CITY OF TOLLESON
SEPTEMBER 8, 2026 PLANNING AND ZONING COMMISSION MEETING MINUTES
PAXTON: Good evening, everyone. I am Chair Caroline Paxton. Today is September
8th, and I would like to call this Planning and Zoning Commission meeting to order. Roll
call. Please state if you are present.
SALAS: Commissioner? Can you put your mic up a little bit closer?
PAXTON: Oh, that's what they've told me before. Okay. Okay. Roll call. Please state if
you are present. Commissioner Joe Cortina?
CORTINA: Here.
PAXTON: Sheryl Heier?
HEIER: Here.
PAXTON: Diana Ruiz?
RUIZ: Here.
PAXTON: Miriam Segura?. The final call to submit speaker request forms -- now is the
final call to submit speaker requests to the City Clerk. City Clerk Salas, do you have any?
SALAS: No I don't, Chair.
PAXTON: Turning to action items. Submitted by the applicant and property owner,
Costco Wholesale Corporation to rezone approximately 10.55 acres located along the
east side of 91st Avenue, and north of Buckeye Road, from planned area development,
PAD, to light industrial, I-1. The rezones would allow the subject property identified as
APN 101-12-739 to be combined with Costco's existing plot, Ordinance Number 633 N.S.
I will now open this public hearing and turn this over to Development Services Director
Earp and the applicant.
EARP: Thank you, Chair Mayor -- Chair -- Madam Chair and Commissioners. This is
probably going to be pretty easy, but I'll give you a quick history. So JBS owned this
property and all of JBS. JBS as you know, is -- is the meat plant. All their property is
PAD, planned area development, which allows for I-2. And in I-2, you could pretty much
put anything on, right? You could -- heavy industrial. So they sold that portion, because
that -- that property is between JBS and -- and Costco. So they sold it to Costco,
because Costco needs to expand. It's mainly going to be probably parking for their -- for
their facility. And they wanted to match their existing property, which is I-1, which

makes a lot of sense.
And from a city standpoint, we're in favor of the rezone, because we're taking it from
a -- a much tougher -- or you can put allow anything in I-2, and I-1 is more restrictive and
not as heavy use; anything can go there, right? You can't put a cement batch there, you
know? In I-2, you can; that kind of thing. You can put truck parking in I-2. I-1, you can't,
unless it's part of a business. So we're -- we're in favor of this, and plus it matches their
zoning as well. That I have -- I'll answer any questions you may have.
CORTINA: Now that I got myself -- yeah, I -- I was lost as far as like where -- now I -- like
I -- JBS, Costco okay. Now --
EARP: Yeah, it's -- it's kind of hidden from the -- from the road and from Buckeye and
from 91st Avenue. But the long stretch there, to -- to the right of the red area, that's
Costco, and to the left of it on 91st Avenue, of course, is JBS. So the property is not
being used right now, but Costco needs it for their expansion. And like I mentioned
before, so right there in that square before they sell, as of now, it's still PAD, which will
allow for I-2. So we can get some heavy use that we probably don't want in the City
there, we -- and we wouldn't be able to stop them. Now that they're requesting the
rezone to I-1, which you have to do light manufacturing warehouse -- anyway, less
intrusive development can go there, so we're in favor of this.
HEIER: That a retention basin above it?
PAXTON: (Indiscernible) ask from the public, so I will (indiscernible). Commission, we
need to recommend or reject ordinance number 633 N.S. I will now entertain a motion.
HEIER: Make a motion to recommend ordinance number 633 N.S.
PAXTON: All those in favor, say aye.
ALL: Aye.
PAXTON: All those opposed, say nay. Okay. Now we'll move on to regular agenda
action items. Approve Planning and Zoning Commission meeting minutes from August
25th, 2026. I will now entertain a motion.
RUIZ: I motion to approve the minutes.
HEIER: I'll second.
