Overview of Part 77 Airspace Analysis
• Governs the safe and efficient use of
airspace by establishing standards for
determining whether objects may pose
hazards to air navigation.
• Obstructions/penetrations don't mean that a
runway orientation/alignment isn't feasible.
• Mitigation measures include removing,
lowering, or lighting.
• This analysis assumes approaches with ¾-
mile or lower approach visibility minimums.
ALRC ASIP AMLG ASAP 11

Overview of Part 77 Airspace Analysis (Cont.)
Data Sources:
• Published obstruction points in FAA's ADIP system
• AGIS 18B survey from recent Airport Master Plan
• Proposed development provided to Consultant Team (i.e., APS substation)
Analysis:
• Proposed APS substation and associated power lines would pose horizontal
surface penetrations in all three orientations and alignments.
• Transmission lines adjacent to Interstate 10 would pose approach and departure
surface penetrations for the Runway 17-35 orientation/alignment.
• Utility poles adjacent to Palo Verde Road near the airport would pose approach
and departure surface penetrations for the Runway 12-30 orientation/alignment.
• Runway 13-31 orientation/alignment least impacted.

Overview of Aircraft Noise Analysis
Noise Metrics:
Cumulative: Day-Night Level (DNL)
• FAA standard, residential development is compatible below 65 DNL
• Represents an average annual day
• Doesn’t relate to what people hear (individual events vs. averages)
• Would be used in future environmental documentation for the project
Supplemental: Number Above (NA)
• Number of events in an average day above 90 dB based on the maximum
sound level (Lmax)
• Does not convey information about duration
• Same assumptions as DNL

• 59 Stakeholder Emailed Surveys – October
• Survey Social/Press Releases – October
• 134 Public Surveys Received – October
• Public Meeting – October 14th
• City Council Workshop – November 3rd
ALRC ASIP AMLG ASAP 24

Public Comment Summary
• Noise and Flight Paths: Strong demands to position runways and flight paths
away from existing and planned residential neighborhoods.
• Infrastructure Preparedness: Concerns that area roadways (like I-10 and MC85)
and utilities must be expanded first to handle the influx of airport traffic and
prevent daily commuter delays.
• Anti-Expansion & Fiscal Skepticism: A segment of residents opposes any
expansion to preserve Buckeye’s rural feel.
• Commercial & Economic Potential: Broad support for adding regional
commercial flights (similar to Mesa Gateway Airport), alongside interest in
bringing aerospace jobs and training schools to the West Valley.
ALRC ASIP AMLG ASAP 25

Final Matrix Analysis
• More detailed analysis of nine criteria in initial matrix + two more.
• Noise Considerations
• Part 77 Surfaces (impact of existing and proposed structures around the airport)
• Each criteria given a weight between 1 (lowest) and 3 (highest).
• Highest weighted were:
• Land Use Impacts
• Economic Considerations
• Noise Considerations
• Includes Public and Stakeholder input

ALRC ASIP AMLG ASAP 29

ALRC ASIP AMLG ASAP 30

AIRPORT STRATEGIC
IMPLEMENTATION PLAN (ASIP)
ALRC ASIP AMLG ASAP
31

Purpose
Plan focuses on required utilities to support the adopted Airport Master
Plan (AMP) and the Airport Long Range Concept (ALRC) as well as
corresponding funding strategies and long-term financial planning.
ALRC ASIP AMLG ASAP 32

Airport Utilities Service Needs Assessment
• Supporting Near-Term Development & Long-Term Growth
• Water
• Wastewater
• Electrical
• Gas
• Communications
ALRC ASIP AMLG ASAP 33

Why This Assessment Was Needed
• The airport is positioned for growth, but much
of its core infrastructure is ageing.
• Airport to grow from GA to Regional
Aviation Hub
• Need to evaluate utilities on their ability to
support new hangars, tenants, support
facilities, and airport operations
• Assessment accounts for surrounding
activity
ALRC ASIP AMLG ASAP 34

Domestic Water
• Water supply is sufficient, but distribution system requires phased
improvement
• Well Site 1 has sufficient water allocation and pumping capacity
for near-term and long-term domestic growth
• Existing 6,000-gallon storage tank does not hold a full maximum-
day demand, but the well can replenish system under normal
operation
• Additional storage is not recommended for short-term
development
• Proposed system upgrades include a 4-inch main east of Well Site
1 then running south to the hangar area
ALRC ASIP AMLG ASAP 35

Domestic Water Capacity Points
4” Main Max + 3.4M SF + 4k
Supply Hangar Users
Well #1 Max + 1.125M SF + 1,238
Supply Hangar Users
Long Term + 200,000 SF + 217
Buildout Hangar Users
PAL 1 Near + 38,000 SF + 46
Term Buildout Hangar Users
Existing 122,900 SF ~147
Demand Hangar Users
ALRC ASIP AMLG ASAP 36

Fire Protection
• Existing fire-water capacity supports
additional development, but it limits building
size and construction options
• Hopeville system provides airport fire
protection (1.5k Gal/min for 2-hr)
• Available storage is allocated between
airport and Hopeville’s fire protection and
domestic demand
Max hangar size without sprinklers
• Additional buildings can be supported if (5,900 SF ~ 80’x75’)
their required fire flow remains within
existing system limitations
• Larger buildings, less-fire resistant
construction, or additional fire hazards Max hangar size with sprinklers
may require a different fire water solution (18,400 SF ~ 150’x120’)
ALRC ASIP AMLG ASAP 37

Wastewater
• Existing wastewater capacity at capacity and limits
development options
• No existing connection to City’s sewer collection
system
• Four existing onsite septic systems with two of
them at capacity
• New buildings should use new, dedicated onsite
wastewater systems
• Anticipate future sewer extensions to the west of
Palo Verde Road (requiring lift station) or gravity
flow to the south
ALRC ASIP AMLG ASAP 38

Wastewater Capacity/Expansion Points
• Requirement to tap into sewer main once
daily flow reaches 24,000 gallons/day
• Masterplan would add 217 people
• Septic capacity equals Well #1 capacity,
would need to upgrade both at the same
time
ALRC ASIP AMLG ASAP 39

Electrical Service
• Future electrical service should be managed as one coordinated airport-wide program
• Future APS feeder to be extended by along Airport Entrance Road from the
overhead line at S. Palo Verde Road
• Phase service extensions by development area, using dedicated or shared
transformers and separate tenant metering where appropriate
• Each future hangar, tenant parcel, and airport facility will require an individual
service request to APS.
ALRC ASIP AMLG ASAP 40

Gas Service
• Future gas service based on future development needs.
• No existing gas service adjacent to airport
• No requests for service currently
• Coordinate with service provide for future services
ALRC ASIP AMLG ASAP 41

Communications and Broadband
• Reliable broadband is an important component of
tenant readiness and economic development
• Existing copper infrastructure is no longer
suitable for current or future airport needs
• Buckeye Airport currently utilizes Starlink or City
network systems
• Lumen aerial fiber is available along Palo Verde Future Hut
Road. Wyred is working on additional fiber
infrastructure along Palo Verde Road. City
currently installing Fiber Conduit to the airport.
• A carrier-neutral telecommunications hut is
recommended for long-term expansion
ALRC ASIP AMLG ASAP 42
