FIRST AMENDMENT TO DPS CONTRACT 2025-294
Section I. PARTICIPATION of DPS Contract 2025-294 is amended as follows:
“I. PARTICIPATION
This agreement provides Fiscal Year 2026 (July 1, 2025 through June 30, 2027) Anti-Human
Trafficking funding up to $396,072.50 for personnel, travel, and training.
Quarterly, the MCSO will report statistical activity and progress for the agreed upon performance
measures. Additionally, ongoing information exchange and intelligence sharing will occur
between DPS and MCSO.”
Section II. DISBURSEMENT of DPS Contract 2025-294 is amended as follows:
“II. REIMBURSEMENT
DPS agrees to reimburse MCSO for travel and training up to a cost of $38,000, and up to$5,000
for commissary support prevention. DPS will reimburse up to $320,975 to MCSO to provide
personnel, training, and trafficking awareness materials for the Arizona State University’s Sex
Trafficking Intervention Research (STIR) unit. There is a sponsor overhead of $32,097.50.
Evidence of expenditures shall be provided by June 30, 2027, or as soon as practicable, for the
fiscal year just ended. Quarterly statistical reports shall be provided on the same schedule as the
expenditure information. Expenditures must align with the approved budget and be incurred
within the performance period.”
Section IX. EFFECTIVE DATE/DURATION of DPS Contract 2025-294 is amended as
follows:
“IX. EFFECTIVE DATE/DURATION
The terms of this agreement shall become effective upon the date the last signature is obtained,
shall be retroactive to July 1, 2025, and shall expire June 30, 2027. If funds are not allocated to
support this agreement, DPS will provide written notice to MCSO notifying them of the
termination of funding and cancellation of this Agreement.”

Re: Anti-Human Trafficking DPS Agreement 2025-294
Dear Mr. Glover:
The Maricopa County Sheriff’s Office is grateful for the partnership with the Arizona Department of
Public Safety to pursue the reduction of human trafficking under the FY 2026 Anti Human Trafficking
Grant Program.
The Maricopa County Sheriff’s Office is requesting a no-cost extension for the FY 2026 Anti Human
Trafficking Grant award # 2025-294. The original project timeline is July 1, 2025, to June 30, 2026, and
we would like to extend the end date to June 30, 2027. When the award notice was received on
November 20, 2025, draft agreements were created for the subrecipient. Unforeseen delays occurred due
to agreement modifications and attorney reviews.
The requested additional time will be utilized to provide training sessions for internal and external
groups, provide direct counseling and victim advocacy services, conduct community outreach events,
and allow for a continued collaboration between ASU and MCSO to identify victims.
