Report to the Board of Supervisors Prepared by the Maricopa County Planning and Development Department Commission Hearing Date: July 24, 2008 Board Hearing Date: August 20, 2008 Case #: TA2007016 – Plan of Development P&Z Agenda Item: 4 Supervisor Districts: All Districts Applicant: Commission initiated Request: Text Amendment (TA) to the Maricopa County Zoning Ordinance (MCZO) regarding the Plan of Development process Discussion: The main purpose of the TA is to make the Plan of Development (POD) an administrative process administrative. In addition, a POD will be required for all non-residential and multi-family residential development. The POD may still be forwarded to the Commission and BOS. The POD will be conditional and will expire if development does not commence within the established timeframe. Support/Opposition: There is no known opposition to the TA as proposed. Staff Recommendation: Approve as proposed in the attached draft document for the following reasons: An administrative Plan of Development (POD) process is more efficient and cost effective for both the development community and the Maricopa County Planning & Development Department Requiring Plan of Developments (PODs) for all non- residential zoning and two/multifamily developments is both typical of Arizona jurisdictions and appropriate to maintain overall site coordination with regard to layout and compatibility. Further, such requirement supports consistent application of regulations and policies including the ability to maintain and extend referral and coordination to proximate municipalities and other pertinent stakeholders. Reviewing agencies and stakeholders have no objections to the proposal. Commission Recommendation: Approve as recommended by staff by a unanimous vote of 7-0. Planner: Terri S.
