Meeting Minutes City of Chandler Police PSPRS Local Board Regular Meeting September 2, 2026 | 9:00 a.m. Council Chambers Conference Room 88 E Chicago St., Chandler, AZ Call to Order The meeting was called to order by Chairperson Turner at 9:02 a.m. Roll Call Board Attendance Staff Attendance Chairperson Steven Turner Nichole Bombard, Medical Leave Coord. Regular Meeting Minutes of Wednesday, September 2, 2026 Consent Agenda Motion and Vote Police Member Elect Werther moved to approve the meeting minutes of the City of Chandler Police PSPRS Local Board Regular Meeting on September 2, 2026; Police Member Elect Janda. Motion carried unanimously (5-0) Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the City of Chandler Police PSPRS Local Board may vote to convene in executive session to discuss or consider confidential records exempt by law from public inspection, and/or to consult with the Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s attorney regarding its position on the following items. The Board will take action on those items in open session. Action Agenda Item No. 2 and Discussion 2. New Membership for Gawlik and Herrera Consideration, Discussion, and appropriate Action for New Membership for Matthew Gawlik and Carlos Herrera Action Agenda Item No. 2 Motion and Vote Police Member Elect Werther moved to find that following employees met the applicable PSPRS membership definitions for service with the City of Chandler Police Department; Matthew Gawlik, Police Officer Lateral not certified, with a hire date of August 11, 2026, and a Tier 3 membership date of November 9, 2026; Carlos Herrera, Police Officer-Recruit, with a hire date of September 1, 2026, and a Tier 3 membership date of November 30, 2026. Seconded by Police Member Elect Janda. Motion carried unanimously (5-0) Action Agenda Item No. 3 and Discussion 3. Pre-Existing Medical Condition(s) Review for Gawlik and Herrera Consideration, Discussion, and appropriate Action for review of Pre-Existing Medical Condition(s) for Matthew Gawlik and Carlos Herrera Action Agenda Item No. 3 Motion and Vote Police Member Elect Werther moved to approve no pre-existing conditions for Matthew Gawlik and Carlos Herrera. Seconded by Police Member Elect Janda. Motion carried unanimously (5-0) Action Agenda Item No. 4 and Discussion 4. Hiring PSPRS Retiree Page 2 of 4 Consideration, Discussion, and appropriate action for hiring PSPRS retiree, Gregory Thudium. Nichole Bombard affirmed Mr. Thudium participated in an open, competitive new hire process prior to the hiring. Action Agenda Item No. 4 Motion and Vote Police Member Elect Werther moved to approve the re-hiring of Gregory Thudium, a retired City of Chandler Police Officer, as a Civilian Range Instructor. Mr. Thudium participated in an open, competitive new hire process for the nonsupervisory position. Mr. Thudium’s rehire date of September 8, 2026, is more than 60 days after his retirement date of July 1, 2026. The position is not a Public Safety eligible position; therefore, the City of Chandler is not responsible for paying the PSPRS alternate contribution rate. Seconded by Police Member Elect Janda. Motion carried unanimously (5-0) Action Agenda Item No. 5 and Discussion 5. Membership Termination Mann and Savittieri Consideration, Discussion, and appropriate Action regarding the termination of PSPRS membership for Andrew Mann and Phillip Savittieri Action Agenda Item No. 5 Motion and Vote Police Member Elect Werther moved to terminate the PSPRS membership for Andrew Mann, Police Officer, effective September 18, 2026, the date of his voluntary resignation; Phillip Savittieri, Police Officer, effective September 20, 2026, the date of his voluntary resignation. Seconded by Police Member Elect Janda. Motion carried unanimously (5-0) Action Agenda Item No. 6 and Discussion 6. 2027 Board Meeting Dates Consideration, Discussion, and appropriate Action for 2027 Board meeting dates. Action Agenda Item No. 6 Motion and Vote Police Member Elect Werther moved to approve the 2027 Board meeting dates as presented in the Board memo. Seconded by Police Member Elect Janda.
