GIS maps depicting the 119th
Avenue alignment as this roadway transitions south from Southern

Avenue to the beginning point of the Access Easement is included with
the submittal.
III. Relationship to Surrounding Properties — Compatibility with Environment:
Location of Proposed Verizon Wireless Communications Facility
The surrounding properties are zoned Rural 43, and are developed as farm and
agricultural properties. The nearest residential use (other than MHALE Family
LLLP) is more than 1.000 feet from the proposed communications facility. The
monopine will not create a negative visual impact, or result in any measurable loss
of value to the surrounding properties.
IV. Purpose of Proposed Wireless Facility:
The major events and other activities conducted at Phoenix International Raceway
(PIR) have the potential for significant blocking and disruption of Verizon Wireless'
cellular and PCS services in and around PIR. The new communications facility will
alleviate the potential for disruption.

V. Development Schedule (Phasing):
No phasing is anticipated.
VI. Public Utilities and Services:
Electric and telephone will be extended to the site via underground and concealed
conduits. Verizon will individually meter for electricity. Sewer and water will not be
required, nor extended to the site. No other public services are anticipated or
required.
VII: Collocation Opportunities:
The SUP area is large enough to accommodate an additional wireless carrier's
equipment, and the retention area proposed to be constructed by Verizon Wireless will
satisfy the water retention requirements for the entire SUP area. The approximate
antenna location on the "monopine" proposed for the additional wireless carrier is
depicted as "Proposed Future Carrier" on Sheet Z-3 of the Site Plan.
VIII: Maricopa County Zoning Ordinance — Section 1202. Wireless Communications
Facilities.
The following describes how the project complies with MCZO regulations of
1202.3.1:
a. Verizon Wireless' proposed facility involves the installation of a new
structure in the form of a "monopine", and Verizon Wireless is seeking the
discretionary approval of the Director of the Department for this "stealth"
antenna support structure.
b. The overall height of the proposed "monopine" is 88 feet, and exceeds the
height limitations imposed by MCZO regulations by 8 feet. The top of
Verizon Wireless' antennas are 80 feet above grade, and the additional
eight feet is generated by the fabricated limbs of the "monopine".
c. The microwave dish will not exceed one and one half meters in diameter.
d. The microwave dish is located near the top of the "monopine" and will be
concealed within the fabricated limbs and foliage.
e. The colorization of the "monopine" will be compatible with the
surrounding environment.
f. The installation of the wireless communications facility will not disturb or
cause the removal of any mature trees or cacti.

g. The proposed wireless communication facility is not located within 500
feet of a property required to meet Hillside Development Standards.
h. The location of the proposed wireless communication facility will exceed
the 80 foot setback requirement from the property lines to the north and to
the west. Verizon Wireless is seeking approval from the Planning Director
for the following setbacks:
1. East Setback: The proposed facility will be setback
+/- 245 feet from the nearest 3`d party landowner's
property line, but only +/- 10 feet from the property
line of APN 500-69-005N (which is also owned by
MHALE Family LLLP, Lessor for the proposed cell
site).
2. South Setback: The "monopine" will be setback +1-
28 feet from the northerly property line of APN:
500-69-005P. The property to the south is owned by
the City of Phoenix and was acquired by a
condemnation proceeding against MHALE Family
LLLP. This property is part of the Tres Rios
project, and is being developed with a certain
floodplain control structures.
i. The RF signal from the proposed wireless communications facility will not
interfere with any existing communication site.
j. The microwave dish will not exceed one and one half meters in diameter.
k. Subject to the requirements of Flood Control District of Maricopa County,
all ground mounted equipment shall be completely screened from public
view. All panel antennas and related hardware and cables will be painted
to match the colorization of the fabricated pine tree and otherwise
camouflaged to reduce visual impacts.
1. One (1) service technician parking space will be provided within the
Access Easement. Gravel will be utilized to reduce the emission of dust.
m. Subject to satisfying the requirements of Flood Control District of
Maricopa County, a solid screen wall (proposed 8 feet in height) will be
constructed around the facility. Flood Control District of Maricopa
County may require a chain link fence to allow for unrestricted flow of any
potential flood waters.
n. The permanent generator proposed by Verizon Wireless will be
completely enclosed in a building.

SUBJECT: Verizon PIR Permanent Wireless Facility Special Use Permit;
Z2008029
The Maricopa County Environmental Services Department (MCESD) has reviewed
documents received from the Maricopa County Planning and Development
Department for the above referenced project. This project is a request for a Special
Use Permit for a permanent wireless facility that would be constructed near 6426
South 119th Avenue. This location has been used for Cell on Wheels (COWs)
temporary wireless facilities over the last few years. Verizon now proposes to install
a permanent facility at this location. According to the submitted documentation, this
facility does not require water or wastewater utilities.
Based on the above, MCESD raised no objection to this project to the Planning &
Development Department in Permits Plus on April 2, 2008 and can allow the project
to proceed at this time subject to the following stipulations:
Stipulations: None
It should be noted that several other Maricopa County agencies must review and
recommend approval of this project. Final approval authority for this project rests
with the Maricopa County Board of Supervisors.
This memorandum is technically identical with our previous memorandum dated
April 2, 2008 and was prepared for hand delivery at the Technical Assistance
Committee meeting scheduled for 9:45 a.m. on May 20, 2008.
