City of Apache Junction Home of the Superstition Mountains DATE: November 3, 2026 TO: Mayor and City Council THROUGH: Bryant Powell, City Manager FROM: Liz Langenbach, Parks & Recreation SUBJECT: Superstition Basin Park Intergovernmental Agreement with Pinal County The Parks and Recreation department is proposing development of a community park at Superstition Basin in partnership with Pinal County. Located at the northeast corner of State Route 88 and Scenic Street, the proposed community park would serve both city and county residents and provide recreational opportunities within the city’s downtown area. Pinal County maintains a Recreational & Public Purpose patent with the Bureau of Land Management for the property, identified as Assessor’s Parcel Number 101-19-026C, and desires to make the site available for park use. The city has identified the jointly operated Superstition Basin as the most appropriate, cost- effective, and central location for the park. Proposed Park amenities include, but are not limited to connective walking paths, playground/splashpad, frisbee golf, restrooms, and parking for downtown events. The proposed intergovernmental agreement would formalize the city and county’s respective responsibilities for design, construction, and maintenance of the park. This cooperative approach is intended to promote efficient use of public facilities and public funds. The initial design of the park will be funded through development fees, and construction costs would come from combined sources of development fees, grants, and city sources. There is not an estimated schedule for completion currently; however, design of the park is budgeted to begin within the 26/27 fiscal year. Staff are recommending approval of a resolution authorizing the city to enter into the intergovernmental agreement with Pinal County for design, construction, and maintenance of a park at Superstition Basin.
